Ferroelectric material is considered as one of the most promising key materials for
microelectronics applications such as capacitors and computer's RAMs.
Due to these contributions the materials have drawn much of attention from both theoretical and experimental attempts in comprehending and modifying electrical properties of the materials [1, 2].
Doping, as one of the methods in modifying ferroelectric materials' properties has been now widely used to synthesize materials which suit desired applications.
The phenomenon is called aging effect, which was discovered that it can improve dielectric properties for certain ferroelectric materials such as BaTiO3 [3].

The implication of America in the new energy industrial development for China
American government implement the plan of climate change technology, Climate Change Science Program, the voluntary greenhouse gas reporting program, “American Clean Energy Security Act”, through the tax incentives to encourage the use of renewable energy and efficient energy technologies, encourage the development of renewable energy, hybrid fuel cells vehicles, new energy generate electricity, cooperation on the climate change science, energy and other areas, implement carbon sequestration programs of the federal government.
The new energy as a strategic emerging industry, promote the adjustment of economic and industrial structure, Chinese can publish some workable systems ,such as new energy tax incentives system, financial credit incentive system, environmental license system, green rating system, green raw materials system, etc.
