Abstract: House number is one important city geocoding method, which has the most fundamental positioning role and also is the main information carrier in digital city construction. Because traditional house number system has faultiness and city spatial layout has changed a lot with urbanization process in china, house numbers are chaotic in many cities. It is very inconvenient for city management and information construction. It is urgent to reconstruct scientific house number system. First, the authors introduce the advantages and disadvantages of main domestic and foreign house number systems, analyzed the spatial characters of house number, and compared the merits and demerits of block geocoding and street geocoding method. Then, they point out that street is the appropriate spatial framework for house number system of our country. Next they analyzed the spatial localization characters of the house number geocoding within street framework, and pointed out the shortages of traditional serial number and distance number. Then, they put forward and elaborate the block segmenting method of house number. At last, on the assumption that each block has 100 numbers, the figures of block segmenting are displayed. The block segmenting method can ensure the robustness of house number system. It further strengthens the order and localization role of house number and realizes binding house numbers to street block segment. House numbers will not become chaos with the increases and decreases or changing hands of the buildings in the system.

Abstract: In the course of financing of innovative industrial clusters, it is the informational move that investors finance enterprises or projects. Investors have difference in priori probabilities, which will lead to the diversity of opinion among investors. The degree of the diversity has determined investors choose to take decentralized action or collective action. The difference of market finance and intermediated finance in reducing the cost of collecting and processing information determines that the difference of the performance in financing of innovative industrial clusters among different methods of financing.

Abstract: Background: This study investigates the outcomes of implementing Six Sigma concept to manage the total waiting time and room turnover time in the operation theater. Methods: Samples were obtained by recording the time of six major-operation activities in one medical centers located at northern Taiwan. The waiting time was divided into three groups (<120 minutes="" 121-240="">240 minutes). Totally, 1,246 patients were collected as the first group (pre-study) while as another 1,266 patients after the improvement of process in the fifth month were collected as the second group (post-study). Analysis was made with descriptive statistics and to compare the differences between the pre-and post-processes. Results: The reduction of waiting time for each study group were 0.54, 4.23, 7.82 minutes respectively (p<0.05); average surgery turnover time significantly decreased for each group also. The quality indicator of Six Sigma were changed from 3.35δto 3.46δ. This confirmed that the intervention of the Six Sigma concept in patient-processing management can minimize the variations in the surgical processes and stabilize the process. Conclusions: The contribution of this study lies in providing administration references for peer general hospitals, surgery departments and administrators in OR with a standard operation procedure to decrease total waiting time for surgical patients as well as to effectively shorten the waiting time for the next-in-line patient.
