Abstract: Program management is the process of managing several related projects, often with the intention of improving an organization's performance. In practice and in its aims it is often closely related to systems engineering and industrial engineering. The Program Manager has oversight of the purpose and status of all projects in a Program and can use this oversight to support project-level activity to ensure the overall program goals are likely to be met, possibly by providing a decision-making capacity that cannot be achieved at project level or by providing the Project Manager with a program perspective when required, or as a sounding board for ideas and approaches to solving project issues that have program impacts. Typically in a program there is a need to identify and manage cross-project dependencies and often the PMO (Program or Project Management Office) may not have sufficient insight of the risk, issues, requirements, design or solution to be able to usefully manage these. The Program manager may be well placed to provide this insight by actively seeking out such information from the Project Managers although in large and/or complex projects, a specific role may be required. However this insight arises, the Program Manager needs this in order to be comfortable that the overall program goals are achievable.

Abstract: The study data shows that China has become an important international market where abroad and domestic garment enterprises compete seriously and the consumption values of Chinese is changing deeply and the tendency is obviously that official garment tends to casual clothing. However, in the field, the wool which is one of the raw and processed materials of garment has not increase correspondingly. What is the original reason and how to deal with wool and wool textile production is the motif of this paper. This paper will be investigated in the relationship between the changing of garment consumption structure and the wool industry chain.

Abstract: In this study, researchers attempted to understand the types, frequency, and influences of enterprise business risks in swimming pool industry. Meanwhile, it was to explore whether there exist significant differences between different employee characteristics. Questionnaire survey was used to collect data, 304 valid questionnaires were obtained and valid rate was 76%, from employees of swimming pool. The results of this study were as follows :There were eight enterprise business risk types, including financial risk, disaster risk, responsible risk, policy and legal risk, human resource risk, organizational and strategic risk, operational risk, and industrial risk. industrial risk was the highest influence and financial risk was the lowest on business. Difference in employee’s age and educational level were found significant differences on influence eight dimensions of enterprise business risks.

Abstract: Crude Oil consumption for every unit of GDP output is a significant indicator for oil use efficiency. This study aims to investigate the long-run relationship between energy consumption efficiency across the four BRIC countries. We tested for panel unit root and panel cointegration. Oil consumption was of low efficiency in India. The cointegration suggests the common inefficiency of oil use. We may find out some common or similar determinants improving the oil use efficiency in the rapidly growing but heavy oil import-dependent countries.

Abstract: With the increasing of extended warranty period for complex systems, the extended warranty has aroused more and more attention for manufacturers and consumers. Although the academic research on extended warranty has made some progresses, there isn’t a detailed literature review. Considering this situation, this paper first provides a classification for extended warranty, and develops a taxonomy scheme, then reviews the literatures about the extended warranty model from different perspectives. At last, the brief discussion of future research about extended warranty is put forward in this paper.

Abstract: Coal bed methane (CBM) is a kind of natural gas that generated from coal and disseminated organic matters during the stage of diagenesis and coalification, which mainly composed of methane and hosted in coal seam by free, adsorbed, and dissolved forms. Genetic, reservoir type and occurrence condition in CBM are different from traditional reservoir. And the high-produced development wells in CBM aiming to drill more coal seams with high quality therefore needs to be analyzed in the methods that are different from traditional reservoir. 3 important factors including the study on correlation and elevation depth of coal seam roof and floor in section and areal by using well-seismic ties, outcrop boundary based on coal mine data and distributions of CBM reservoir properties in 3D model are needed for high-produced development well analyze in CBM. Application in Australia CBM project shows this methodology is very successful for the development well design with high production.

Abstract: China is in a period of rapid economic development, Hydropower construction scale is increasingly expanding, Hydropower accounts for a considerable proportion of the grid, therefore it becomes more important to conduct the hydrothermal joint economic scheduling in gird. Hydrothermal joint scheduling optimization can make water fire and electric play to their strengths and so that to make a great contribution on conserving energy and protecting the environment. Medium and long-term hydrothermal scheduling seems to be more important because its long scheduling period, and can guide the short-term hydrothermal operation. However, under the medium and long-term hydrothermal scheduling, time span and the changing range of reservoir capacity is big, respect to short-term joint scheduling it is a more complex large-scale optimization problem. Therefore, it is very important to establish a reasonable medium and long-term hydrothermal joint scheduling model within the accuracy range and study the corresponding algorithm.

Abstract: China's logistics industry, the lack of laws and regulations system, harmony, lack of coordination of the logistics market mechanisms and coordinating bodies, lower levels of legal norms logistics, logistics legislation does not do the times. We have a deep review of the legal system of China's logistics defects, based on practice, learn from the successful experience of Japan and other developed countries, multi-pronged approach. Finally, the establishment of a modern logistics system of laws and regulations, the author puts forward some suggestions.

Abstract: It is inevitable for the future community development to build a beautiful community with the brand of ‘one village one brand’ in the rural areas. In the text, the problems existing in the planning of a beautiful community are sorted out and the concept of building a beautiful community is raised, which is consisted of community quality, taste and condition. By building ‘one village one brand’, a brand of a beautiful community comes into being and the image strength of such community will be thus enhanced. Here, four specific feasibility strategies are put forward on how to build it.
