According to the survey data, ordinary people primarily focused on the energy provided by the biogas, which was convenient and cheap and also made life easier.
By the analysis of the above data, we can draw a conclusion that first problem to influence biogas development was lacking follow-up service and technical support, the other was lacking investment.
It was gratifying that after a long time of study and a series of experiments , the energy conservation and emission reduction project team of HEU(Harbin Engineering University) found the key to solve the problem[6].According to the result of the experiments, its economical analysis can be seen in the Table.2.

This dissertation adopts Data Envelopment Analysis method, in accordance with principles of comprehensiveness, concise, relevance and relativity as well as decision package requirements on quality and quantity, it selects four input indexes as woodland area, stuff, technical stuff proportion and fund; two output indexes as live stumpage and output value of state-owned forest farm, and takes use of DEAP2.1 software based on input-oriented BCC model to make an efficiency evaluation of 11 state-owned forest farms which participate in forest tenure reform and 19 which does not.
Build Efficiency Evaluation Model of Heilongjiang State-owned Forest Farm Data Envelopment Analysis is a nonparametric method in operations research and economics for the estimation of production frontiers.
All variables used in data analysis and processing are from Heilongjiang 2009 provincial state-owned forest farm financial statement as well as field research.
Conclusion This dissertation takes use of Data Envelopment Analysis method and selects four input indexes as woodland, stuff, proportion of technical stuff and fund, 2 output indexes as living stumpage and output value of state-owned forest farm, and carries out empirical analysis of 30 state-owned forest farms of Heilongjiang province based on input-oriented BCC model of DEAP2.1 software.

On account of this, this article analyzes data about coming water and sediment of Yichang Station to support characteristics of new flow and sediment of Yichang Station after impoundment of the Three Gorges with Mann-Kendall nonparametric rank test method.
In Mann-Kendall test, time series data under null hypothesis (x1,…,xn ) are sample of n independent and random variables and distribution; alternative hypothesis is two-sided test and its distribution to all k, jn, and k≠j, xk and xj is different.
The Variation Trend and Abrupt Change of River Runoff in Yichang Station It can be seen from calculation results of annul river runoff in Yichang Station that annual river runoff of Yichang Station tended to decreases as a whole from 1950 to 2008, transitory remarkable reduction trend turned up from 1960 to 1962 and in 1979 and variation tendency of other years is slight.
Sediment runoff of other years all decreases, of which reduction in the period of 2001-2008 is obvious.

In table 1 a concise view on some limits and influences of steel chemistry is given, as taken from own research and literature data.
From the dilatometric measurements, some raw data are included in this overview, the critical temperatures and transformation kinetic curves of the steels were calculated, based on a variation of the AC-cycle as indicated in fig.1.
Typical raw data plots of the relative length change L/L0 versus temperature of the dilatometer specimens for the Ref-steel are shown in fig.4.

Akbarinezhad et al. have used the EIS method to evaluate the paint coating with high resistance which immersed in 10% sodium chloride solution and they have found that high AC perturbations leaded to the reduction of the fluctuations in the measured data [3].
There are many fluctuations in these measured data at low AC perturbations.
The accuracy of measured data can not be ensured.
That is to say the increasing AC perturbation can make the measure data better.
That is advantageous for the data processing and the data fitting.

As a result, all the necessary conditions for realization of the above-mentioned mechanisms of RS reduction under PEC treatment take place.
Therefore it is proposed that a stress state homogenization was induced by PEC treatment as a result of a reduction in the surface tensile RS.
Finally it can be supposed that the main mechanism driving the reduction in the corrosion rate of St3SX reinforcing steel in the present investigation is a surface stress state homogenization as a result of PEC-induced reduction of the surface tensile RS.
