Abstract: Identifying and selecting right opportunities for new businesses are the most important abilities of a successful entrepreneur. It is an important issue to identify quickly entrepreneurial opportunities and make the right decisions in the dynamic environment. Based on the CIP, this paper thinks that entrepreneurs entrepreneurial opportunity identification process is information processing and analysis in substance which is affected jointly by three factors: information resource, entrepreneurial recognition ability, and personality traits and risk tendency. Then this paper constructs the mechanism and framework of entrepreneurial opportunity identification, this framework is helpful to understand the specific mechanism.

Abstract: Based on sustainable development,the Data Envelopment Analysis (DEA) with eight input indexes and four output indexes, was applied to evaluate the highway traffic sustainable development of 31 provinces in China. The result shows that the input and output of highway construction has reached the best combination at Beijing, Tianjin, Shanghai, and Tibet. GDP(Group Domestic Product) and social total retail sales of consumer goods can be improved by increasing input in eleven provinces. From the perspective of traffic safety,accident rates will be no major increase when the government enlarge investment of highway building in our country,These results imply that China is making strong progress in the road traffic environment.

According to the characteristics of Aero-Product development process, a Risk Management Framework based on PMBOK is proposed in this paper, which will become the foundation of the Aero-Product development risk management.

Abstract: According to the characteristics of assembly scheduling, an assembly scheduling model for complex machine product was defined in this paper. The assembly relationship of a complex machine product is expressed by a job assembly graph. A job assembly graph is translated into an assembly process graph. The assembly process graph is a tree-form. There is a partial order between each child node and its parent in the assembly process graph. Then an assembly scheduling algorithm for complex machine product is given. The goal of the algorithm is minimizing total assembling time. The algorithm could always gain a good assembly schedule through minimizing the waiting time of all assembling operations. The feasibility and efficiency of the algorithm was verified through an example.

Abstract: The management and use of rescue plan is an important task for the fire brigade. Combined with the actual work needs, the paper designed a fire squadron rescue plan management system. Using the system, the network operation of the entire process of squadron-level plan management can be achieved, which can provide information to support practical rescue operations, guide rescue training and exercises of fire squadron, and help firemen disposing disaster properly. The system is helpful for improving the response speed of rescue operations and protecting the safety of firefighters.

Abstract: This paper discussed modern distance education quality evaluation of the status quo. Take it as the basis for building the remote education quality evaluation system. Then I establish a set of index system of quality evaluation. Here, I took advantage of Analytic Hierarchy Process and assigned weights to each indicator. Because the influential factors of Quality Evaluation are fuzzy, I used the theory of Fuzzy Evaluation System to establish distance education quality evaluation model. Finally, with the help of the sample data provided by the combination of case, I had an empirical analysis of the model and improved the quality of distance education methods and measures for the results of the comprehensive evaluation.

Abstract: With the rapid development of petrochemical industry, it becomes an inevitable trend that petrochemical data operation cost should be controlled effectively. How to strengthen petrochemical data operation cost management has become one of the hot topics in petrochemical system. This paper presents a design method of petrochemical data cost management system based on multi-objective constraint calculation. The optimal cost control is guaranteed by using genetic algorithm for the optimal calculation solution on the constrained conditions of petrochemical data in order to achieve petrochemical data cost management task. The results of computer simulation with VC6.0 show that the system finished the cost management better and had good robustness.
