Abstract: This article analysis the current situation of the virtual construction in university, which information non-sharing, poor safety and difficult management. Abstract: This paper introduces the IT environment of cloud computing, and how cloud computing service for teaching, " Public Relations " course , for example, the use of Google's cloud computing services builds courses platform, offers a set of comprehensive , actionable curriculum design. The program, for the course network platform design, project settings, and classroom activities designed Showcase and peer assessment, curriculum resources, and learning evaluation, etc. makes concrete workable plan.

Abstract: This paper describes a Chinese small-vocabulary offline speech recognition system based on PocketSphinx which acoustic models are regenerated by improving the existing models of Sphinx and language model is generated by LMTool online tool. And then build an offline speech recognition system which could run on the Android smartphone in Android development environment in Linux system. The experiment results show that the system used for recognizing the voice commands for cell phone has good recognition performance.

Abstract: In view of the existing decoding scheme of poor portability and low efficiency, the article analyzes the basic concepts, functions and message structure of the Diameter protocol in LTE (Long Term Evolution) network, then puts forward innovative decoding solutions by using dictionary method to resolve Diameter protocol. After testing by the current network data, the scheme has been verified to be correct and feasible, and effectively solves the decoding issue of Diameter protocol different message types in the LTE network.

Abstract: To achieve a monitoring system indoor, design a network video surveillance system which based ARM9 processor. The system uses the S3C2440,which produced by Samsung Corporation as the processing chip of the network video surveillance systems, and the USB camera as a video capture device, connecting to the Internet via a wired way. This paper describes an embedded operating system migration and programming, as well as MJPG-steamer video server software compiler and transplantation in detail. Experimental results show that the system is stable, while the video is clear and smooth.

Abstract: In 2011, the urbanization rate was 45.60% in Hebei province, an increase of 1.1% over the previous year. 6 districts city urbanization rate was more than 45%, 16 county-level cities and 19 county urbanization rate was more than 40%. Urbanization rate in 11 districts city, Tangshan is in the lead, at 52.14%; Shijiazhuang is second, at 52.01%; Hengshui is in the bottom, at 40.33%. Urbanization means the historical process of social development that from traditional agricultural society to modern urban society, which includes four basic connotations. This article determined the basic model of urban competitiveness though study of urban competitiveness in the process of urbanization in Hebei province with DEMATEL method. The author hoped to provide the reference and measuring standard for human resources cities quality in urbanization of various provinces.Urbanization is a unified organic whole body involved in four key elements, which show as the set of population to cities and the expansion of cities, the increase of the number, and the improvement of city modernization level. The understanding of urbanization is not comprehensive if anyone is missed.

Abstract: Potential harm of environment caused by seawater intrusion had come into reality. Seawater intrusion has caused a variety of impacts on ecological environment. In this paper, in order to research salinized soils’ impacts on upper groundwater in the process of seawater intrusion, the author conducted a series of laboratory tests and analyzed characteristics of influence which lower salinized soils impact on upper water.

Abstract: The regional aviation as an important part of the modern air transportation system has a very important role in building the perfect route network, accelerating the expansion of air transportation and promoting the development of regional society and economy. Based on a full consideration of the rich tourism resources of the Northeast region, reducing costs and improving the convenience of the traveling of passengers, and improving the benefits of airlines, all these problems can be changed into direct flight routes between non-hub cities, so that a mixed integer linear programming model can be builded that it can make the lowest operating costs in the entire route network. With tabu search method and the shortest path algorithm to solve the model, so as to obtain the Northeast route layout scheme, and verify the feasibility of the scheme.

Abstract: Set up an industrial economic benefit evaluation index system, including three level indexes, 8 secondary index, using the grey comprehensive evaluation method of industrial economic benefits in east China empirically measure and analysis. By analysis of the eastern provinces of the comprehensive ranking, according to the result of evaluation and comparison, we found out the eastern region economic level is uneven. Then, put forward the proposal to the development of eastern industrial economy.
