Introduction

Abstract.
Service level agreement is the key element to decide whether the cloud storage service is successful or not.
For example, the scientific earthquake monitoring, ocean information monitoring, astronomical information calculation, DNS information analysis, the patience case storage & analysis, medical image process in medical science, the TV broadcasting and video on demand, virus database storage in network security, junk-email shielding, graphics and image processing, animation source material analysis, high simulation animation making, picture searching in huge amount of pictures, huge information searching and so on.
“Cloud Computing” brings such a revolution: Some professional network companies construct the cloud -- data storage and computing center, and the users can easily access the cloud which is used as a material storage and application service center through a wire and the browsers.

Energy is an important material basis of human survival, economic development, social progress and the construction of modern civilization .Energy is a kind of material resources, which provides a variety of capacity and power for production and human life.
According to the study of Chinese Academy of Engineering from 2000 to 2020, the national energy savings is expected to reach total 10.4 tons of standard coal, saving energy supply systems investment of 296.5 billion yuan RMB, reducing emissions of sulfur dioxide (SO2) 18.8 million tons and 656 million tons of carbon dioxide (CO2).
Deepen diplomacy, to strengthen ties with key energy producer and consumer countries, transit countries and the International Energy Agency, and have a full range of strategic dialogue and cooperation and then promote the establishment of new international energy order.
