Introduction The influence of hydrogen on the mechanical properties of structural materials is the subject of numerous studies due to technological problems caused by hydrogen embrittlement of metals.
Of particular interest is the study of zirconium-hydrogen system because of using zirconium-based alloys as structural materials for fuel cladding in thermal reactors where hydrogen adversely affects on these alloys during their operation [1-3].
Knowledge of hydrogen diffusion mechanisms in a metal lattice is an important factor in controlling of the structural materials destruction, as well as the foundation for the study of the formation of stable and metastable hydride phases.

Abstract.
And in this article we propose some specific measures of the risk control about the imperfect of construction drawing design,the quatity problems of tender documents,unbalanced quote of the bidders,the price changing of the building materials and equipments and various rates of change in order to achieve active control risk and avoid exceeding the cost and provide a theoretical basis for the owner (or the tender agent) to bid.
(4) The price changing of the building materials and equipments Construction project usually experience more than one year, during this time,the price of steel, cement and necessary equipment of the engineering will be faced with the trend of rising prices.Once the price increases, the owners must bear these extra costs,and in other words it increase the engineering investments and estimates, especially when we start the job under the condition of a fixed-price contract,the risk which is caused by the rising prices will give more pressure on the owners.
In reality, if the price is high or the price of materials or equipment may be greater volatility,the construction unit can make some relative measures, such as we can make a uniform price for a material.And we can list the price in the bill of engineering quantity,which not only can play a role in contrast but also can be used as a basis for settlement to stable the total project cost

Physical interpretation of the variety of properties can be presented as follows: in the range of ideal materials - ideal plastic media [2], the ideal granular media [3], a Newtonian fluid [2, 4] - there is a wide spectrum of intermediate materials of complex rheology, some of them are known [4, 5] while others are only theoretically possible.
