Abstract: Enterprise flexibility is a very important factor for the development of a company which facing a dynamic unpredictable market environment. Workforce flexibility has a determining effect in making a system flexible. The chemical plant construction project characteristic was analyzed, pointed out some unreasonable status of the workforce flexibility during the construction process, and presented a new way through functional and numerical flexibility analysis to optimize the workforce flexibility in an equipment installation project case. Some good advice to improve workforce flexibility is presented.

Abstract: Existed literature of competitive advantage mainly focus on organizational and strategic changes, whereas this study focus on how Chinese SMEs from manufacturing industry can win competitive advantage while confronting exogenous competitive disadvantage. Results show that competitive advantage influenced by dual system:endogenous competitive elements and exogenous competitive elements. Interaction of two elements could affect the outcome of competition. Exogenous competitive elements were uncontrollability, so structural competitive advantage which is based on endogenous competitive elements could keep firm to gain a competitive advantage, when exogenous competitive elements under the disadvantage conditions. Endogenous competitive elements are comprised of firm culture, dynamic capabilities, and complementary assets. At the strategic level, firm culture influence firm decisions; at the organizational level, dynamic capabilities create the core competence of the corporation; at the practice level, complementary assets erect a barrier to competitors. Thus, this paper analysis Sayyas, which have faced structural changes of competitive elements several times in last 15 years, and eventually resolved crisis favorably and become most dominant firm in the field of wooden windows industry, when exogenous competitive elements under the disadvantage conditions, to show that, in dynamic competition, exogenous competitive elements are the resource leading firm to gain a competitive advantage.

Abstract: For numerous public security business systems, public security business's limitation of lack of system integration, uncentralized management, lower intelligence technology more prominent. Through the analysis of the relevant features of Emergency Disposal Platform (EDP) and the collaborative, think its collaboration with Multi - agent have a strong fit. For this reason, based on the multi-agent technology, the platform architecture of EDP in the cooperative model is proposed. The platform integrates video analysis, integrated monitor and rescue in EDP, and has more powerful perceptiveness, initiative, and self-adaptability. The paper adopts a management method of combining the centralization and distribution and classifies the functions of the agent and analyses what the members are and their cooperative relation. In addition, with the research on coordination mechanism by using of Blackboard Model and Contract Net Protocol, the MA cooperative operation control scheme on EDP is designed.

Abstract: The germanium metal industry of Yunnan ecological damage, environmental pollution problems are more serious, so to research Yunnan's the Ecological Chain of Germanium has important theoretical value and practical significance. In this paper, reference to the existing research on the basis of ecological chain, analysis the Ecological Chain of Germanium in internal combustion; then based on the researching data to construct the model of the Ecological Chain of Germanium; the data on the basis of research to construct ecological chain model of germanium; Then from the low rate mineral recovery, backward of remanufacturing technology, insufficient of sewage and waste gas treatment investment etc to analysis the problems of Yunnan's the Ecological Chain of Germanium; aiming at these problems from the optimization of key enterprise, horizontal and vertical industry chain and compensation chain enterprises etc puts forward the corresponding countermeasures.

Abstract: This paper builds a mathematical model and designs an improved algorithm based on the lowest horizontal line search algorithm for the layout problem of the multi-sized rectangular operating units in the rectangular facility. This algorithm processes the horizontal lines and takes the minimum value of the length or width of the operating unit which is waiting to be arranged as a threshold to filter out the unusable horizontal line. And the empirical analysis demonstrates that the algorithm in this paper can give a good solution for the layout problem effectively.

Abstract: The previous models of automobile short-term demand were mainly for single time series. For this disadvantage, the definition of extensive correlation evaluation was proposed, and then the method was discussed to reflect the correlation of factors on automobile demand. Utilizing extensive skills, factors and sub-factors were represented as correlation eigenmatrix which could ensure the level of each factors influences on automobile demand. Accordingly, short-term demand predictive model of automobile was established based on continuous time model.

Abstract: With the development of global economy and science, the research on ESP teaching has become increasingly the focus of scholars at home and abroad, and the development of ESP teachers is the key factor to ESP teaching. Through the research on professional development of ESP teacher in University of Science and Engineering of Shaanxi Province, we analyze the factors that have influence on ESP teachers development, finally put forward the idea that training mode of ESP teachers in University of Science and Engineering must be based on students' occupation demand, and ESP teachers should constantly update their knowledge structure. Only in this way, can the quality of ESP teacher in University of Science and Engineering be promoted, and they will develop into applied teachers who can be in line with the future direction of economic development in China.

Abstract: As the largest economic region in northern China, Bohai Rim becomes the third of China's economic growth poles after the Pearl River Delta and Yangtze River Delta which has an extremely important position in China's economic development. How to strengthen the industrial linkages of the equipment manufacturing industry in Bohai Sea region becomes the promotion of regional development is a pressing matter of the moment. Analysis the industrial linkages of the equipment manufacturing industry in Bohai Sea region using MRIO method, as related to the development of regional industrial policy of equipment manufacturing industry to provide a basis for decision making.

Abstract: Following the implementation of the 12th five-year plan, the development mode of Chinas coastal container port has changed; it thus requires higher port efficiency and an optimized development mode. This paper applies the DEA-Malmquist index to the quantitative assessment of dynamic efficiency of coastal container terminal enterprises in China. The result shows that the technical change enhanced from 2007 to 2010 year by year, however, the technical efficiency change decreased. Scale inefficiency is the main reason why the technical efficiency is low. This indicates that there is necessary for the coastal container terminal enterprises to control the investment of terminal construction. On the other hand, they should deepen reform of the management system, seek high efficiency operation mode and achieve the intensive utilization of investment.
