Abstract: China join in WTO means that China petroleum industry will be integrated into economic globalization also means that China petroleum industry will have a direct impact by market competition. As being Chinese’s largest offshore oil and gas producer, China National Offshore Oil Corporation must take active measures to deal with the opportunities and challenges brought by joining the World Trade Organization.

Abstract: Flexible job shop scheduling problem )FJSP) is an extension of the classical job shop scheduling problem which allows an operation to be processed by any machine from a given set. FJSP is NP-hard and mainly presents two difficulties. The first one is to assign each operation to a machine out of a set of capable machines, and the second one deals with sequencing the assigned operations on the machines. However, it is quite difficult to achieve an optimal solution to this problem in medium and large size problems with traditional optimization approaches. In this paper a memetic algorithm )MA) for flexible job shop scheduling with overlapping in operation is proposed that solves the FJSP to minimize makespan time. The experimental results show that the proposed algorithm is capable to achieve the optimal solution for small size problems and near optimal solutions for medium and large size problems

Abstract: Economic evaluation of macro projects requiring a high volume of investment is one of important issues in the area of financial research. To deal with this problem, a great number of models such as direct operating cost, discounted cash flow analysis (e.g. net present value or internal rate of return), decision tree and real option analysis have been developed. Application of real option analysis has drawn more attention in recent researches because of the ability to assess the flexibility and considering the risk. In the present article, also, this theory is used to evaluate the development process of strategic unmanned aerial vehicle (UAV). To do this, a model comprising 4 development stages is used with each stage applying a novel approach to implement the model. In particular, we have tried to calculate and include the risk in an organized form in the model. Results obtained from a case study will be described at the end.

Abstract: Quality control techniques have long been used in the businesses that primarily sell and produce standard products and seldom conduct external projects. This paper tries to introduce those quality control techniques to construction contractors or builders and probes the probability of applying them in the quality management of a construction project.

Abstract: On the basis of the existing mechanism, we can induce the topological structure of the original mechanism. By using the number synthesis of mechanism, we can find the link assortment which can satisfy topological structure of the original mechanism. By using permutation, we can obtain the generalized kinematic chains. According to the special design constraints, after appointing each link and kinematic pair, we can gain all the suitable feasible specialized chains. Then making a converse reasoning based on the generalized principle, we will finally integrate the schematic diagram of mechanism suitable for our design purpose. Therefore, if we make a kinematic and a dynamic analysis on mechanism based on this, after structural designing, we can find a new mechanical device whose performance is up to or even superior to that of the original product.

Abstract: Aimed to the uncertain variables existing during a off-road vehicle’s lifetime, the mechanical structure’s time-dependent characteristic based on stochastic process was deduced. The time-dependent mechanical design model was presented, which provides a coherent framework for calculated time-dependent reliability. In this paper, the new mechanical design method was applied to design the drive axle depended on any time t’ reliability requirement. By using this method, the reliability of all time horizons can be gained to predict the trend of key parts’ reliability for all machines. This research can also provide a basis for maintenance of machine.

Abstract: Based on the statistical data during the period from 1978 to 2006 released by National Bureau of Statistics of China, this paper aims to apply the compensative GM (1, N) model and regression model to simulate the relationship between the expenditure for science & technology activities and economic growth in China. In the numerical experiment, the established grey model simulates the China’s GDP values during the period from 2000 to 2006. The empirical research results reveal that the established mathematical model based on grey theory for the relationship between the expenditure for science & technology activities and economic growth has a higher precision than regression model. Research results show that this grey model established in this paper could provide valuable information to policy makers in their efforts to make technological and economic policies.

Abstract: China’s economy steps into the globalization, and be recognized as the "world factory". Meanwhile, China’s higher engineering education is facing dual challenges of industry globalization and engineering education globalization. This paper analyzed the current situation and existing problems of higher engineering education in China, and then proposes reasonable countermeasures for enhancing the development of China’s higher engineering education and the international competitiveness of its industry.

Abstract: The effectiveness of the local search algorithms for shop scheduling problems is proved frequently. Local search algorithms like tabu search use neighborhood structures in order to obtain new solutions. This paper presents a new neighborhood for the job shop scheduling problem. In this neighborhood, few enhanced conditions are proposed to prevent cycle generation. These conditions allow that the neighborhood encompasses larger number of solutions without increasing the order of computational efforts.

Abstract: Optimization of international transport chain may significantly contribute to the successful outcome of international trade. The performance of various transport mode influences its selection. This paper analyses and compares the transport chain between China and Germany, aiming to identify the best practices and chose the optimal transport mode. Based on analyzing secondary data, the different transport modes are presented. The SWOT analysis was selected to analyze and compare the competitive operation of the various transport modes between China and Germany. It was explored the determinate of the selection of transport mode; the train transport should be urged to develop between China and Germany, besides air- and marine mode; In addition, price, timing, service grade and relationship with forwarder are the vital factors to the routine option between China and Germany. More secondary data should be used to validate the research in the future.
