Abstract: The decision to perform an extraordinary maintenance or a seismic retrofit of existing RC buildings should be based on rational criteria, which lead into account a number of factors that are able to define the cost-effectiveness of the investment. Among them the age of the concrete structure and its normal depreciation are key. The paper proposes value-time functions for the two main depreciation factors: age, and income decay. Empirical formulas have been developed to estimate the economic life of concrete structure on the basis of analysis of these depreciation functions.

Abstract: Infrastructure construction plays an important role in socio-economic development and urbanization level promotion. For the development of suburban infrastructure in Shanghai, the paper establishes the system of evaluation index and introduces the fuzzy comprehensive evaluation method. To make up for the insufficient of identification ability for determining the index weight by the AHP, the article uses the entropy method to make the results objective, scientific and reasonable.

Abstract: For studying the mechanism of the influence of highway project investment risk factors, this paper identify the 12 key potential risk factors. In accordance with KMO test and Bartlet, the test is divided into three sources of risk: the idea of risk management, risk control environment and risk management control, which proposes theoretical models and hypotheses to the cross-bridge. China Railway 12th Bureau 21 units of 125 employees as an object of research, using structural equation model AMOS 18.0 statistics software to verify the theoretical model and research hypotheses. The results show that risk management concept and risk control environment have positive correlation, Concept of risk management and risk management control have positive relationship.There is a positive correlation between risk management and risk management controls. Based on the empirical research conclusion, it puts forward the corresponding countermeasures and suggestions.

Abstract: There is a nonlinear relationship between the size and quality of objective risk factors in the construction process, this relationship is quite complex to describe specific model. According to the characteristics, introduces artificial neural network control system that is a quality supervision method for quantitative. The effective supervision on construction quality is realized in the case of the full approximation nonlinear complex system by establishing the index system of construction engineering quality supervision, and it is verified by engineering examples. The research has practical operation and guiding significance to enrich methods of quality supervision in the process of construction work and to improve the quality of building engineering.

Abstract: Based on the principle of “4M1E” in management, the article first built a reasonable evaluation index system of construction safety management of high-rise buildings, and then put forward a grey hierarchy evaluation model using the combination of the AHP method and the grey appraisal theory. The results of case verification show that this method can assign the importance priority sequence of safety management measures, and reduce the subjectivity of evaluation, which is significant for the improvement of safety level in the future.

Abstract: Along with the acceleration of market-oriented economy, a number of large infrastructure projects are exposed with some obvious drawbacks. The main reason for the problems mentioned above is that traditional mode of construction and operation, especially in the design phase of the project only focus on investment control, however, ignoring the operational functions. Given the situation that design phase is the key stage to control the cost and functional design, this paper mainly focuses on cost control of infrastructure project with prior operation function in design phase, which is designed to achieve the best match of function and cost in order to improve project value as well as promote sustainable development of infrastructure projects from the perspective through construction investment control organizational model, and value engineering methods.
