Abstract: The objective of this research is to explore Thailand energy scenarios to 2035. Based on decisions focus, energy security, social acceptance, and minimal environmental impact. From the studies by scenario planning method we found two main drivers affect to the scenario decision focus, consists of vulnerability of crude oil prices and government policy sanctioned by political will. The result of this research is Thailand energy scenarios to 2035, consists of 1) Healthy scenario, 2) Reference scenario, and 3) Coma scenario.

Abstract: The new energy power generation in China has rapidly developed, and many generation companies have invested in new energy source. Some projects cannot achieve the desired results as the characters as dispersion, instability, and low level of technique. This article has established the index system of the risk degree for new energy power generation, which included the the risk degree of politics, economy, technology, environment, management. And making the analysis of the risk factors, it can provide the significant meaning of the investment for the new energy power generation companies.

Abstract: With the increasing process of Chinese urbanization and the rapid development of county economy, the demand to energy becomes more and more. In this case, the resources and energy in the country must be made the best use for a long time in the future, so as to realize the overall targets of the development of China. The energy resources have played a very significant role in urbanization of China. Thus, it is an important task to increase the efficiency of energy consumption in counties. So we provide a non-parametric method for analyzing the energy efficiency of county based on DEA theory. Then we analyze the energy efficiency of nine counties in Chifeng City from 2008 to 2012 by using above method.

Abstract: The development of Chinese new energy industry has very important effects of gravitation, external part and CDM mechanisms. However, this emerging industry is coming across bottleneck, because the implementation of laws and policies are not in place, the tax policy is not clear, the financial subsidies are imperfect, in addition, the science and technology behind are the important factors of restricting the development of Chinese new energy industry. Looking at the whole world, many developed countries aim to seize the commanding heights of the economy in the future, improve the environment, in order to pioneer the development of new energy industries, in which a lot sound policies and advanced technology request us to learn. Therefore, we should implement supportive policies, introduce positive financing policy, expand financing channels, optimize subsidy policy, construct the fiscal policy system that promoting the development of new energy industry, and enhance the capability of the independent innovation.

Abstract: In the perspective of public administration study, intends to explore and analyze the problems rooted in China's current nuclear safety regulatory system, which are associated with such respects as inter-ministerial coordination mechanism, legal construction and personnel allotment. The absence of authoritative department overseeing nuclear safety, the omission of The Atomic Energy Act, and the inefficiency of nuclear safety regulatory personnel are important factors restraining China’s progress on the reform of nuclear safety regulatory system.

Abstract: The economy has been continuously growing along with constant changes and innovations in the resource tax system. Through the background and implication of resource tax reform as well as the mechanism of how such reform affects West China, we can find out the impact of such reform upon sustainable economic growth, the ecological environment and all sectors in West China. In order to further optimizing and upgrading the industrial structure in West China, in my opinion, we should take the following five countermeasures: 1) The scope of taxation is to be enlarged; 2) The tax rate is to be increased step by step; 3) The resource taxation mechanisms are to be integrated and simplified; 4) Preferential taxation polices are to be improved in West China; 5) Auxiliary reforms are to be carried out for the resource taxation.

Abstract: Being a complex industry, the importance of safety of nuclear power industry has been emphasized and the security in its development process has become an issue of concern and controversy. Once there has any serious safety accidents in nuclear power industry, the consequences will be difficult to restore. Therefore, the emergency management of nuclear power has an important significance. Based on the review of application of information technology in nuclear power emergency management in the world, this paper initially puts forward a comprehensive Web-based information management model for nuclear emergency according to the classic four phases of emergency management which are prevention and emergency preparedness, monitoring and early warning, emergency response and rescue, post-recovery and reconstruction.
