Abstract: Risks existing in underground construction are summarized. A parallel and series model of risk control system is established based on reliability theory. According to the required target of system reliability, combined with the reliability distribution, reliabilities of each subsystems constituting the parallels and series model can be determined. Aiming at the basic events constituting subsystems, an average distribution method was taken to solve the basic events reliabilities and an example was given. It is illustrated in the study that the reliability theory can be successfully applied in the field of underground construction and can achieve the optimization of construction safety.

Abstract: The public department and the private investor is the commonly contractual subjects of the chartered operating project. Risk sharing idea is an important manifestation to contract justification. The public department determines the compensate degree to private investor through controlling the project’s beneficial period or the chartered operating price. Aim at part of the risk loss that the public department should undertake after risk events had happened; two flexible process models were studied. The adjustment to project beneficial period or product purchasing price was put forward in allusion to this kind of risks. Case study manifested that the adjustment method is feasible.

Abstract: A development of 2 and 3 storey town houses and 4 storey apartment blocks were constructed on a site bordering the River Erne in Enniskillen, Northern Ireland. Within two years of completion, the ground deformations around the buildings constructed on the ‘load transfer platform’ (LTP) were becoming noticeable. Sometime later, the pile caps ‘punched’ into the material above, causing significant deformation. According to detailed investigation and assessment of the cause of failure (Milligan, 2006) [1], the problems were caused by excessive and continuing deformation of the load transfer platform. The analytical analyses have been used to investigate the performance of reinforced piled embankment over very soft soil to understand the reason for failure. Results showed that subsoil could give a major contribution to overall vertical equilibrium, and reinforcement can only give contribution at relatively large settlement. The performance of actual structures has on occasions been problematic when relying on multiple layers of relatively low strength geogrid.

Abstract: The reliability of schedule management directly affects the project cost and quality. Time limit is the most important part in schedule management. The determination of reasonable time limit can save cost for investors, and ensure project quality .Based on this characteristic, this paper adopts utility curve to carry out risk analysis for risk factors, eliminates unreliable construction period and carries on fuzzy comprehensive evaluation for the rest of the possible period. Then it got scientific and reasonable time limit. The method can determine the construction period credibly and is used to guide engineering practical.

Abstract: This essay studies the problems and reasons of Commercial Environment in China’s High-tech Districts from City Function and Innovation Function. It is hardly to solve these problems only consider City Function or Innovation Function respectively. By investigation and study, bottleneck could be broken by digging the need of Commercial Environment, and the integration of City Function and Innovation Function.

Abstract: The work of construction consultant in hydropower project in China is different from other countries and the Chinese consultant is more like a supervisor whose work is constrained by the owner. Therefor the consultant has to coordinate among designers, owner and constructors and the information management becomes complex and trivial, especially in the manual management mode, it is difficult to communicate among departments and staffs and manage the information promptly and efficiently. This paper proposed a process control based information management method which includes the main consultant workflow and the consultant business database and used the workflow technology to develop a flexible and adaptable MIS (Management Information System) for construction consultant.

Abstract: There is lack of building materials in Tibetan areas of PRC, and its region is vast, so even the ordinary materials are usually expensive when construction. In order to take advantage of local materials, one kind of local materials can be seen everywhere, Gobi desert was used in the filling technology. According to application, it indicates that this material can meet the requirement of the code of China. Comparing to method of replacement with coarse sand which comes from local Lasha River and Niyang River, the economic effects of the method of replacement with Gobi desert is obvious. The same time the construction period can be shortened largely. The key control measures of construction quality are presented on the basis of engineering practice.

Abstract: The whole life cycle cost control is an important part of engineering construction. It comprehensively considers the construction cost and operating cost of the energy efficient building and realizes the goal of reducing the whole life cycle cost of the energy efficient building. This article breaks the limitation of cost control in operation phase of construction work, analyzes the cost control of every phases of the whole life cycle of energy efficient building and put forward a corresponding solution.

Abstract: Traditional project management models have been difficult to adapt to the requirements of the organization and management for very large projects. Chongqing which has the moderate economic strength is first progress and the most smoothly in large-scale construction of public rental housing in the country. Therefore, the model and experience of the management of large projects from public rental housing construction in Chongqing has important theoretical and practical significance. The paper demonstrates that the model of government-led making decision, specifically management department managing, the state-owned enterprises as the owners making land reserves and managing investments and financing (GMS mode) has a higher efficiency on the management of large construction projects, can effectively solve the problem of multi-participant, short construction period and high security requirements. If taking into account the public participation making the GMS mode into GMSP mode, the management of large projects can better incorporate the efficiency and fairness.

Abstract: In view of the study on the quality cost prediction of construction enterprises, this paper established a relatively good index system of quality cost projections. The quality cost of construction enterprise is evaluated by introducing a new mathematical model —Uncertaintymethod. As a new Uncertainty information processing method, Unascertained overcomes the shortcomings of fuzzy evaluation method does not meet the measurement criteria.
