Research on the Resource Integration of University Emergency Management System under Network Environment

Abstract:

The complete excavation and reasonable&effective resource integration carried out by every level’s university emergency management have become a core project in the whole process of disaster prevention and reduction. Based on the view angle of new resource view, the paper proposed the four-dimensionality integration of new and old resources, internal and external resources of the organization, transversal and longitudinal resources and individual and organizational resources, established resource integration framework model of university emergency management under network environment, reconstructed original resource system and built the new core resource system. The resource integration based on new resource view is a kind of complex system engineering, therefore, the main body of resource integration must be improved--the integration capability of university emergency management organization. Meanwhile, the paper proposed that the university emergency management organization should improve the interactive learning capability under network environment, so as to establish learning organization, improve resource consciousness of the society, promote and optimize resource structure, perfect complete law system and provide reliable guarantee for improving resource integration capability of main body of the emergency management resource integration.
