Abstract: As a basic human right, occupational safety rights have already drew attention all over the world. A series of significant law system, such as the labor law, safety production law, law of Prevention and Control of Occupational Diseases etc, involve the protection of occupational safety rights. But as a member of the International Labor Organization, protecting system for the occupational safety rights in China face a series of problems, such as coverage narrow, low damages, weak awareness of human rights protection, lack of systemic laws and regulations. Thus, it needs to be perfected by speeding up legislation process for occupational safety rights protection, enhancing the enforcement of law, stable labor relations, creating a favorable environment for market economy development in China. Besides, on the point of the force of law, we should optimize the operability of the occupational safety rights protection legislation system from the labor law, safety production law, law of Prevention and Control of Occupational Diseases.

Abstract: This article selected a typical office as the research object to study the effects of smoking on indoor particles. It analyzed the indoor particle characteristics in different conditions. It also compared the indoor particle characteristics in two different environments: opened-window and closed-window. The results indicate that, smoking has significant impacts on the mass and number concentrations of indoor particles. The particles with size of less than 1μm are significantly influenced. Opened-window mainly influences the indoor particles less than 2.5μm and it is beneficial for the disperse of the indoor particles.

Abstract: The separation of cypermethrin was studied on Chiralcel OD-H column using the high performance liquid chromatography (HPLC) method. And well distinguished peaks of cypermethrin isomers were obtained. The influences of mobile phase ratios, flow rates, and detection wavelengths on the separation results were investigated. The optimal chromatographic conditions were as follows: the mobile phase ratio was hexane: isopropanol = 97:3, the flow rate was 0.4ml/min, and the wavelength was set as 236 nm. Under the optimal conditions, the resolutions of cypermethrin enantiomers were more than 2.0.

Abstract: Safety management is the basic prerequisite for the normal operation of production, it is the necessary factor to prevent the occurrence of safety accidents and guarantee the worker's mental and physical health as well as production property against losses. By using the basic equilibrium thought of Western Economics, this paper analysis the manufacturer optimal equilibrium safety level and optimal measure, and interpretation of seeking the rationality of the manufacturer's optimal safety level balance. By the market mechanism of Coase theorem, this paper analysis the balance control of the optimal safety level, and expounds the scientific using the basic mechanism to ensure the manufacturer's optimal safety equilibrium.

Abstract: The tradition way of open pit mine design just takes the operating and capital costs into account while the ecological costs of mining to ecological environment is not a concern at all. For this concept, based on the mine ecological footprint and eco-cost models which have been built by author, the ecological cost allocation models which take mining, stripping and ore dressing as incentive are built. It contains allocation models of unit mining ecological costs, stripping ecological costs and ore processing ecological costs. Moving cone elimination algorithm and iteration method is used for a open pit metal mine to optimize ultimate pit. The studies show that the pit optimization which contains ecological costs has a great impact on the ultimate pit. Compared to the pit optimization with an end treatment, ecological costs are contained in the pit design is better for either economy or environment.

The Ecological Security Research of the Northern Slope of Qinling Mountains Based on the DPSIR Model
Abstract: Since the formal implementation of the Qinling Mountains protection strategy, the environmental protection of the Qinling Mountains has been gradually paid much attention by the government and other research institutions. Therefore, from different angles, to study the protection of the ecological environment of Qinling Mountains is currently becoming a hot spot of academic research. This paper takes the Northern slope of Qinling Mountains which have four administrative districts, and selected the DPSIR Model to analyze the ecological security index of the four districts to study the human activities impact on these areas, and chose the 2009 and 2013 economics and environmental data to establish the DPSIR Model. The results showed that with the sustainable development and environmental protection, the human activates have the positive influence on the Qinling Mountains. The conclusions include: (1)From 2009 to 2013, the ecological security index of four districts in the Northern slope of Qinling Mountains showed an increase tendency. (2)The ESI of Chang’an remained the safe status, Zhouzhi and Lantian remained the relatively unsafe status, but the ecological security level turned to relatively safe in Huxian. (3)Depends on the ESI study from 2009 to 2013, it showed that the human activities, especially the positive activities can upgrade the ESI level in the Northern slope of Qinling Mountains.

Abstract: Beijing is now facing the intense water shortage problem. Evaluation of regional water resources capacity provides a scientific basis for further water resources utilization and social economic sustainable development. This study mainly focused on assessing the water resource carrying capacity in Beijing during the period from 1980 to 2011. The results indicated that the domestic and environmental water resource ecological footprint showed increasing trend, whereas agricultural and industrial water resource ecological footprint showed decreasing trend. The total water resource ecological footprint increased from 6.5×106 hm2 in 2011 to 6.8×106 hm2 in 2015 and 9.1×106 hm2 in 2020, respectively. Even taking the South-to North water transfer project, the water supply still not meet the serious water demand in Beijing with 10×108 hm3 of water shortage in 2020. Moreover, policies for reducing the water resource ecological footprint and increasing the water resource carrying capacity were put forward.

Abstract: This paper firstly develops the index for China’s comprehensive environmental quality evaluation, and employs spss17.0 to conduct factorial analysis and comprehensive analysis on the condition of China’s comprehensive environmental quality between 1995 and 2012. Results indicated that China’s environmental quality had seen continuous deterioration.

Abstract: Through the current situation survey of geological environmental disasters caused by limestone mining in Chongqing and combined with the principles of establishing evaluation index system and industry experts’ advices, we get the geological environmental impact assessment system of open-pit limestone mining which is consist of 7 dimensions and 25 indexes. Using analytic hierarchy process (AHP) to assign the weight of 25 indexes and based on membership functions of trapezoidal distribution to establish evaluation standard, the fuzzy comprehensive evaluation model is constructed. According to the principle of maximum membership degree, we get the influence degree of the geological environmental system affected by the open-pit limestone mining in Chongqing. This model makes the impact on geological environment of limestone mining quantitative and plays a certain guiding role in the local environmental protection strategy formulation and geological disaster prevention.

Abstract: On the basis of six kinds of air pollutant data provided by the Xi’an Environment Protection Bureau, Two kinds of air assessment model were presented in this paper. Firstly, air quality index (AQI), which has been adopted as a part of national standard in China, was used to assess the air quality of Xi’an in 2013 winter. We also introduced a fuzzy self-organizing feature map (SOFM) model to classify air quality in an unsupervised and comprehensive way. As a further research, a hybrid model was put forward based on Evolutionary Strategy (ES) and SOFM. With SOFM neural networks embedded into ES, the sensitivity of SOFM neural networks to the initial weight matrix and sequence of exemplar input is overcome by the global optimization of ES. The results of our work demonstrate that the ES-SOFM Hybrid Model is quite appropriate techniques for air quality assessment. Unlike AQI method, SOFM’s result is decided by all pollutant instead of only the most serious one. No matter what kind of method, all assessment results show the very serious air pollution in Xi’an. The government and every citizen must take steps at once to prevent air quality from further depravation.
