Abstract: On-off of the standby system is an important factor that influences the performance of the production system. A dual threshold control strategy based on the on-off control of the standby system is proposed for the optimal control of the two-stage production system for which the last stage has stochastic production capacity. A control parameters optimization model is built with the objective of minimizing the total production cost, and a genetic algorithm is adopted to resolve the optimization problem. Finally, an example is taken to validate the effectiveness of the proposed dual threshold control strategy and the parameter optimization algorithm.

The Selection of Agile Development's Effort Estimation Factors Based on Principal Component Analysis
Abstract: Software development managers could improve the quality of software products through controlling the development time and budget in software development process by using software effort estimation. But until now, there have not effective methods estimating effort for agile development. In this paper, the author extracts agile development data from thousands of projects data provided by ISBSG DATA Release 11, and analyze agile development data using the method of principal component analysis. Finally, the paper gets out the set of agile development factor affecting effort estimation.

Abstract: T Vehicle scheduling for personnel evacuation plays a significant role in disaster rescue. However, current vehicle scheduling methods do not meet the needs of emergency response in disaster rescue. This paper proposes a rapid vehicle scheduling method to evacuate the crowd and reduce losses in an emergent situation. We construct a specific model for vehicle scheduling problem in disaster rescue firstly, and then put forward a heuristic algorithm to solve this problem. An empirical example is used to evaluate the effectiveness of the method. Scheduling and evacuation data are computed in real-time and considerations about dangerous zones of different dangerous levels are also included in this method. The characteristics of the method make it more suitable in actual emergency rescue.

Abstract: This study proposes the design method of a PLC-based laboratory intelligent management system. The proposed system presents an integration of various technologies, including fingerprint recognition, touch screen interaction, wireless coded remote control, computer software, hardware control, and software management. The practical application of the proposed system demonstrates certain advantages, such as easy installation, reliable operation, and convenient information preservation, processing, and inquiry. The proposed system can significantly improve the modern management level of university laboratories.

Analysis and Suggestions for the Development of Vehicle Ro-Ro Transportation in the Chuanjiang River
Abstract: The Truck Ro-Ro transportation in the Chuanjiang river, following its first10 years' rapid development, is facing the external competition from coastal expressway and railway freight transportation and experiencing the internal challenge of changing the shipping modes. Ro-Ro transportation enterprises should take full advantage of the macro policy of the overall scheme of Yangtze river gold waterway construction during the 10th five-year period and grasp the opportunity to make further research on the shipping modes and the scientific distribution of transport capacity of Ro-Ro ships so as to make the transformation of transport mods in time and promote its sustainable development.

Abstract: At the present time, the Dow Chemical Fire and Explosion Index (F&EI) is a kind of risk index evaluation method that is comprehensively used in evaluating potential hazard, area of exposure, expected losses in case of fire and explosion, etc. As the research object to oil depot storage tank area, this article ultimately confirms establishing appropriate pattern of process unit as well as reasonable safety precautions compensating method, in order to insure the reasonableness of evaluating result, by means of selecting process unit, confirming material factor and compensating safety precautions, using F&EI method. This can provide the basis for theoretical ground in aspect of oil depot development and safety production management.

Abstract: The paper studies the safety condition of cell phone using to provide data and support for preventive measures to be made. The places with dense population such as stations and supermarkets are where the investigation is made, in which 682 cell phone users were investigated. Statistics is used to do the analysis (χ2 to inspect, P < 0.05 to show significant difference). The results of investigation show that (1) 10.7% of informants have no awareness of risks of cell phone charging. (2) 9.68% people use non original batteries or chargers and is especially serious with elder people (χ2=11.3526, P<0.05). (3) 97.8% people have overcharged up their batteries no matter they are well or poorly educated (χ2=1.5346 P >0.05). (4) Only 7.77% people use private sockets, with no relation to education level, age and gender (χ2=1.5346, χ2=1.0892, χ2=1.5346, all P >0.05). Conclusion: People have low awareness of safety use of cell phone and propagation and education should be strengthened.

Abstract: With the development of economic globalization and the rise of knowledge-based economy, human capital as the knowledge and skills of the carrier for the contribution of economic development has been more than other material capital, the competition between the enterprises also change correspondingly to talented person's competition, therefore, human capital has become the strategic resource of enterprise compete. However, human capital is different from other physical capital is the property that makes enterprise on the human capital investment is possessed of the potential huge risk. For enterprise speaking, how to identify, evaluate and prevent human capital investment risk to become the enterprise manpower management the important content in the work, has become the key to business success or failure. Therefore, further, thoroughly studies the enterprise human capital investment risk related theory is of great theoretical significance and practical significance. In this paper, we investigate the group decision making problems for evaluating the risk early-warning for enterprises investment project based on the grey relational analysis model with interval-valued intuitionistic fuzzy information. A modified GRA analysis method is proposed. Then, based on the traditional concept of GRA method, calculation steps for solving interval-valued intuitionistic fuzzy group decision-making problems are given. Finally, an illustrative example for evaluating the risk early-warning for enterprises investment project is given.

Abstract: The fuzzy ball drilling fluids have been developed on the basis of the circulation foam and Aphron to control lost circulation effectively. There are some difficulties in drilling U-type well, such as well-bore stability, cutting carrying problem, large torque and friction at the horizontal section, and formation damage to coal-bed. The objective of this paper was to show some applications of fuzzy ball drilling fluids on U-type wells of the Ordos Basin and prove the superiority of fuzzy ball drilling fluid in CBM drilling. To the three mentioned cases, the density of fuzzy ball drilling fluid was 0.90~1.18g/cm3, the funnel viscosity was 45~72s, the dynamic shear force was 12~19 Pa, the PV was 13~19mPa·s and the pH was ranged from 7 to 9. To use the fuzzy ball drilling fluids, the average ROP increased above 10% with no borehole complexity, such as stuck pipe, hole enlargement causing poor cleaning and etc. These cases reflected excellent properties of the fuzzy ball drilling fluids including effectively sealing, good carrying and suspension ability, formation damage control and compatible weighted by inert materials. Furthermore, the fuzzy ball drilling fluids will not affect BHA tools like motors and MWD in CBM drilling.

Abstract: The objective of this study is to analyze the crash frequency by collision type at freeway diverge areas. Three major collision types were identified in this study including rear-end, sideswipe and angle collisions. We compared the crash counts and crash rates by collision type between exit ramp. The data analysis results show that exit ramps with lane-balance design have lower crash frequency and crash rate of rear-end collisions than those not lane-balanced.
