Abstract: In this paper, we put forward an improved non-photorealistic rendering method for generating a colored pencil drawing from digital image. First, to make sure the result can retain the original color information, we use the original pixel value instead of the black dot which generated by the traditional white-noise generating method. Second, we added a ratio for the Kirsch operator to be suitable for different images with different details. Third, we present a new approach which extruded form the luminance of the original image to determine the stroke orientation. Based on our methods, the quality of traditional pencil illustration can be guaranteed to a certain extent, and an effective and convenient tool is provided to generate the same drawings in style with artists and illustrations even for the users that have not been trained professionally.

Abstract: The main task in the system of banking in Iran is equipping the resources and allotting them as bank subsidies (facilities) to the customers. In this system most of the bank’s assets belong to depositors i.e. bank hold people’s properties and lends them to customers. To make decision about lending, an overall study should be made to minimize loan risks especially the credit risk, which is the main risk. An important question to be asked here is: “is there any meaningful relationship between credit risk indices and customers’ commitments To answer this question we first determine the credit risk indices, which are the most related to the customers’ payback and then we design a model by which a number, as the credit index of borrower, will be assigned to the borrower. This credit index is a criterion which helps us to decide about lending.

Abstract: For such industrial products commonly spread worldwide, a compromised viewpoint is often sought in order to reach a balance between their useful and harmful aspects with regards to all members of the ecological system. Before industrial upheaval, the six members of the closed ecological system have been interacting while maintaining each one existence besides fulfilling its main vital needs. The industry-free ecological system has then reached its balance state based on a Markovian process. A worldwide industrial product, however, features an introduced member with both useful and harmful aspects. The ecological system is thus expected to disturb for a certain period before ultimately reaching another balance state. The interaction rates between individual members are here experimentally measured and used as entries of 7x7 enlarged transfer matrix between two consecutive states. Application of the Markov ecological matrix to analyze motor vehicle environmental balance shows that more than 30 years are urgently required to reach the balance state. However, the balance state includes severe intolerable resource damages.

Abstract: To overcome integrator initial value, error accumulation and DC offset of pure integration, there proposed a permanent magnet synchronous motor stator flux observation method based on full-dimensional state observer. It uses the stator flux as state vector structural system state equation, the current as the output vector structural system output equation. And it configures the observer poles proportional to the motor model poles and use robust pole assignment algorithm in Matlab for observer gain matrix calculation. Experiments show that the full-dimensional observer on the stator flux observed has higher accuracy. The direct torque control system has better performance.

Abstract: Compared with the method of common design, the generative design that considering more application of semantics is more suitable for the design of new Chinese furniture. Make a comprehensive survey upon the design example in new Chinese furniture, its generative design develops mainly towards two directions: One is towards the design about the characteristics of DNA, the design compromising the classic elements in Chinese furniture and modern life style, cultural consciousness, social perception; while the other is about the arrangement pattern of DNA, the design harmonizing the classical form in Chinese furniture and modern interior circumstance, living articles, delight of life.

Abstract: Analysis of the radio tracking data from the Pioneer 10/11 spacecraft at distances between about 20–70 AU from the Sun has consistently indicated the presence of a constant acceleration of 8.6× 10−8 cm/s−2 directed towards the Sun. This has been one of the most interesting and intriguing astrophysical problems in the last decade. Currently, an independent research rises from the planetary long-term orbital evolution study and may be helpful to understand the nature of Pioneer Anomaly. Furthermore, calculation shows that the Pioneer data match with the new discovery’s prediction very well.

Abstract: S&T capacity is the motivity of economic development, and it is urgent to promote it according to regional practical conditions. This paper aims to evaluate S&T capacity by establishing index system, and then local government can take steps to promote S&T level. It reviewed literatures of regional S&T innovation capacity briefly, and constructed city’s S&T innovation capacity evaluation index system of Jiangsu province. Then, it analyzed city’s S&T innovation capacity of Jiangsu province by Principal component analytical method and Cluster analytical method, and established an evaluation model. After calculating sum-scores and sorting the four factors of S&T innovation capacity, the results of the study showed the weakness of three regions in Jiangsu. At last, some suggestions are made to improve each city’s S&T innovation capacity. With the accelerated trend of economic globalization, the contribution rate of traditional production elements to economic growth decreases gradually and the resources constraint increases year by year. In the new international competition situation, S&T innovation has become the core driving force of the national and regional economic development. Since the reform and opening-up, as a major economic province, Jiangsu province maintained a stable and rapid growth in economic, but gaps between different regional economic are wide [1]. The overall level of S&T development depends on its various parts of the creative capacity, only those internal developments are balanced and of high S&T innovation capacity will effectively promote economic development. Based on the comparative research and clearing of each city’s gap and weakness in S&T innovation, we can put forward suggestions to promote each city’s and even Jiangsu province’s S&T development level, which has significant meaning of guidance.

Abstract: The body of literature has been almost unanimous for the needs for quality assurance for R&D. Despite the needs, quality assurance in R&D has been rarely discussed due to the difficulties of defining, measuring, and managing R&D quality. Even some guidelines or standards have been suggested to deal with quality management, there is a lack of research dealing with the concrete framework for quality assurance for R&D. In response, this paper aims to develop a framework for quality assurance for R&D: R&DQASS. The conceptual framework of R&DQASS consists of four dimensions: organizational level management, project level management, process level management, and outcome level management. The role, characteristics, and detailed activities of each dimension are explained in detail. Following on the conceptual framework of R&DQASS, this paper also provides the QA procedures which should be conducted prior to, during, and after the R&D projects. The suggested framework is expected to provide the meaningful implication for the QA managers by providing the role and characteristics of key dimensions which are critical to the quality assurance for R&D.

Abstract: Electronic Procurement (EP) is frequently defined as the sourcing of goods or services via. electronic means, usually through the internet. Use of IT into procurement can be termed as EP and involves electronic ordering, bidding and rendering via portals, extranets, private platforms, marketplaces, and/or EDI. It can also involve the use of purchasing cards, reverse auctions, and/or integrated automatic procurement systems to facilitate, the corporate buying process. EP offers number of advantages but its rate of adoption is very slow. This paper reports the findings of a survey carried out in 36 Indian organizations to ascertain the extent of adoption of EP and impact of IT on EP practices. Some of the important findings of the survey are; the main objective for adoption of EP are to enhance customer service and satisfaction, to produce highly reliable products, best product performance, to improve product quality, improve on time delivery, Government of India also promotes the adoption of EP for better transparency and to eliminate unethical practices, the extent of use of IT by organization’s key suppliers, competitors and customers is significant and security concerns through digital networks seem to be a greater threat. Paper concludes by discussing the major barriers in the adoption of EP along with the impact of EP on performance measures.
