Abstract: Ship-To-Ship (STS) crude oil transfer at sea is an operation where crude oil is transferred between seagoing ships moored alongside each other. Due to the complex sea conditions and the poorer lightering facilities compared with the port operations, the risk of oil spill is higher. This paper analyzes the existing regulatory systems for STS crude oil transfer in China and identified areas for improvements. An intelligent regulatory system for STS crude oil transfer at sea is proposed based on the cutting-edge technologies of the Internet of Things, which aims to improve the management quality of STS crude oil transfer at sea and effectively reduce possible losses caused by accidents.

Abstract: In order to analyze the factors those influence the intelligence utilization of college students serving in rural areas and to provide appropriate recommendations. By investigating the needs of college students in Wuhan Province through questionnaire and personal interviews, the results show that college-graduates play a pivotal role in the construction of rural culture and economy in China, but they would like to concern their own interests such as the wage, the geographical choice and the like. Government should start with some objective factors when they employ college students to rural areas, especially to the less developed regions in western .The policy also should combine with the actual situation and emphasize on the specific characteristics to enhance the attractiveness.

Abstract: This paper analyzes the advantages and disadvantages of the two free float definitions and two safety float in CPM network. For free float, Definition1 is put emphasis on without affecting the immediate succeeding activities; no matter the immediate succeeding activities are dummy activities or real ones, therefore the responding calculation method is simple and regularity. However, the definition1 may not meet the demand of optimization. While definition 2 can satisfy the demand of optimization, for it focus on without delaying the successor activities, except the successor dummy activities. But the calculate method of definition 2 is difficult. The situation is similar to safety float. This paper introduces the new concept of composite free float and composite safety float, absorbing the advantage of two definitions and conquering the disadvantages. So that the new concept not only easy to calculate but also convenient to apply in optimization.

Abstract: In this paper three-rubber compression packers are regard as study objects, hyper-elastic constitution equation Yeoh has been used, the ANSYS mechanical model of packer rubber has been established by ANSYS software, the influence of axial setting force and frictional coefficient on the contact stress of packer rubber has been analyzed. The research results indicate that with the increasing of setting force, the axial compression amount and Von Mises stress increase; with the increasing of frictional coefficient between rubber and casing, the Von Mises stress of the intermediate rubber decreases slowly.

Abstract: Aiming to the problems of low precision using traditional response surface method for structural reliability analysis with high nonlinear implicit performance function, Gaussian process regression (GPR) model reconstructing response surface was hybridized into the checking design point method for solving the reliability. Then, an iterative algorithm is presented to reduce the errors of GPR response surface self-adaptively. Thus, a new method namely Gaussian process based response surface for reliability analysis of suspension bridge was proposed. The research results show that the proposed method is feasible. The proposed method has advantages of high efficiency and excellent adaptability for reliability analysis of the complex structural such as suspension bridge.

Abstract: ANSYS is applied to establish finite element model of steel rods with different slenderness ratio (50-250) and differernt node connectivity ([-shaped gusset plate, U-shaped gusset plate, cross-gusset and flange). Modal analysis is used to obtain the first-order natural frequency and VIV formula is used to obtain the first-order critical wind speed of steel rods. Contrasting the simulation value with the corresponding value given by the specification, the results show that there is a great difference between the first-order critical wind speed of most steel rods and the corresponding value given by the specification.

Abstract: Analysis of the current situation of regional talent cooperation with the development of Beijing is carried out, with the development of Beijing-Tianjin-Hebei region integration as the background. It turns out that the Hebei province is obviously in inferior position in regional talents co-operation.
