Abstract: More and more attention has been paid to hospital facilities since modern pandemics have emerged such as SARS and avian influenza. Energy consumption by buildings accounts for 20-40% of energy use in developed countries, so many global organizations make efforts to develop sustainable technologies or materials to create a sustainable environment, and to reduce energy consumption when renovating building. Therefore, maintaining high standards of hygiene and reducing energy consumption has become the major task for hospital buildings. This study develops an integrated decision support system to assess existing hospital building conditions and to recommend an optimal scheme of sustainable renovation actions, considering trade-offs between renovation cost, improved building quality, and environmental impacts. A hybrid approach that combines the A* graph search algorithm with genetic algorithms (GA) is used to analyze all possible renovation actions and their trade-offs to develop the optimal solution. A simulated hospital renovation project is established to demonstrate the system. The result reveals the system can solve complicated and large-scale combinational, discrete and determinate problems such as the hospital renovation project, and also improve traditional building condition assessment to be more effective and efficient.

Abstract: The Empirical Bayes estimate of the parameter of Burr-type X distribution is contained .The estimate is obtained under squared error loss and Varian’s linear-exponential (LINEX) loss functions, and is compared with corresponding maximum likelihood and Bayes estimates. Finally, a Monte Carlo numerical example is given to illustrate our results.

Abstract: The rapid growth of China’s economy since reformation has attracted worldwide attention, among those various types of reformation, the measure of central government’s delegation of its financial power to local government is considered as one of the important factors that contribute to the astonishing economic growth. However, this measure also caused competition among regions as well as differences among each region in economic scale. In China with a ageing population structure, social security expenditure is always an important item among its local financial expenditures, and the burden of local finance. This article mainly researches whether various fund expenditures in security system are affected by the differences of development level and economic scale among each province, city and area in China. It summarized the development history of China’s security system, analyzed its problems existed, and summed up the relationship between social security system and government fiscal revenue.

Abstract: Re-employment is not only great economic problem, but also great political issue. It is important measure to promote re-employment for maintaining reformation, development and stability. Employment is vital to people's livelihood. Good carrying out of re-employment is basic for laid-off worker and unemployed people’s livelihood, also great and urgent affair. This article has based on analysis and review of urban unemployed people’s re-employment problem; has defined unemployed people and analyzed current situation and countermeasures of urban unemployed people. Analyzing problems in urban unemployment & constraint in re-employment and depending on correlation theory, it has proposed countermeasure to solving problems by developing jobs, perfecting labor market, improving social security system and strengthening re-employment training.

Abstract: After analyzing the characteristic and present situation of design organization, this paper presented a new design organization—fractal design organization(FDO) based on fractal theory. FDO can be self similarity and self-organization, satisfy the design work. Therefore it can motivate creating potential of design organization, complete design task and beat the enterprise’s target.

Abstract: Water loss and soil erosion will cause damage of city land resource, result in deterioration of ecological environment and maladjustment of ecology balance, so it will influence national economy and social development. The soil nourishment function of land greenbelt is the important part of ecological service function of urban greenbelt, precisely calculate the substance quantity and value quantity of nourishment soil of urban greenbelt is one of the important basis to scientifically determine value of urban greenbelt and evaluate resource and asset of urban greenbelt, it is also the important basis to realize city ecological civilization and sustainable development. Currently, there are fewer research of calculation methods for substance quantity and value quantity for soil nourishment of urban greenbelt, it has not formed relative calculation method suitable for urban greenbelt calculation method with popular meaning, comparatively uniform, suitable for water self-restraint suitable for soil nourishment of urban greenbelt This article will discuss the connotation, index of soil nourishment of urban greenbelt, as well as calculation method of corresponding substance quantity and value quantity, it has important inspiration and reference meaning to scientifically carry out the effective calculation and management optimization of ecological service function of soil nourishment in urban greenbelt.

Abstract: This study intends to determine market demand for total heat exchangers, and then develop research and development (R&D) strategies to satisfy customers' needs and improve corporate competitiveness. Kano 2-D quality model analysis and questionnaire survey were conducted to identify the importance of customers' expectations of quality constructs, and Kano quality factors of classified quality constructs. The opinion difference of customer attributes for quality construct was then compared. Finally, the results of Kano questionnaires and quality function deployment (QFD) were combined to construct a house of quality, with the voice of customers (VOC) incorporated into the design and planning of total heat exchangers. The results showed that consumers pay attention to convenience of use and the function of improving indoor air quality. The findings can serve as references for manufacturers to identify the qualities of total heat exchangers that attract customers, and design products that satisfy customers’ needs. The results can also serves as references for the development of future energy-saving air conditioning.

Abstract: After analysis of the performance of data fusion based on virtual node algorithm (VNB-DF), design of a classification error (EG) the virtual node data fusion algorithm. The algorithm's accuracy depending on the target, set the error level, expressed through the polynomial fitting coefficients of a range of monitoring the distribution of data in memory to generate a virtual node. Experimental results show that compares with the data obtained with the cluster mean and VNB-DF algorithm, the algorithm greatly improves the accuracy of data collection, applications in types of environmental can show a good performance.

Abstract: This paper argues that the phenomenon of industrial clusters is a kind of complex and dynamic process. With the heterogeneity of firms involved in clusters and their open connections with external environment being reasonably justified, the paper thinks that the evolution of industrial clusters should be observed and studied by the approach of computer simulation. Some factors from inside or outside, local or global, work together to drive the growth and decline of industrial clusters. Some implications are drawn through the analysis of the results by simulations designed on java-swarm platform. Suggestions are proposed accordingly.

Abstract: Using a modified Lattice Boltzmann Method (LBM), developing thermal flow through micro and nano channels has been modeled. Based on the improving of the dynamic viscosity and thermal conductivity, an effective relaxation time formulation is proposed which is able to simulate wide range of Knudsen numbers, Kn,. The results show that in spite of the standard LBM, the temperature distributions and the local Nusselt number obtained from this modified thermal LBM, agree well with the other numerical and empirical results in a wide range of Knudsen numbers.
