Experimental procedures The starting materials were high-purity BaCO3, Sm2O3, Mn(NO3)2, TiO2 and SiO2, and they were weighed on the basis of the following formula: (Ba1.012-xSmx)TiO3 + 0.03mol% Mn(NO3)2 + 2wt% SiO2, In the experiment, the concentration of Ba-excess atoms is 1.2 mol%, the mixture was mixed by wet ball milling for 3h in deionized water using an agate ball in a polyurethane jar, and they were dried at 115 °C in drying oven, then the powders were calcined at 1100 ºC for 2h in air.
The room temperature resistance of the specimens was measured using a digital multimeter, and the temperature dependence of resistance was measured in a temperature-programmable furnace (ZWX-B, Huazhong University of Science and Technology, China) at a heating rate of 1.6 ºC/min in the range of 25–250 ºC.

The application materials includes: the files from the head office and business departments about the project construction, the specification on hardware deployment, the analyzing reports on resource consumption, when it comes into the emergency resource demands, it also needs the immediate deployment appliance which must be passed with the signature of the leaders in charge of information in Sichuan provincial companies.
After the repeated examination of Mail tunnels of science and technology department, the resource allocation of the system is finally definit.
The second rate includes, resource assessment time, the accuracy rate of resource supply, available rate of resource pool, resource allocation time, the time of reconciliation, the timeliness ratio of resource subscription, the accuracy rate of materials, the users' satisfaction and so on.
Internal demand report is the mainstay to evaluate the quality side of resource allocation, accuracy rate of resource provide and accuracy rate of materials is the mainstay of evaluate the quality side of resource allocation, the time of resource assessment and reconciliation in place is the main restriction of the time of resource allocation assessment.
The achievement has been passed through the first trial of 2013 Country technology advancement award by Sichuan Department of Science and Technology.

Introduction Plant-mix hot reclaiming asphalt pavement takes full advantage of waste materials.
However, due to add the waste materials, how to ensure the pavement performance of recycled asphalt mixture is the key to determine its promotion [1-2].
Many years of experience of using it shows that plant-mix hot reclaiming asphalt mixture should be good service performance as new asphalt mixture when materials and construction technology have been reasonable controlled.
RAP is from the recycled materials of Shanghai-Nanjing highway by pavement planer, and it meets certain technical requirements.
