Research on the Theory and Application of River Course Regulation Projects’ Post-Economic Evaluation
Abstract: Effect of the continuous development of economy and society, and changes in water regime and hydraulic structure behavior, the post-economic evaluation on water conservancy project is necessary. By which experiences and lessons can be learned from the river course regulation project under operation, project management and decision-making at all levels can be improved. At the same time, engineering under operation can play better efficiency, and the construction work in progress and projects to be built can be guided through the appraisement. It is proved by example application.

Abstract: The paper focuses on the quantitative relationship between technological progress and industrial structural optimization of China's construction industry. In first, the relational model of technological progress and resource allocation of construction industry is established. And then the relational model of technological progress and industrial structure of construction industry is also set up. In the last, a case study on the structural flexibility of technological progress of China's construction enterprises of various ownership types in 1997-2007 is completed.

Abstract: Since the alternativened Baoshan-Tengchong expressway happens to be within the influence scope of Gaoligong Mountain National Nature Reserve. By choosing ten evaluation indexes from the three aspects of economy, environmental impact and operation safety, a route alternative evaluation index system is established in the light of two route alternatives of Baoshan-Tengchong expressway put forward in the engineering project feasibility study stage, namely, the super long tunnel directly passing through the mountain alternative or bypassing it along the existing expressway alternative. Moreover, a expressway route alternative model for comparison and evaluation is built through application of set pair analysis theory and the analytic hierarchy process. By comparison, the bypassing alternative is finalized for, in spite of the increase of 15.28 kilometers from Baoshan to Tengchong compared to the other alternative, it can better reduce the influence on the nature reserve exerted by the construction and operation of the expressway and turn out to be more beneficial in the long run.

Abstract: Compare with the other area, the geo-disaster control in scenic area is of specific, for it has the functional properties of fill the need of tourist of people. So the starting point is to protect the Ecological environment of scenic area. Most of the Chinese scenic areas locate on the mountain area and gully etc, which is the area with much geo-disaster. The geo-disaster controls on the scenic area getting more and more attention. In order to carry on the corresponding research, the Laoshan area in Qingdao City is taken as the engineering background, the geo-disaster control pattern is explored. The Laoshan area suffered rockfall, landslide, debris flow sometimes. There were casualties and property damage. On the basis of reconnaissance and risk analysis of geological disasters, Geotechnical Engineer controlling for typical geological disasters-rockfall, landslide, debris flow can get rid of the potential geological disasters and protect people's lives and property in Laoshan District. The geo-disaster control pattern solved the hidden danger in Laoshan scenic area, and it provides some experience for the geo-disaster control of other scenic area.

Abstract: The evaluation index of execution control system of freeway construction project is established in this paper. And Delphi method is adapted to analyze the weights of index system. Then the extension comprehensive assessment method is adapted to analyze the execution control system performance of a key freeway construction project, and the corresponding suggestions and countermeasures are given. The goal of this kind of performance evaluation method is clear, and the maneuverability is strong. It has good stimulative effect for the real-time execution, control and adjustment of freeway construction project.
