Abstract: The eleventh five-year plan for national economic and social development of China identified fours types of development priority zones. The twelfth five-year plan continues to emphasize the development priority zones strategy. This paper discusses the western urbanization in China in the background of four types of development priority zones. Through the interpretation of the restricted development zone, this paper analyzes the practical conditions and path selections for the western urbanization, concluding that the best path for the western urbanization will be the ecological economic urbanization under the constraints of restricted development priority zone’s policies.

Abstract: The construction practice of Tiexi District Shenyang Xinhu community is taken as an example to study three different evaluation indexes of livable city in industrial removed area. Three evaluation indexes include:Firstly, live conveniently which contains traffic, shopping, activity and so on. Abstract: When the technology, sustainment and economic are evaluated by applying traditional analytic hierarchy process (TAHP), there are two drawbacks at least. First, many interaction mechanisms among evaluation criteria cannot be recognized for assuming the independence of elements within a level as in a hierarchy. Second, the way of paired comparisons used in TAHP tortures every evaluation expert during constructing lots of pared comparison matrices under the situation of the concept of relative importance weight being fuzzy so far. To overcome the above drawbacks, a new approach of analytic network process (ANP) with variable weights (VWs) is proposed to evaluate the complex issue of selecting the proper power plant. Finally, the mechanism of VWs and disadvantages of the new approach are also given in this paper.

Abstract: The sustainable development of resource-based cities is a hot issue in China. This paper will focus on the industrial structure of sustainable development. There is close relationship between regional economic development and industrial structure transformation Capacity. Comparison research of cities’ regional industrial structure capacity will help to understand variation status and potential of regional industrial structures. With principal components analysis, this paper based on the regional industrial structure comparison theory, analyzed industrial structure transformation Capacity of 20 resource-based cities in China west. It will provide references for promoting optimization and upgrading of regional industrial structure, making regional industrial development strategy, improving environmental conditions, and enhancing local economic development.

Abstract: The geographical dimension of urbanization is of major importance in depicting the influences of urbanization on the development of a city, since complex social-ecological systems interact in a multitude of ways at many spatial scales across time. This research introduced an indicator for assessing the spatial sustainability of a city from the perspective of landscape ecology, to provide a reasonable way for quantifying the spatial dynamic of the urban area of a city and how close the pattern of urban expansion close to a ‘compact’ way. A case study has been done in Xi’an. With the application of remote sensing technology, landscape ecology and other necessary software, the spacial sustainability of Xi’an from 1988 to 2010 were calculated, the rapid urbanization in Xi’an has significantly promoted the spatial sustainability of city from 1988 to 2000 and 2006 to 2010, whereas exerted negative effects on the spatial sustainability of the city from 2000 to 2006.

Abstract: This article discusses the application of the data envelopment analysis in the energy efficiency measure of the industries, which thinks that according to energy consumption intensity industries can be divided into three categories, high, middle and low energy consumption, respectively discussion will have more theoretical significance. Later, this paper chooses constant returns to scale model, respectively measures total factor energy efficiency to three kinds of Inner Mongolia industrial industries, and summarizes the changes and characteristics of energy efficiency in these three kinds of industries. Result shows that, the energy efficiencies among high energy consumption industries are similar and recently they began to decline; the energy efficiencies of middle energy consumption industries are relatively high, but there are some differences between industries; in most low energy consumption industries energy efficiencies are low and the fluctuation is lesser, but several fluctuations are bigger which industries are worth our attention.

Abstract: Radioactive waste minimization is one of the fundamental principles of radioactive waste management, which would reduce the waste volume and activity to the level as low as reasonably achievable. The significance and options of waste minimization methods are reviewed. The nuclear power development and radioactive waste generated in China are summarized. The measures and its function to minimize radioactive wastes and experiences of nuclear power plants (NPPs) in China are analyzed. After Fukushima nuclear accident, China insists on the safety-first principle, reviews its nuclear power development speed. Implementation of waste minimization strategy is an effective and important approach for nuclear power sustainable development.

Abstract: Taiwan has actively promoted the strategy of energy efficiency for all companies and organizations. The government has set a target of energy efficiency of 33% by 2025. This research applied DEA malmquist index to assess technical efficiency, and to reveal trends of productivity change in Taiwan energy companies. The DEA malmquist index is a distinguished research method using to measures productivity change over time period. The proposed method can be decomposed into two components, technical change and technological change. A panel data was collected from Taiwan Stock Exchange Market recorded 2008-2011. The research was illustrated with financial data of selected companies, and their productivity was carefully analyzed. The empirical results showed that the technical efficiency of five energy companies performed efficiently with the highest score of 1.000. An average technical efficiency score was pretty high with 0.938. Moreover, trend in productivity change regressed due lack of technological improvement.

Abstract: The fuel ethanol industry has been in rapid development in recent years with the US as a leading force, which consumes large amount of corn. In order to assess the impact of corn-ethanol production on global corn price, a VAR model is used in this paper. By impulse responses analysis and variance decomposition analysis the direct impact of corn-ethanol production on global corn price and its relative importance compared with other external factors are proved. The results show that increasing amount of corn used for US ethanol production leads to rapid increases of global corn price when the corn production is steady. The proportion of corn used for ethanol production among total corn production in the US plays an important role in affecting global corn price among all external factors, and the significance of its impact will enhance in the long run. The fuel ethanol industry should turn to non-grain materials in the future to keep the global corn price steady and guarantee global food security, and it’s necessary for all fuel ethanol producers to take action.

Abstract: The distributed energy policies and regulations in China have been lagged for a long time, which is seriously blocking further development of distributed energy. The current rule-system has such problems as follows: firstly it lacks a systematically-planed strategies and development blue print, secondly the current rules are all just ideal principles without practical solutions, thirdly the positive preferential policies are absent, and finally the unified standard for the electric power integration is needed. There are four principles be obeyed to improve the rule-system: consideration of everything, balancing of everything, systematic management and consistency with science. Basing on these principles, we should establish a systematic plan, a perfect integration mechanism, a price mechanism and series of stable incentive policies for distributed energy in order to reach the goal.
