According to related laws and regulations, based on the typical causes of safety accidents in high-rise building construction and a complete overview on the construction safety situations, the paper uses the “4M1E” principle and builds a 3-layer index system of safety management evaluation from four aspects which are “Man, Machine & Material, Method and Environment”.

This paper takes material loss rates of Construction (installation) Contractors' All Risks as the object of study, calculates the weighted maximum loss expectations and the expected loss rate through the project risk identification and risk estimation, then determines the adjustment coefficient.
The determination of the basic rate.The basic rate of office buildings is 1.2 ‰ -2.2 ‰, according to 95 edition of Construction All Risks reference rate sheet (material damage section).
