Abstract: Electric switch machine locks the crossing rail in the working direction and checks the working status of the crossing. With the increase of train speed, the ZD(J)9 electric switch machine cant satisfy the equipment of high speed railway, This paper studied the optimization; in order to study the lock calculation of nose rail after conversion, a dynamic model is established to research the influence of working status of the crossing. It indicates that for the first traction point, the stress and deformation are mainly affected by scant displacement between nose rail and wing rail; for the second traction point, they are affected by the gap between nose rail and spacer; fastener lateral stiffness doesnt influence the stress status, but the lateral fastener stiffness should not be too small.

Abstract: Human and computer need interchange knowledge when they tackle a common task collaboratively. But knowledge they use should represented in different forms, so they can work efficiently. Based on Ontology and (Object-Oriented) O-O technology, a knowledge modeling method for human-machine collaboration was proposed to build GIS-based Intelligent Environment for Railway Location (GIERL). Human-machine collaborative knowledge is comprised of Knowledge for Professional and for Computer, both of which are modeled as ontologies and connected to each other by Concept-Relation Dictionary. Knowledge for Computer are represented by O-O, rules of which described by hierarchical model and bi-formal model, and Problem Solving Knowledge as Control Knowledge of Inference Engine. The conceptual model of Knowledge for Professional are represented as simplified Semantic Web, and realized as knowledge forest with Meta-Knowledge by O-O and Microsoft Flow-Document technology when represents it. The proposed method has been successfully used to establish GIERL.

Abstract: The paper proposed a safety interlock monitoring system, which takes PLC network control as the core, constitutes computer control and display unit, catenary isolation switch control unit, automatic grounding switch, automatic inspection electrical detection, access control units, security alarm unit, video surveillance unit, and other components. Using to create a new centralized control room next Paddock to do a series of work. Itll not only improve work efficiency, but also shorten the entire job process, improve the safety of the operator, has a good promotion prospects.

Abstract: This paper analyzed financial mechanism in handling industrial risks in the light of dissipative system theory that internal and external fluctuations could influence system stability. Internal fluctuations from system factors and external fluctuations from environment could lead a system to diverge its path, and in industrial system an upward path is viewed as opportunity and a downward path as risk. This paper classified risk preventing finance into three types: (1) risks from fluctuations inside industries, including node fluctuations and link fluctuations; (2) risks from fluctuations from adjacent environment; (3) risks from macro-environment fluctuation. This paper demonstrates effects of industrial risk management finance by Lotka-Volterra stochastic differential dynamics equation modeling and numerical simulation method.

Abstract: The bidding control price is the highest price of the project bidding price which is set beforehand. The appropriately bidding control price which tenders compile can embody the excellent enterprise`s competitiveness, improve the efficiency of bidding and reduce the project cost. So how to forecast the bidding control price accurately and rapidly has important significance for the bidding work. In this paper, based on the gray system theory and taking the interaction between main variables of the bidding control price into due consideration, the gray prediction model is established to forecast the bidding control price. The building, calculation, error precision of the model is explained in details. Finally, the result is verified by real projects.

Abstract: Currently electronic information industry is in rapid development in Chongqing. While electronic products as well as electronic wastes will introduce potential ecological risks and there are many pollution cases related with them. Background of rapid development of electronic information industry in Chongqing can be described as follows: on the one hand, environmental standards and regulations for this industry in developed countries are stricter than before. On the other hand, related environment problems have already been obvious and serious in Guangdong, which leads to the transfer of such industry into inner regions such as Chongqing. In addition, there will be a hysteresis effect for the potential ecological risk and dangers, which lead to potential worries to the rapid development of electronic information industry in Chongqing. To get around of the trap of development, many problems should be dealt with in Chongqing as follows: global survey on product potential pollution and standards of electronic information industry; investigation on existing pollution cases; environmental impact evaluation on rapid development of electronic information industry in Chongqing. The suggestions and solutions are as follows: international environment standards should be adopted in Chongqing; special privileges should be avoided in industrial development environment building, which will be helpful to keep the strict environment standards; as for special aspects with uncertain environmental impacts, scientific support should be provided, which will be used to support reliable and sensible policy-making.

Abstract: Public psychological reaction to food safety emergencies is influenced by various factors like the destructive force of events, the influence of rumors, government intervention and public risk response ability, among which the most direct influence to public psychology is disaster information dissemination. This paper investigate the influences that panic growth rate, white noise rumor and government intervention have on public psychology amidst food safety emergencies, and propose the public psychology regulation system to cope with food safety emergencies. The goal of our research is: revealing the mutual inhibition mechanism between mass rationality and mass panic in food safety events. Our research results indicate that with the changes of mass panic growth rate, the public psychology differentiates into two steady states (mass panic and public numbness) and one unsteady state (mass rationality state). Meanwhile, mass panic and public numbness leap to change at the saddle node bifurcation points, and there exists a lagging effect.

Abstract: The objective of this paper is to develop procedures for allocating resources to the activities of a given baseline schedule in order to minimize the number of extra precedence relations imposed by resource flows. Based on a proposed parallel resource flow generation scheme, two priority rule-based heuristics and a genetic algorithm are proposed. Finally, a set of computational experiments on standard benchmark datasets are presented to validate the heuristics.

Abstract: PPP project success not only depends on governmental credit and private sectors capability, but also relies on the scientific and reasonable evaluation in early decision-making stage. Currently there are a lot of countries and regions internationally, where the method of VFM is used to the procurement of infrastructure projects, and achieves good results. Based on the analysis of status quo of decision-making of PPP project in China, the barrier to implement PPP projects assessment system based on VFM in china was thoroughly researched. Thus, reasonable proposals to promote the implementation of VFM assessment system smoothly in china were put forward.
