Abstract: Since the environment is a kind of public property, environmental protection requires public participation. In order to realize the ideals of public participation in environmental protection, we need to enhance the democratization of national administrative agencies, guarantee the civil environmental rights, balance the environmental interests of different groups in light of environmental justice, promote public environmental awareness and cultivate the self-governing spirit in environmental protection. As there are definitely many problems in the public participation of environmental protection, we need to strengthen education in environmental protection, promote public participation in environmental protection and provide support to the civil environmental organizations so as to realize public participation in environmental protection.

Abstract: Environmental regulation’s intensity usually affected the energy consumption. Based on the annual data from 1998 to 2012 as the sample interval, this paper carries out the empirical analysis about the effect of economic growth and Chinese environmental regulation’s intensity on the energy consumption, the research results show that the economic growth is the main factor in promoting the growth of energy consumption, and environmental regulation does not obviously inhibit the growth of energy consumption. So in order to improve the environment, China should moderately strengthen environmental regulation.

Abstract: Under the constraint of carbon emissions, the selection of enterprise energy planning solutions mostly put the minimizing economic costs as a single target. Investigation and analysis are combined energy planning evaluation system with the characteristics of the enterprises. Based on the criteria of economic factors, environmental factors, and technological factors, this paper proposes an enterprise energy planning strategy selection index system. AHP and PROMETHEE are respectively used to calculate the weight of the index and to prioritize the alternatives. Finally, a certain enterprise energy planning as an example is given to illustrate the effectiveness of the method, and provide some reference and guidance for the selection of enterprise energy planning solutions.

Abstract: At present, the development of China’s urban low-carbon transportation is lagging. This paper analyzed the status of carbon emissions of China's urban transportation, and pointed out that the main problems of China's urban low-carbon transportation were: high carbonation of the urban transportation structure, the unreasonableness of urban layout, the lagging management of low-carbon transportation, the lagging technology innovation of low-carbon transportation. Finally, based on the analysis of the problems, this paper put forward some measures for the development of China's urban low carbon transportation.

Abstract: On the basis of the standard CGE model, the paper built and extended the regional energy environment of the dynamic CGE model, which can be applied to calculate carbon emissions not only from energy consumption but also from production process. It set seven scenarios of carbon policies by adopting the fixed tax rate, progressive tax rate, independent carbon tax rate, and balanced carbon tax respectively. The results show that the progressive tax rate has less impact on regional economy, but plays a constant role of energy conservation and emissions reduction in the long term. Although independent carbon tax can reduce CO2 emissions effectively, it has strong negative impact on the domestic economy. The balanced carbon tax rate policy realizes the “double dividend” of carbon tax by reducing the intensity of CO2 emissions and increasing the welfare and income of the residents.

Abstract: By means of field investigation, this paper found the factors that restricting the development of Qinhuangdao port logistics low carbonization. The factors are: the planning layout port is not reasonable; related policies and regulations of low carbon lag; port infrastructure is weak and low carbon logistics technology level need to be improved; the lack of talented person for port of low carbon logistics. This paper put forward the measures and suggestions on Qinhuangdao port logistics low carbonization: striving to optimize the layout; enhancement of infrastructure capacity; the introduction of technology to reduce emissions, improvement of the level of low carbon development; enhancement of port operation management and operation ability; improvement of low carbon consciousness of port industry practitioners; government and industry play an active role in Qinhuangdao port logistics low carbonization.

Abstract: China is a big energy consumption country with unbalanced energy structure and inefficient energy conversion, so companies and investors begin to pay attention to low-carbon energy sector. This paper is to understand the risk characteristics of low-carbon energy companies. Firstly, it combed the influential factors and impact mechanism. Secondly, using econometric models and scenario analysis analyzed systemic risk and seven influential factors. And empirical result shows that macroeconomic indicators, such as fluctuations in international oil prices and business climate index have more significant impact to systemic risk than other factors. Finally, it provided useful suggestions for investors and policy makers.

Abstract: Abstract. The paper constructed cost function, carbon emission function, calculated cost-reduction sensitivity coefficient, set four policy scenarios as different combination of carbon tax, carbon emission trading scheme and subsidy with six policy levels, and selected 30 listed companies from intensive carbon emission industry as research samples. The results show that carbon emission trading scheme has better economic consequences, and the combination of carbon emission trading scheme with subsidy is the best carbon emission reduction policy.

Abstract: Urbanization is the developing focus of China for the full establishment of well-to-do society before 2020. However, China’s urbanization faces challenges: large population, relative resource shortage, weak ecological environment, and the imbalance between urban and rural areas, etc. Therefore, China’s urbanization construction must take ecological civilization as the dominant idea, adhere to the principle of people first and fair sharing, take intensive, intelligent, green and low-carbon development path, make scientific planning, formulate laws and policies, and intensify environmental protection and ecological remediation. In addition, it’s also necessary to overcome the erroneous tendency of rash advance and follow the development law of urbanization so as to find a new-type urbanization path with Chinese characteristics.

Abstract: In the context of the development of a global low carbon, low carbon city construction has caused many of the city's attention. The planning of strive to build low-carbon cities continue to be appeared in various cities. This paper analyzes index systems on low-carbon urban construction of different scholars, integrates their advantages, and builds the low-carbon index system suited for Jinan. Based on Jinan’s time series data analysis, this paper make clear the development trend and current situation of Jinan low carbon city at present stage. The results show that, from 2005 - 2012, the composite score on low-carbon urban construction of Jinan continues to improve. Low carbon city construction has great development; each system layer has obvious progress, and coordination also is good. Establishment of the index system of can provide a good basis and theoretical support on low-carbon urban construction.
