Abstract: This paper presented the loss of the power grid and elaborated the distribution features of the power grid in Anhui, pointed out that measures should be taken to improve the structure of Anhui power grid for energy-saving according to its own specific characteristics. Suggestions includes the construction of UHV power grid, the breaking out of looped network, the construction of multi-circuit transmission lines on the same tower, scientific adjusting the grid operation voltage, improving the power factors, and adjusting the load. Based on the rules and characteristics of grid power loss, measures should be adopted on special ways to get the largest energy-efficient operations and achieve the aim of less investment to increase economic efficiency.

Abstract: Contrary to the elementary school and high school, the curriculum of the kindergarten is more flexible and dynamic. In recent years, the integrated curriculum approach and the thematic curriculum approach based on constructivism have being gaining more attention in Taiwan. The thematic curriculum emphasizes that the inter-disciplined and student-centered learning activities is designed based on children's interests, not solely determined by the teachers. Therefore, teachers have to monitor the curriculum development and children's learning status simultaneously. Under these conditions, a system of curriculum analysis is a necessary aid to those teachers. The purposes of this study are: First, design and implement a thematic curriculum analysis system for early childhood education, which provides feedback for curriculum supervisor. Second, evaluate the impacts of this system on the teachers abilities in curriculum design. According to needs assessment of 15 kindergarten teachers and curriculum supervisors, the researchers constructed the curriculum analysis system which provides goals, concept, initiator, activity style, time, skill, attitude, content, and teachers reflective thinking as the analysis units. The system evaluated by the 15 teachers and curriculum supervisor. The reports showed the system improved the quality of thematic curriculum in kindergartens.

Abstract: In this paper, the evaluation problem of scientific research project in university is studied. First, the significance of evaluating scientific research project is expounded. Second, the evaluation index system is constructed to evaluate the scientific research project. Finally, a scientific research project evaluation model is presented based on the grey system theory. Therefore, an effective way is obtained to select the optimal projects for the department of the scientific management.

Abstract: The paper analyzes mechanism of scientific research project reporting and implementation process quality assessment, constructing multi-strategy evaluation architecture model based on the N-level fuzzy idea. The model highlights the characteristics including the effectiveness, specificity, sensitivity and comparability in scientific research project quality evaluation. And the model uses of vector combination method and DEMATEL method to optimize the weights of evaluation factors in evaluation system and designs reasonable scientific evaluation system.

Abstract: The sequencing specification defines an interoperable method for representing the intended behavior of an authored learning experience such that any Learning Management System (LMS) will sequence discrete learning activities in a consistent way. At present, in the sequencing specifications, the intended Sequencing Strategies is encoded one by one in the XML file, causing the redundancy of sequence data. This paper presents an innovative function mechanism to design learning sequencing. This mechanism adds two categories, a function element and a function-call element, into the IMS Content Package Information Model. The function element is used to design a reusable sequencing component with an interface of parameters, while the function-call element is used to repeatedly call the function element by transferring various actual parameters. This method improves the design environment of the learning sequencing and effectively reduces the redundancy of the learning sequencing in a content package.

Abstract: Group buying--a new way of shopping online is emerging, customers can shopping by forming groups by themselves to persuade the sellers to reduce the price. Group buying sites greatly enhance the bargaining power between the customers and the merchants. This paper contributes to the using the factor analysis, nine factors including commodity information, trading levels, commodity inspection, the after-sales service, corporate image, website design Personality services, the quality of service and logistics distribution that will affect the customer satisfaction comes down to two factors, these two factors are defined based on Herzberg's two-factor theory, obtains the group buying customer satisfaction of the hygiene factors and motivation factors. Then based on the results give merchants more advise to improving customer satisfaction.

Abstract: There is advanced construction technology and successful experience in engineering in the field of Chinese construction, but no project management information technology. Based on the full life-cycle theory, this paper has systematically expounded the core content of project management: management, service and innovation. Project management information system has been discussed, and related research trends summarized as follows: from study on the construction phase to study on the full life cycle project management information. It aims to provide a reference for China's construction industry project management information technology in order to improve the level of project management in China.

Abstract: Countries around the world have established the incident emergency command system in response to frequent emergencies. However, it can't use the traditional reductionism method to study the system efficacy. Emergency command system is a paramilitary organization, FINC network analysis method can be used to consider the accident scene of the cataclysm site and rescue situation. Using three levels of the scene of the fire emergency command and organization of the network topology structure model for the analysis of delay, central degree and the information quality, and other important system performance indicators, thus to establish a reasonable and efficient in the field of emergency command group provides reliable theoretical support.

Abstract: The Chinese government departments and enterprises increased emphasis on service outsourcing, especially on knowledge process outsourcing which has knowledge-intensive characteristics. Because the increasing demands for the knowledge services in the current market competition, the Scientific and Technical Information Institutes (as the knowledge service organizations), faced the huge market opportunities, but also faced the huge market challenges. In this paper, based on the service status of the institutes, we select some typical knowledge services modes such as media monitoring, industrial monitoring, and patent information service for SWOT model analysis. And we make the SO, WO, ST, WT strategy research. The SWOT model analysis can help the institutes establish proper understandings and assessments of their competitive strengths. Therefore they can make full use of their advantages, overcome the disadvantages, and develop varieties of knowledge service products suitable for the market demands. Through the efforts, the KPO services will become one of the main business directions for the institutes.

Abstract: Based on Bayes analysis, a new model of trip mode choice is presented. Trip mode choice is divided into three phases: calculating prior distribution, obtaining conditional distribution by sampling and calculating share rate of trip modes. Supply characteristics of trip modes are taken as prior information. Unity value takes the place of unity function in MNL, and then prior distribution is achieved. Condition distribution is gained from sampling information. Bayes analysis is introduced into calculating posterior distribution. Share rates of trip modes, is calculated by total probability formula. Compared with other choice models, Model proposed in this paper improves the forecast accuracy of share rate without the need of parameter calibration like Logit model.
