Abstract: Project governance is the management framework within which project decisions are made. Project governance is a critical element of any project since while the accountabilities and responsibilities associated with an organization’s business as usual activities are laid down in their organizational governance arrangements, seldom does an equivalent framework exist to govern the development of its capital investments (projects). For instance, the organization chart provides a good indication of who in the organization is responsible for any particular operational activity the organization conducts. But unless an organization has specifically developed a project governance policy, no such chart is likely to exist for project development activity. Therefore, the role of project governance is to provide a decision making framework that is logical, robust and repeatable to govern an organization’s capital investments. In this way, an organization will have a structured approach to conducting both its business as usual activities and its business change, or project, activities.

Abstract: In 2010 to 2013 the national macro-control policies on the real estate market has a strong compressive force, although the development of China's real estate investment market continued to grow still present, but under the influence of regulation just to be national policy, the growth momentum has slowed . In this paper, based on the current status of the domestic real estate industry, in line with the theoretical basis of sustainable development, in-depth analysis of the domestic real estate industry problems encountered in the development process, made some suggestions and solutions for sustainable development

Abstract: While high steel grade X70, X80 pipeline has been widely used in long-distance oil and gas pipeline engineering of China, to further improve steel grade to X90 is an effective way to increase the efficiency of pipeline transportation and reduce construction cost. In this paper, the failure probability of earthquake fault crossing of X90 pipeline has been calculated with the strain-based reliability design method and the design scheme has been adjusted according to sensitivity analysis with influence factors of the failure probability of fault-crossing of X90 pipeline, after that the scheme of fault-crossing of X90 pipeline which meets requirements of pipeline reliability has been figured out. This study has laid a theoretical foundation for the application of X90 pipeline in future construction of pipeline engineering.

Abstract: Changbai Korean Autonomous County is the only Korean Autonomous County in China. It has a unique location, abundant natural resources and diverse population constitutes mainly in Korean. The research try to introduce the “Shan-shui City” theory into the process of New Socialist Rural Planning, based on region's existing natural and human environment, analyse the regional development status, explore a new socialist rural planning mode under the specific regional conditions, and form the new rural planning theory with geographical features.

Abstract: Through the analysis and elaboration on the research status, system design and main structure of the domestic and foreign traceability system, given that we failed to retrieve the related research of broccoli safety production early-warning and quality traceability systems in domestic till now, we establish the broccoli safety production early warning, control as well as the quality traceability management systems on the basis of previous organic vegetables quality traceability system by using the barcode/QR code and computer component technology. It fully embodies the public security concept that the safe agricultural products are produced and unsafe products are detected. This system has good extensibility in many fields, a variety of security labels and so on

Abstract: The paper empirical and comparison analysis job burnout that freeway policeman of Shandong Province. The results showed that low achievement is a key issue that it has changed the hierarchy of job burnout. Some suggestions are offered for organizations to cope with job burnout of freeway policeman to the research results.

Abstract: With the rapid development of economy, campus logistics industry has rapidly developed. At present, the university logistics has obtained certain achievements, but it also has many problems such as scope of distribution and distribution quality. In order to solve the above situation, we should make full use of campus resources, and establish campus logistics distribution center, to accelerate the process of logistics management for the construction of the campus, and to provide personalized service, logistics for the construction of the healthy and orderly campus environment.

Abstract: Through using a system dynamics approach, this research establishes a prediction model of Dalian Port cargo throughput and makes a thorough inquiry in the influence of distinct factors of economy and the port. The prediction model solves the deviation problem resulted from rare factors and uncertainty of economy and society level with the average relative error of 3%. In order to improve the effect of Dalian Port in the whole Northeast Economic Circle, several suggestions are given by analysis of the simulation results.

Abstract: In this paper, AHP method is used as an researching tool, to build the supplier performance evaluation system including quality, cost, delivery and service, development and technology, management and communication. The supplier evaluation system is built by setting up the evaluation standard and calculating the weight of different indicators. This system would be a reference for enterprise supplier management.

Abstract: Seaplanes are seemed as ships when they are on the water surface. The first civil seaplane project was carried out in China in the year of 2012. Therefore, the management modes and regulations for seaplane navigation safety are to be studied. Starting from the characteristics of seaplane and its special requirement on navigation safety management, the three dimension (3D) structure for the Management Mode of Seaplane Navigation Safety (MMSNS) is designed based on the Hall 3D structure in System Engineering, together with its model structure. Accordingly, MMSNS is established and its composition is analyzed.
