Abstract: Rare earth metal complexes have special characteristics, such as extremely narrow emission bands and high internal quantum efficiencies, which are suitable to be used as the emission materials, chemistry and biological technology.
Introduction In recent years, fluorescent materials made from rare earth complexes have generated much research interest in many fields, such as materials science, chemistry, biological technology and information technology[1-4].
Table 2 Inhibition zone diameter of Tb(GFLX)3Phe and GFLX Complex Test results of bacteriostatic ring diameter(mm) Escherichia coli Staphylococcus aureus Tb(GFLX)3Phen(20µg/ pill) 36.22 38.35 GFLX 29.12 30.25 Tb(GFLX)3Phen(10µg/ pill) 27.52 31.66 GFLX 23.35 25.15 Conclusions Rare-earth complex of Tb 3+with GFLX and 1,10-phenanthroline had been synthesized and used as emission materials and antiseptic.
The experiment result shows the complex is stable, and their PL and EL properties were systematically studied by using the complex as emissive material.

Preface
Optical Materials is a peer-reviewed scientific journal that publishes original papers and review articles
on the design, synthesis, characterisation and applications of materials, suitable for various optical
devices.
The journal also publishes papers about physical and chemical properties of such materials and their applications.
Aiming to the advances of Optical Materials and Circuit Design, 2012 International Conference on Future Optical Materials and Circuit Design (FOMCD 2012) is an annual conference to call together researchers, engineers, academicians as well as industrial professionals from all over the world to present their research results and development activities in Optical Materials and Circuit Design.
The papers come from both academia and industry reflecting the international flavor of this event in the topics of Optical Materials and Circuit Design, Material Science and Engineering, Nanomaterials Synthesis and Properties, Nano Devices and System, Nano materials, Technologies for Applications, Circuits and Systems, Mechanical Engineering, Industrial Electronics, etc.
