By the studying, the aim is to improve calculating efficiency for most of engineers and to push forward application of structural reliability theory in geotechnical engineering.
However, the traditional method can not describe and deal with various kinds of non-definitude factors which exist objectively in civil engineering, and it also can not analyze and calculate every indexes of safety and economics, and it also coordinate the contradictions between safety, economics and suiting, and do not balance with them.
And all of methods need to write so complicated program to calculation that to restrain the theory in applying of civil engineering [1-6].
By the studying, the aim is to improve calculating efficiency for most of engineers and to push forward application of structural reliability theory in geotechnical engineering.
So its applying research on these ways will push forward application of engineering optimization design based on theory of reliability in geotechnical engineering.

Throughout our cost filed so far, researchers mostly study quote or management of measure item on valuation and management of engineering project in theory.
According to the composition of engineering quantity list cost, this paper had a descriptive statistic on the collected sample data by the descriptive statistical function of SPSS[1].
Build the Linear regression model of construction measure expense and civil project direct cost, we can also find that the constant testing is not significant after trial calculation.
According to the result of the calculation, regression coefficient is 0.223, confidence interval of 95% is 0.206-0.24, the regression equation of construction measure expense and civil project direct cost is : Construction Measure Expense = Civil Project Direct cost × 22.3%
