Abstract: First, the basic principle of HARQ is introduced in detail. From the UE perspective, a general method based on table look-up of uplink HARQ implementation is proposed. Then the implementation principle is described through four detailed examples procedure. This method ensures the accuracy of the data transmission in timing aspect and improve the stability of the system, and it is verified in the RF conformance test platform.

Abstract: The article analyzes the definition of the music rhythm and the relationship of the emotion expression; it put forward equivalent energy model, which based on the play strength, duration, and notes ear equal loudness contours factors. According to the definition of music rhythm relationship, it successfully realized music rhythm mutations and smooth judgment and classification. Finally we got the ideal results.

Abstract: This paper describes the concept of XML digital signatures, analyzes the digital signature and the signature verification process, describes the W3C digital signature specification, and studies how to ensure data security in network exam in C #.NET environment. Experiments show that: XML digital signature in network test system ensures the integrity of network data transmission, the identity of verifiability and non-repudiation.

Abstract: The university informatization is a necessity of the higher education modernization, a need of deepening teaching reformation and cultivating the new-style capable people, and a requirement of enhancing the management level. Based on the analysis of informatization and connotation of the university informatization, according to the problems of informatization construction of the higher education institutions, the article proposed the basic method and basic content of the university informatization construction based on information resource planning and provided the suggestions on how to reinforce the university informatization construction.

Abstract: The current Online New Event Detection (ONED) algorithms based on the elements of news can effectively detect new events; however, these methods have two limitations: First, events are tend to be split into several small similar events at the beginning of events; Second, those events about the same describing object but different subject are opt to be merged into one large event. This paper proposes a new improved ONED algorithm that could effectively solve the above limitations; the new algorithm makes two improvements at the basis of the current ONED algorithms: First, at the beginning of events, it not only compares stories with detected events but also compare events with events to make sure that whether certain events should to be merged; Second, it makes a secondary analysis of those events those last for a long time to see whether they should be split. The experimental results show that comparing to the current ONED algorithms the new algorithm can effectively reduce the miss probability and false-alarm probability.

Abstract: Virtual machine migration is an effective method to improve the resource utilization of cloud data center. The common migration methods use heuristic algorithms to allocation virtual machines, the solution results is easy to fall into local optimal solution. Therefore, an algorithm called Migrating algorithm based on Genetic Algorithm (MGA) is introduced in this paper, which roots from genetic evolution theory to achieve global optimal search in the map of virtual machines to target nodes, and improves the objective function of Genetic Algorithm by setting the resource utilization of virtual machine and target node as an input factor into the calculation process. There is a contrast between MGA, Single Threshold (ST) and Double Threshold (DT) through simulation experiments, the results show that the MGA can effectively reduce migrations times and the number of host machine used.

Abstract: In the early stages of a software development project, estimating the amount of effort is one of the most important project management concerns. This study has successfully produced global optimal reduced models intelligently predicting software cost estimation by employing neural networks with back-propagation learning algorithms combined with genetic algorithms (GA-NN) to determine the most significant explanatory variables among the 16 COCOMO cost drivers. The performance of the full model of GA-NN is much superior to that of the COCOMO, whilst the predicting performance of its global optimal reduced model is also comparable to that of the COCOMO in terms of MMRE and PRED (25). The optimal reduced models and their found significant factors can offer powerful supports for the project managers to make right decisions in the early stages of the projects.

Abstract: Currently, the decision making of emergency logistics is faced with increasing challenges caused by deficient information, uncertain requirement and shortest response time. Agent-based modeling and multi-agent system have been proved as a promising ways in this field. Based on the previous work of emergency logistics decision framework, this paper presents a detailed design of agent internal structure of the emergency logistics multi-agent system. Some typical agents, such as logistics entity agent, task distribution agent and ontology visiting agent, are discussed from the composed function modules to the specific implementation. As the illustrative examples, the design of these primary agents can characterizes the basic structure of another agent in the emergency logistics multi-agent system, and it will be considered as the effective reference for system implementation.

Abstract: According to the problem of extracting the community structure of large networks, we propose a simple heuristic method based on community coding optimization. It is shown to outperform the InfoMap community detection method in terms of computation time. Experiments show that our method can find out various communities in microblog, which reveal the core structure of the network.

Abstract: The internet of things technology is applies to the management of universities multimedia classroom in an effort to reach the network, information technology and intelligent management. The radio frequency identification technology and sensor technology are used in the management of university multimedia classrooms, and explains the information stored in the teacher RFID, student RFID card and the property staff RFID card, finally make a detail analysis of the implementation of Access management multimedia device management and the control of electric and heating in the application of the IOT technology in the intelligent management of university multimedia classrooms.
