Abstract: A new comprehensive evaluation based on triangular fuzzy number method is put forward in this paper, according to the principle of fuzzy comprehensive evaluation and using trichotomy to determine membership function. And a calculation example is illustrated by using the method presented. The method is a reference to the bid evaluation in the future.

Abstract: It is desired to solve the problem of facing risks and lack of clear identification method as well as evaluation standard in construction enterprises. The paper is concerned with the analysis of identifying risks by using SWOT technique. Particular attention is given to SWOT factors with the view to adopt the combination of quality and quantity analysis, which is carried out on the Fuzzy Analytic Hierarchy Process. It proposes an approach to overcome the disadvantages of analytic hierarchy process. At the same time it is intended to avoid risks in projects. In the light of combining with engineering examples, a detailed introduction of SWOT is made regarding the decision-making process by means of Fuzzy Analytic Hierarchy Process.

Abstract: The project variation is the main income source of contractor. Thereinto, alterations of base line, elevation, position, or dimension of contract project are the key points for contractor to realize the profits of project variation. The paper firstly, through relevant documents, analyzes the connotations and main conditions to alter the base line, elevation, or dimension of contract project under Standard Construction Bidding Document (2007 edition); secondly, recognizes the opportunity points to realize profits; at last, puts forward specific measures for contractor to create profits in light of profit opportunity.

Abstract: Project quality is affected by many factors,of which the rent-seeking behavior of the contractor is an important one.In this paper,the contractor’s rent-seeking behavior in various stage of construction projects and its effect to social welfare is analyzed based on the game theory and rent-seeking theory.After building a game model among the owner,contractor and supervisor,some suggestions are propounded to forestall such behavior from the point of equilibrium solutions.

Abstract: With the developing of government supervision system, capacity to implement construction project quality evaluation is presented to ensure the project quality. Before construction, a comprehensive evaluation on the overall could help to get a comprehensive understanding of the main sectors of construction, which is an effective measure of government supervision system. This paper introduces the construction of the project evaluation system of implementation capacity before construction, detailing evaluation method, applying the method with an example.

Abstract: Greenhouse effect and greenhouse gas mitigation practices are becoming global issues in recent years. The government in Taiwan has also developed policy to reduce CO2 emission and save energy in construction of public projects. The objective of this research is to identify the influencing factors on the CO2 emission of bridge construction projects in Taiwan. Examples of those factors are the type of superstructure, the type of lower structure, the construction methods, the location of the project, and so on. The rules of Carbon footprint are used to calculate the CO2 emission of around 31 bridge construction projects in Taiwan. Results of the calculation of these case projects are then compared to each other for analysis to identify the influencing factors on the CO2 emission of bridge projects in Taiwan. Public owners and designers can refer to those identified factors for constructing bridges with lower CO2 emission. The goal of reducing CO2 emission in construction can be facilitated.
