Selective related work
This research aims at establishing a link between the engineering experience of resource management for a NUMS complex system and the political and economic management of a state running a NUMS military system.
These works started a revolution in the military field [7], but they have also entered the field of civil resource management, in agriculture [10, 11, 12], forest exploitation security [13, 14, 15], navy facilities or border security.

Introduction
The lithium secondary batteries as one of most advanced batteries technology, have been widely used in various types of electronic equipment, electric vehicles, weapons and other civil and military fields.
Among them, interface engineering has always been the focus of Li metal electrodes protection [8, 9].The fabrication of more stable interface protection layer which is not easy to crack and collapse with the change of the electrode volume, could (1) improve the ion conductivity and the charge transfer rate of the electrode surface, (2) reduce the surface electricity of the electrode, (3) guide the uniform deposition of lithium ions and (4) inhibit dendrites shaped crystals forming [10, 11].

They have been used in fundamental research for a long time, and results of these studies have been successfully implemented for engineering applications.
These research method and devise offer great opportunities for solution of the following important tasks in civil and military industrial sectors: production of fully melted refractory substances (e.g. large-grain TiC used as a highly efficient abrasive), SHS in systems in which ordinary SHS can hardly be accomplished due to their low heat release (Si + C à SiC, etc), SHS-welding of dissimilar, refractory and ceramic materials and SHS of FGMs [2].

Activate: the self-igniting coal gangue in Gaode Mine, Fuxin city of Liaoning Province by physical and chemical method.first, orthogonal test was applied to study the influence of the fineness of coal gangue on strength of the bonding material;then on the basic of it,use this method again to clarify the effects of self-igniting coal gangue's addition on th strength of bonding material. The results of this experiment showed that self-igniting coal gangue can be used as cement’s active admixture .range analysis and variance analysis indicated that the amount of coal gangue had significant influence on
