The paper presents research on algorithm of video on demand scheduling by protocol of video on demand and multimedia encoding technology.

Abstract: Natural disasters often cause damages in different degrees to the road network, the topology analysis for the damaged road network has become more valuable and meaningful. In this paper, several key technologies to establish topological structures of the damaged road network based on MapX are discussed. On the base, an algorithm for finding the shortest path in the damaged road network is presented. At last, a brief conclusion as well as the expectation for the further study is made. This algorithm has been well applied in the Decision-making Analysis System for Highway Transportation, and the probation shows that it is faster and more flexible in the practical application.

Abstract: Information processing is of essential importance for an effective financial early warning model. In order to design the model of financial early warning for listed companies, we selected the 120 listed companies as research samples, chose the necessary information and relatively financial indexes and detected them by K-S normality test, then separately analyzed the results by One-Sample T test and Nonparametric Test. Through the discriminant analysis to the correlation analysis, we can identify the independent variables of logistic analysis, introduce in the quadratic term and cross term for logistic regression analysis. Applied the model in financial crisis prediction of the listed companies in China, the empirical results indicate that the prediction accuracy is 87.4%. The model from relatively information and financial index provides a kind of early warning method, which is simple practicable and scientific, for estimating the business status of a company.

Abstract: Today, since diabetes has become one of the killers that threat human health, the full use of advanced mobile Internet technology to achieve the real-time information exchanged between medical institutions, doctors and patients, improve the efficiency of rehabilitation is a priority task for the research workers. In view of this, the project focuses on analyzing the functional requirement of each link in the whole process which includes medical institutions, doctors, diabetes disease prevention, treatment, rehabilitation and management and so on. Based on the mobile Internet, we do some systematic design for diabetes rehabilitation, treatment and management and carry on the detailed design and program implementation code for mobile client reception, Web site, data acquisition and transmission, user rights management, and background database. The system can realize the functions of disease data collection, transmission, analysis, feedback, user privilege management, rights query and management, and some other features. This topic provides different platforms and services for different users and business requirements.

Abstract: Automatic dependent surveillance-broadcast (ADS-B) is a totally new surveillance method, so before practically applied and operated in China, abundant tests and evaluations are necessary to validate the performance of ADS-B and guarantee the operational security. To solve the asynchronous problem among radar data, ADS-B data and real-time kinematic (RTK) data caused by different update rates, this paper proposes the technique of synchronizing multi-surveillance data by extrapolating from the data of low update rate to high update rate according to velocity and heading. Meanwhile, because radar data, ADS-B data and RTK data are expressed in different coordinates and cannot be compared each other, this article provides a method to unifying the coordinates of multi-surveillance data. By the analysis and evaluation, we can conclude that the performance of ADS-B is better than radar. Addtionally, the paper makes focus study on the position quality indicator and the encoding rules, and puts forward the conversion between the different rules. The paper provides the technical guide for the manufacturers and the airlines.

Abstract: Clustering result is easily influenced by the initial clustering centers in the K-means algorithm,an improved algorithm about initial clustering centers selection is presented.The algorithm finds the maximun Euclidean distance of cluster firstly,and then makes the cluster to split by used two data objects which have the maximum distance as new clustering centers,repeat the above steps until the specified number of clustering centers are obtained.Compared to the original algorithm,the improved algorithm can solve the problem of the instability of clustering effect generated by randomness, and its time complexity was also decreased.

Abstract: Random-dot stereograms were used as stimuli to investigate the perception of stereopsis in fovea field. The response of every subject was recorded in different positions in the fovea field: upper, lower, left, right field and with different eccentricities of 1.39º, 1.93º, 2.48º, 3.02º, 3.57º. The results showed that reaction times increased with increasing eccentricities wherever the disparity zone was presented relative to the fixation point. No significant differences were found between reaction times to the upper and lower visual fields. And there were no significant differences between left and right visual field. But there were marked superiorities for reaction times between upper and right field at all eccentricities.

Abstract: It is so important to monitor Internet public opinions based on micro-blog in universities that universities are able to grasp public opinion trends comprehensively and to make correct guidance of public opinion timely. In this paper, we propose a monitoring platform of micro-blog public opinions via combining artificial participation with computer technologies. The technologies of search engine and date mining are applied to this platform including topic detection and tracking, hotspot detection and emotional tendency analysis to mine and monitor micro-blog public opinion automatically. This platform is able to make full use of the advantages of the professional group of micro-blog public opinion monitoring to increase the effectiveness and efficiency of monitoring and guidance work of micro-blog Internet public opinions in universities.

Abstract: This paper presents an E-learning web site of technician certificate setting up. With the rapid development of education informationization in Taiwan and the wide spread of specialization of teachers, educational technology ability is becoming a basic requirement. In this case, the traditional educational technology training model can no longer meet the demand for professional development of teachers. To increase the on-line learning interactivities and real time feedbacks, Hyper Text Markup Language (HTML) could be used to implement web pages. E-learning web site can combine multimedia technology and allow users to review and practice the material at any place. Consequently, we build an E-learning web site of technician certificate for electronic elements soldering and taking apart. The proposed web site not only can provide the students to enhance their abilities by using the tool web site as a remedial teaching aid after school, but also can encourage them to have more interest in learning the questions’ answer for certificate exam.

Abstract: Under the circumstance of internet, it is undoubted a new way to train learners with applied technology benefits the development of learners’ linguistic learning in future. Therefore, both instructors and learners have necessity to master and share some skills and strategies language learning by means of applied technology. It is also essential that learners enhance their abilities to manage their time and instructors develop their abilities to control class with interesting activities.
