Recycle Economy is the “three sides win” economy
Compare with traditional economy, recycle economy is a new concept which changes the operational sequence of technology and industry rather than simply using the old materials and it conserves resources.
In addition, it is necessary to concentrate on recovery and deal with those materials which cannot be reused to achieve multi-level resources and closed virtuous circle of waster.
Due to the small response of the enterprises to recycle economy, the recovery and reuse of waste materials can not be effectively implemented, which bring little effect on enhancing social employment [6]
The first and foremost step to develop recycle economy is to have a fundamental change in the view of waste materials; they must be seen as resources.

Introduction
Polyvinylidene fluoride (PVDF) has been widely used as one of the membrane materials, well-known for its excellent chemical resistance and thermal stability.
Domestic scientists have done a lot of researches about modification of PVDF membrane [13-16], which indicates that graft modification and blending of membrane materials are the main direction of future development of the hydrophilic membrane.

Materials and Methods
We collected 100 kg of EAFD and 100 kg of hot metal in industries in Espírito Santo state as follows: Electric arc furnace dust: ArcelorMittal/Cariacica, and Hot metal: Fundição Ucrânia located in the municipality of Serra.
In possession of raw materials, the next step was the chemical and physical characterization of the main raw materials through various characterization techniques, they are: Analysis chemistry; analysis particle size; area specific surface; designation of the form of dust particles by optical microscopy and scanning electron microscopy; analysis by energy dispersion, and X-ray diffraction.
