Abstract: Transport-Oriented Development (TOD) is an effective solution to urban traffic congestion, environmental pollution, noise pollution, and reduce energy consumption. And it is the best mode to solve urban development problems currently. This paper uses frequency scale-fuzzy comprehensive evaluation method to explore the inadequacies of modern urban development. And use Matlab to visualize this approach. Lastly put forward feasible suggestions for the city's TOD development in order to guide the cities’ sustainable development.

Abstract: Firstly, this paper introduces the ant colony algorithm and its principle, model and the process to realize, meanwhile, it analyses the reasons for the premature stagnation phenomenon of ant colony algorithm. Secondly, refresh and local optimal search strategy on the optimal, worst pheromone will be introduced here based on the original algorithm, as well as two line equations to avoid crossing paths, in order to expand the scope of the feasible solutions, avoid premature stagnation, and accelerate the speed of convergence. Finally, with eil51 of TSP to be an example of simulation calculation, the result shows the superiority of the improved ant colony algorithm.

Abstract: In order to solve the problem of GPS signal acquisition, an acquisition algorithm based on an improved genetic algorithm (IGA) is proposed in this paper. The IGA employs the technologies including the dynamic search range of parameter, the adaptive probabilities of crossover and mutation, and the small section method for generation of an initial population to search Doppler shift and code phase. Simulations and experiment results show that the proposed method can acquire the signal parameters precisely and rapidly. Consequently, the acquisition performance is improved.

Abstract: In common video compression coding technology, data with changing bit rate is not suitable for transmission in fixed bit rate channel. A bit rate control algorithm and a hardware design suitable for AVS decoder are proposed in this paper. The target bits are calculated and allocated in three levels, including GOP, frame and MB. The proposed hardware design passes the simulation verification. The result of synthesis in DC proves that the design meets timing requirements. The design is easy to realize and suitable for controlling the bit rate in real-time encoding.

Abstract: By using fuzzy-neural network algorithm, this paper empirically studied the customs management risk in China. Our research process is summarized as follows: firstly, we describe the situation and development trends of customs management risk; secondly, we employ fuzzy artificial neural network algorithm to establish a conversion mechanism model; finally, we test the effect of this model according to related customs risk management information.

Abstract: Grey symmetry balanced system in impact (GSBSI) was applied to analyze the interactive effect between R&D investment and economic growth in China. A coordination degree was designed for measuring the interactive effects. The results show that symmetry balanced relation between the self-impact on R&D investment and the applied-impact from economic growth holds well, but R&D investment is not a major factor impacting China’s economic growth.

Abstract: China launched the Golden Taxation Project(GTP) in March 1994. The promotion of GTP is beneficial to reform of tax collection and regulation. It mandates the use of specific sophisticated information technologies to improve compliance with China’s Value Added Tax (VAT) laws. In this paper, we illustrate the development of GTP in detail, and make the analysis of the existing questions in the current operation. Then through the compare with the 1989 tax informational reform of America, we give some advice to our GTP Phase III in progress.

Abstract: The PCNN algorithm based on the visual perception of information can better analyze and understand the natural essence of image. But the multi-parameter settings and high computational complexity restrict the application of the algorithm in the industrial real-time image processing. Based on this, The parallel design and implementation of the PCNN algorithm based on the visual perception information is proposed. The PCNN algorithm is improved by the visual perception method, through analyzing parallelization of the feasibility of the algorithm, the parallel algorithm running at the cluster and experimental environment are developed. The performance of the parallel algorithm is verified by industrial image on the cluster, the experimental results show that the parallelized the PCNN algorithm has a better scalability and speedup.

Abstract: In this article, we study the output error in terms of the delay of the arithmetic subtractor circuit. By the formal analysis the borrow in arithmetic subtractor, especially the borrow chain, we model the discrete signals in the continuously, then construct the output error model and energy consumption model of the ripple borrow subtractor circuit. With these models, we do the trustable analysis formally.
