Abstract: The aim of this study was to establish information literacy competence standards among vocational education students for social change. The past-industrialized society has evolved into an information and knowledge-oriented society. Therefore, students need to polish their information literacy before they confront such a rapidly changing society. To establish these standards a set of DACUM (Developing A Curriculum) process and modified Delphi method were employed. Seven participants including field scholars, information professionals were invited to the DACUM committee for open discussions on definitions the items of information literacy competence. A questionnaire for the Delphi method was developed based on the results acquired from the DACUM process. After three rounds of Delphi method with these participants, the “information literacy competence standards for vocational education students” was established. Four levels and thirty two sub-items were identified.

Abstract: In order to improve the technical economy of direct air-cooled system, based on the thermodynamic model of the air-cooled system, taking the annual total cost as the objective function, the face velocity of air and the ITD (initial temperature difference) value as parameters, this article has researched the optimal ITD of direct air-cooled system in theory, and given the uncertainty analysis in the end to reflect the influence of economic parameters. The results shows that the technical economy of direct air-cooled system can achieve optimal under the condition of economic parameters change. Thus, the results of studying will provide helpful guidance for the optimization of direct air-cooled system.

Abstract: With the rapid development of Web services technology, more and more Web services emerged in the network. Service consumer attached importance to the functional properties of services, also more and more emphasis on non-functional properties, namely Quality of Service. The Ultimate goal is meet consumer the demand of QoS. Therefore, service providers paid more and more attention to quality of services to meets the needs of users. This takes into account the options to meet the functional requirements and the QoS requirements, and designed a Web service selection framework. At the same time, QoS attributes can be added or deleted the number, so it is an extendible framework. The results show that the framework could select the appropriate service for users.

Abstract: The organic material, suspension material and colloid in water can be filtered when water permeates through the surface soil. The efficiency of filter depends on the size of soil particles. The smaller the size of particles, the higher the efficiency of removing impurity. The environment of groundwater anear the river is anaerobic as supplied by polluted river water when the concentration of NH4+ is very stable, SO42- reduces, and HCO3- increases. Then it transforms into the aerobic environment, with the result that the concentration of NH4+ reduces, NO3- and NO2- increases , HCO3- reduces, and SO42- increases abruptly, i.e. sulfuration and nitrification appears. The anaerobic environment exits in the shape of belt along the river. The width of the ribbon is affected by the slope of hydraulic-power, the size of particles, the concentration of waste water and time.

Abstract: Based on the governance experience of governments of National Top 100 Counties on Economy Basis and enlightenment from that, other county-level governments shall scientifically handle the relation between government and market to give full play to the fundamental role of the market in resource allocation, implement cross-regional cooperative governance to promote the flat local administrative system and optimize governance structure to improve public service level of governments with great effort. By the end of 2009, there are totally 2001 county-level economic units excluding county level city districts, among which, there are 367 county level cities, 1462 counties, 117 autonomous counties, 49 banners, 3 autonomous banners, 2 special administrative regions and 1 forest region. Local governance refers the problem solving process of a series of social public affairs & problems via extensive cooperation of local governments, non profit organizations, enterprises, citizens and other governance subjects in order to respond to demand of the people, develop consciousness of community and thus realize good governance of local governments and sound development of the society[1]. The Top 100 Counties on Economy Basis in China refer to those counties, in different regions of China, whose economic competitiveness ranks in the top 100 places in China. The author compares the governance modes of these 100 county level governments and summarizes their governance experience for reference of other county level governments in the governance process.

Abstract: This paper including: Question proposed, literature reviewed, proposed the hypotheses, data collection, building modeling, data showed and conclusion. For an interesting phenomenon of China before 2009, the qualitative score decide the evaluation last scores in whole public sectors. But after 2009, the situation is changed that the quantitative evaluation becomes the decisive factor in the performance total score by the model of original evaluation data analysis, but the qualitative score become the negative correlation factors of performance score. Why such a change will happen One of the reasons is the new evaluation control software is adopted, the new public policy and its tools of Chinese public performance management are making by evaluation departments during 2009 to 2010. The paper shows 4 kinds of performance improvement software tools. The paper use the econometrics and thinking about performance evaluation control software and its practice of local government, makes quantitative analysis by evaluation original data of performance. This paper research about the relationship between total score of Chinese-style performance evaluation and the ratio of quantitative score which showing itself as positive sequel, and the two cave are almost the same level while the paper gets value of data’s log, which proves that the evaluation index of quantitative become affects the evaluation total scores strongly (Coefficient: 0.81). The paper builds the evaluation model in 2009 and shows a software requirements changing map of performance evaluation control in China.

Abstract: Along with the enterprise economic powers strengthen continuously, for satisfying the applied demand of business, the enterprise has already built up gradually with each other the network infrastructure of the mutual communication of Internet. Security issues in open platform will explosive increase accompany with open requirements growing. Research and design security mechanism on router will be good for Internet security, as well as the developer to provide a powerful help. Router is a critical element in any security deployment. Routers are definite targets for network attackers. If an attacker can compromise and access a router, it can be a potential aid to them. Technique of router security is the technical importance of the network security to constitute the part, a scheme of router security operation of the enterprise network has been described.

Abstract: With the rapid economic development, automobile emission has become a major source of air pollution, which directly affects the economic, social and environmental development. Sichuan is one of the earliest areas in China where natural gas vehicles (NGV) developed, and has achieved great success. This paper discussed the development of NGV in Sichuan's economic, social and environmental benefits. Specific indicators have been adopted to evaluate it. Through statistical and computing, the impact of NGV on the situation in Sichuan was obtained. The results showed that application of NGV in Sichuan had a positive role in promoting local economic development, reduce air pollution, and produce great social benefits. Taking into account the enormous benefits of NGV industry, the paper proposed to increase the quota of natural gas in Sichuan, as well as increase government efforts to support the proposal.

Abstract: Squirrel-cage induction generator (SCIG), as its structural and economic advantages, has been widely utilized in large wind farms in China. However, the large wind farm composed of induction generators will cause obvious problems to the power system stability due to the dependency on reactive power. At the same time, Doubly-fed induction generator (DFIG), as a new type of wind turbine generator, has excellent dynamic characteristics for operation of wind farms. With the increase in penetration of wind power in power systems, more and more wind farms will use both SCIG and DFIG. In this case, the dynamic characteristic of wind farm on power systems is becoming an important issue especially in terms of the voltage stability. This article is to show by means of simulations the dynamic performance of wind farm linked to power system under the circumstances of network disturbances. Furthermore, the interaction between the SCIGs and DFIGs has also been investigated. A detailed model of wind farms is presented through the plat root of MATLAB/SIMULINK. The simulation results demonstrate that the DFIG applications will largely improve the dynamic performance of wind farm in certain conditions, if the DFIGs could be applied reasonably, the voltage stability of the wind farm will be largely improved and even low voltage ride through(LVRT) characteristic of SCIGs, which may be a good solution to reduce the high dependence of costly reactive power compensation equipment(Some flexible AC transmission systems devices like SVC, STATCOM) to some extent.

Abstract: A new algorithm as well as the software design for large-scale distribution network reliability assessment is proposed in this paper. The algorithm, based on fault traversal algorithm, obtains network information from the GIS. The structure of distribution network data storage formats is described, facilitating automatic output of the feeders’ topological and corresponding information from the GIS. Also the judgment of load transfer is discussed and the method for reliability assessment introduced in this paper. Moreover, The impact of the scheduled outage is taken into account in the assessment model, making the results more in accordance with the actual situation. Test Cases show that the proposed method features good accuracy and effectiveness when applied to the reliability assessment of large-scale distribution networks.
