Abstract: Emotional intelligence is an important issue which has been concerned by the Psychologies and foreign business management in recent years. Emotional intelligence is a capability, is one kind of potential to create profit. But, as we know, capability itself doesnt create values directly, creating values needs to act. So it is important to research on what the relationship between emotional intelligence and performance is. This paper adds citizenship behavior variable as modulation in order to find the mechanism that EI influences performance. Through empirical research, we find that citizenship behavior is mediator between EI and performance. This solution is important value to propel management theory and to guide concrete practice.

Abstract: Some certain criteria will be required to evaluate the reconfiguration of a system or an individual as well as its reconfiguration value. In the paper a methodology on evaluating the reconfigurability has been proposed. It was intended for the paper to study quantitatively and qualitatively the feasibility of the system to reconfigurate. The reconfiguration distance has been put forward based on the information distance and its calculation model has been given. In the paper, reconfiguration distance was proposed to measure the reconfiguration value. This method can be used to determine the level of its reconfigurability, providing a basis for decision-makers. For the system's or individual's reconfiguration, the focus of this paper is the determination of indicators to measure the reconfiguration, i.e., costs of reconfiguration, and reconfiguration realizability used to describe the obstacles, costs needed to pay, and the degree to realize when reconfigurating the system or individual, which will further improve the reconfiguration theory. Only thus the truly meaningful reconfiguration can be achieved.

Abstract: Along with the rapid development of economy, China has become the leading emitter of greenhouse gases in the world. Carbon emissions trading system is an important tool and means to response to climate change effectively and reduce greenhouse gas emissions. At present, Chinese carbon trading market is still in its infancy, and there are many deficiencies: legal system is imperfect and carbon source monitoring regulation is lax, the variety of trading is single, China does not have pricing power of carbon emissions and the layouts of trading platform are not reasonable. Through using the implementation experience of the EU emissions trading system, we construct Chinese carbon trading mechanism based on total control principle: voluntary trading market should be carried out fist and mandatory transaction will be implemented when market condition is sufficient. According to the quotas allocation from free to auction, mandatory transaction shall be implemented in there stages.

Abstract: Axiomatic design theory is a popular methodology for product design scheme evaluation in recent years. However, as information axiom has some limitation for information content of non-functional attributes, the application of axiomatic design theory is bound. Therefore, a new method is proposed for product design scheme evaluation in this paper, which is the generalized information content calculation, and the proposed method avoids the shortcoming of traditional information content calculations. Finally, the proposed method is applied in a case study, and experimental result shows the feasibility of the proposed method.

Abstract: The evaluation indexes of scientific and technological innovation consist of four grade-one indexes (innovating environment, innovating investment, innovating achievement and innovating bearing form) and thirty grade-two indexes. These indexes reflect the overall level of scientific and technological innovation ability comprehensively, scientifically and effectively. According to these evaluation indexes and based on the fundamentals of fuzzy mathematics, the scientific and technological innovation level of different regions is evaluated. In order to further improve the scientific and technological innovation level of China, this paper aims at promoting construction through evaluation. It also provides a technological supporter for social development.

Abstract: Since reformed into a commercial bank in 1998, China Development Bank Co needs to strengthen risk management in the new market environment. This paper presents the meaning of China Development Bank Co's Enterprise risk management (ERM) firstly, based on which analyzing the status of risk management of China Development Bank Co's main businesses, and constructing three-dimensional framework of China Development Bank Co's main businesses ERM: the horizontal dimension is the base of ERM, the longitudinal dimension is the ERM process, the vertical dimension is ERM structure.

Abstract: The third-party damage is the main factor of Daqing-Harbin oil pipeline failure. This paper analyzes a variety of factors causing the third-party damage, and establishes the fault tree model. By analyzing the minimal cut set and structures importance degree of fault tree, the main factors of the third-party damage that caused pipeline failure are determined. The main factors are as follows: Lack of pipeline conditions, human vandalism, the frequency of line patrol and management systems, lack of public education and the legal concept, and construction operation injury. On the basis of analyzing the factors, the precautions of the third-party interference are proposed.

Abstract: This paper attempts to analyze whether information technology can promote economic growth Using mathematical modeling methods, this paper established an endogenous economic growth model containing information technology. The results show that advances in information technology are the engine of economic growth, and by improving the quality of capital goods, it reverses the trend of diminishing marginal product of capital goods and achieves transformation of economic growth pattern in the process of promoting economic growth. On the other hand, with the advances of information technology, information dissemination is more efficient. By reducing transaction costs and optimizing resource allocation, it would improve the total factor productivity.

Abstract: By the end of 2010, Xinjiang has 2754 000 families (10753 000 population) who are not allowable to use electricity. This project is related to the economic development of these areas and is of great importance to enhance people, s welfare. It is also an important project in the Twelfth Five-Year plan. This paper supplies us two realization modes for non electricity area through electric grid extension and new energy power. It is appropriate to seek help from the main grid to extend electricity problems and ensure the stability and security of the electricity in these areas, in which population is relatively dense, or places are good prospects for the development or mineral rich. But for a considerable number of scattered or not fixed farmers and herdsmen, the utilization of new energy to realize the power of their daily life is a good choice. On this basis, this paper carried out the risk assessment of the implementation of the project by using fuzzy analytic hierarchy process.

Abstract: Based on a typical Expressway emergency case the 12.5 black powder explosion on Beijing-Zhuhai Expressway, this article built an expressway emergency inter-organizational communication network and then analyzed the communication barriers with Network Analysis Approach. The study finds that in hierarchical structures level, Expressway enterprise lack of communication with the local government; the subgroups that have business contact with Expressway enterprise in normal condition are difficult to share information in emergency with the subgroups that has no business relationship with expressway enterprise; the subgroups that have no business relationship with Expressway enterprise in normal condition are of great disparity in communication intensity internally and it is easy to cause over load for the core organization in communication; in the contrast, the subgroup that has business contact with expressway enterprise normally, the internal communication structure is more reasonable.
