Abstract: On 21 July 2012, a huge thunderstorm hit Beijing, prompting the city government to act immediately to deal with the emergency. Yet great losses were caused, exposing problems about urban flood control and drainage, and making people take a new look at them. It is not uncommon for a rainfall of such a degree to happen in Asia. Comparatively speaking, however, unlike in Beijing, fewer damages are caused in Taiwan, Japan and the Philippines given the same situation. In this article, therefore, the problems arising after a heavy rainfall and their solutions will be discussed.

Abstract: With the increasing number of domestic buildings, the importance of safety evacuation in case of fire in the buildings has been aware. Taking a certain public building as the research subject, the author of the thesis imports the 3D model processed by Revit software into such softwares as Pyrosim and Building Exodus by which the 3D model is converted into the Fire model and the Evacuation model, then conducts the analysis of safety evacuation via the evacuation software according to its detailed description of the fire. The analysis results are compared with the fire in time,then optimize the building model in order to achieve the safety requirements.The appliance of the BIM model into the practice of safety evacuation in buildings is considered as the manifestation of the data-orientation and visualization of the BIM model, and it would provide the future practice of evacuation with significant guidance

Abstract: Carbon tax policy is considered to be one of the effective measures to mitigate global warming. The construction industry, as a main source of carbon dioxide emissions, in the context of carbon tax policy, will face the fact that there is a sharp increase in the total construction costs. In order to reduce effectively carbon emissions in the construction project, and maximize the construction enterprises’ profit, this study aims to apply life cycle assessment in order to assess CO2 emission costs and adopt a mathematical programming approach to allocate limited resources. A case study demonstrates the validity of the proposed methodology.

Abstract: The Early Warning System (EWS) was developed in this research aiming to forecast and monitor the Residual Value Risk (RVR) in PPP projects. RVR is a structured risk system which would happen at any time in the whole life before transfer of PPP projects, but consequently causes the Residual Value (RV) that the Government takes over cannot fulfill the specifications. To establish the EWS of RVR, the factor system was identified through questionnaire survey and evaluated based on statistical analysis. Besides the RVR could be learned by CBR, so a great amount of history PPP projects which have been already transferred should be structured into a case base. Furthermore, the conception of System vulnerability was applied to open up the link between the RVR and the RV, and the proper method was selected to determine the early-warning threshold. The main function of the EWS is monitoring the RVR of current PPP projects and warning the potential RV threat or opportunity.

Abstract: At present, safety accidents occurring frequently, it has influence the sustainable development in construction industry. From different management department of construction, there are construction, supervision, the owners and the government, this paper comprehensively analysis 59 cases by using the principle of risk management and accident reason theory. Then, it put forward the main cause factor of safety accidents, from the aspect of people, material, management, environment and social. At last, the precautionary measures should be established and improved to prevent and reduce safety accidents in construction.

Abstract: Method of network plan in project construction has been widely used, it complies with the requirements of the engineering construction management, organization and management is especially suitable for the construction of the project. At present our country network plan technology in engineering project theory and level with the foreign equivalent, but in the application of project management, especially the lag compared the supervision and control in implementing plan, tracking and adjustment, basically still stay on the preparation of the plan. This paper analyzes the present situation of the application of network technology in construction management, puts forward the ways and methods to improve the application of network planning technology.
