So as resource increasingly drying up, facing the strong impact of new energy and new material that bring by the development of technology, traditional construction mode of resource-based city's economic level be going from bad to worse .
Resource-based city transformation is huge system engineering, is also a profound revolution of industry economic and social ideas.
To reconstruct the industrial low-carbon transition, promote the gradual transformation of high carbon industry to low carbon industry, is the key problem of the development of low carbon economy resource type city, build new industries before the depletion of resources, such as the three industries of agriculture, industry and services ,a full range of low carbon structure, accelerate the development of modern service industry of financial services, conferences, research and development, cultural, recreational and other low-carbon, and gradually reduce the secondary industry the proportion in the national economy, at the same time to speed up the development of solar energy, wind energy, electronic information, bio-industry and other emerging low-carbon industries.

A Fast Optimization Approach for Multi-Pass Wire Drawing Processes with a Penalty Fitness Function Guang-Liang Zhang1,a, Zhang-Wei Wang2,b and Shi-Hong Zhang2,c 1School of Mechanical Engineering, Taizhou University Taizhou 318000, China 2Institute of Metal Research, Chinese Academy of Sciences Shenyang 110016, China azhang.guangliang@tzc.edu.cn, bzwwang@imr.ac.cn, cshzhang@imr.ac.cn Keywords: optimization, genetic algorithm, wire drawing, analytical model, pass schedule Abstract.
With giving initial and final wire diameter together with wire material properties, and setting the limits for the design variables as well as the constraints for the objective variables, the optimizer is going to find an optimum solution with the best pass schedule.
The fitness function for the multi-objective genetic algorithm is the key for the convergence and finding a global optimization result.

Introduction The contact wear problems are very important in various mechanical and structural engineering applications.
Their analysis is difficult in view of their geometric and material nonlinearities, coupled with uncertainties of wear process parameters.
It is also assumed that strains are small and the materials of the contacting bodies are linearly elastic.
Material parameters are: Young moduli , Poisson ratio , friction coefficient and loading pressure:, angular velocity for brake process , wear parameters are: .
