The Guarantee Rate of the Engineering is not Unified.
But our current understand both civil engineering knowledge and the law, finance, management knowledge compound talents very lack, this situation is not fit the needs of the market economy and promote the development of engineering guarantee.
Therefore, it should be regulations as the basis of the civil law ", "the security law", "insurance law", "contract law" and "construction", "the invitation and submission of bids law, the administration of construction project quality regulations and other relevant laws, At the same time should be in the spirit of advancing with times always pay attention to modify the existing laws, regulations which hinder the construction guarantee, engineering insurance and other risk management system development terms..
At the same time in the future, the state and local relevant legislation should increase the corresponding engineering secured content, and pay the attention of the civil law basic provisions of the problems of convergence.
Bank is the largest engineering guarantee market guarantor, almost a monopoly of our country engineering guarantee market all the volume of business.

One of the responsibilities of a Civil Engineer is to make decisions regarding preservation of infrastructure; therefore, there have been established concepts such as risk and risk analysis.
The last description denotes the significance of this kind of civil engineering constructions.

Numerical Simulation Effect of Lateral Pressure Coefficient in Solid Material Zhe ZHANG, Yanfeng FENG, Qing LI, and Shujuan ZHENG School of Architecture and Civil Engineering, Shenyang University of Technology, Shenyang 110870, China zh.zhe@163.com Keywords: Solid Material; rock fractures; tunnels excavation; numerical simulation Abstract.
Among the current problems that rock or civil engineers face, perhaps there is none as challenging as the characterization of fluid flow though fracturing rocks, especially when they are highly stressed.
In mining and civil engineering projects, the re-distribution of the stress field during the excavation of tunnels and underground chambers lead to the formation of new fractures.
Engineering practice show when the rock mass was excavated that structural plane was dissected, and frequently appearance opening large deformation, barring was destroyed, even whole opening became instability.

Estimation of Emissions for Civil Jet Conceptual Design Yu Wang, Shuai Zhang and Xiongqing Yu College of Aerospace Engineering, Nanjing University of Aeronautics & Astronautics, Nanjing, 210016, China wangyu@nuaa.edu.cn, zhangshuai@nuaa.edu.cn, yxq@nuaa.edu.cn Keywords: aircraft design; emission; greenhouse effect; GWP Abstract.
Emission Prediction Model for Civil Jet The International Civil Aviation (ICAO) provides a prediction model for emissions of civil jet with turbofan engines [1].
Firstly, the emission data in ICAO databank of other engines, which are utilized for similar civil jets, are used instead of the unknown engine data.
Mission Profile Refinement The operational mission profile of a civil jet includes takeoff, climb, cruise, descent, approach, landing, taxi, and so on.
After discussion, appropriately increasing wing swept and aspect ratio could reduce the greenhouse effect of polluting gases from the civil jet engine.

Throughout our cost filed so far, researchers mostly study quote or management of measure item on valuation and management of engineering project in theory.
According to the composition of engineering quantity list cost, this paper had a descriptive statistic on the collected sample data by the descriptive statistical function of SPSS[1].
Build the Linear regression model of construction measure expense and civil project direct cost, we can also find that the constant testing is not significant after trial calculation.
According to the result of the calculation, regression coefficient is 0.223, confidence interval of 95% is 0.206-0.24, the regression equation of construction measure expense and civil project direct cost is : Construction Measure Expense = Civil Project Direct cost × 22.3%

Increasing interest about composite materials and their use in the field of civil engineering offers possibility for development of new innovative materials, which will be used as constructive elements.
Use of the fiber reinforced polymers as bearing materials in the field of civil engineering is the major leader in scientific research in the recent years.
This paper presents the experimental testing of composite materials, as a part of a more complex research project dealing with developing of FRP sandwich panel with potential applications in civil engineering.
