Abstract: A survey was carried out on 2,250 households around the nation for the purpose of understanding the awareness about minimal power demand and life sustainable time during power failure in the household sector. Implications of this study are as follows. When emergency power can be used during power failure, power required to maintain minimal livelihood was 20.3% of ordinary power use and power needed to maintain maximally abstained life was 27.3% of ordinary power use. 4% responded as We cannot sustain a moment, 13% as About 30 minutes, and 75% of cumulative households answered they can sustain for 12 hours. However, it must be noted that about 10% of households showed shortening of life sustainable time during power failure due to existence of infants / weak persons who rely upon medical devices.

Abstract: This paper theoretically studied the structure of manufacturing development; we conclude from the results that manufacturing and its decomposition index mainly due to increased levels of technological progress, offset by a decline in technical efficiency effect of technological progress, digestion and absorption capacity needs to be strengthened.

Abstract: Supply chain risk produces and develops with the operation of supply chain. Its characteristics are dynamic and conductivity. In recent years, supply chain risk events occur frequently and cause serious consequences. It makes industry and academia pay much attention on conductive effect of supply chain risk. State space method is introduced in estimating of supply chain risk in this paper. The model of supply chain risk based on state space is given. Then we discuss the prediction error of the system.

Abstract: The quantitative area risk assessment (QARA) are definitted based on the characteristics of the area risk assessment, and the model of the QARA are proposesed. Based on the accident consequences analysis method and the theory of grey correlation, it presents the risk correlation analysis method which is used to analysis the risk correlation value between the projects, and discusses the grading method of the risk correlation according to the smooth handling idea. The practical applying results show that the theory of risk correlation has a good practical in QARA.

Abstract: In Chinese construction machinery and equipment manufacturing enterprises, the behavior of budgetary slack is an intractable problem in comprehensive budget management so far. In this paper, the causes of budgetary slack behavior, from points of agency theory, contingency theory, behavioral theory, psychology theory, information asymmetry theory and motivation theory, and from the lack of relativity between the theory and practice of management accounting, are analyzed systematically. Some management countermeasures are advanced to prevent budgetary slack. As the research consequence, the compromised point is the appropriate budgetary slack is not harmful to corporate performance.

Abstract: Based on the informatization of mechanical manufacturing enterprise, the characteristics of mechanical manufacturing enterprise product development and research project have studied in this paper. Workflow technology was applied to the execution of project tasks . Through the adoption of user role - permission model, the system user access is controlled. In the end the method to develop the project management system is described.

Abstract: The product architecture at early product design stagte has important effects on product design, and supply chain design decision. Considering the mutual effects between product architecture and supply chian design, this paper proposed an improved current decision-making method for product architecture and supply chain configuration. Taking use of an improved product architecture model expression GBOM, we establish mixed integer programming model to optimize the supply chain configuration, which can concurrently determine the product architecture and supply chain configuration, as well as get minimized the total supply chain cost. The numeric example shows that the proposed method is valid.

Abstract: Extended producer responsibility (EPR) system is an environmental protection strategy to recycle end-of-life products. A dynamic analysis model between the government and the reverse supply chain (RSC) system operated under the EPR instrument was established. Game theory was applied to analyze the optimal fiscal policy of the government and the optimal decision of the participating enterprises. It concludes that governments environmental regulation is effective to improve the manufacturers remanufacturing rate and the recyclers effort-extent.

Abstract: Wind power prediction is the key to grid-connected wind power system. In this paper, first of all, we decompose and reconstruct the power sequence by wavelet analysis, and reduce the noise of the detail signal, to obtain the strong-regularity subsequence. We adapt the biased wavelet neural network rolling forecast model for the processed sequence to obtain seven days of rolling forecast results through several amendments. For the sequence of 5 minutes interval the prediction accuracy is 98.63%, for the sequence of 15 minutes interval the prediction accuracy is 99.88%.
