Abstract: Complying with the situation of ecological civilization construction in our country, carbon trade is the inevitable trend of world economic development. The core of the carbon trade is the pricing of the carbon emission rights. The pricing process of carbon emission rights is ambiguity, uncertainty and complexity, so it is more reasonable and scientific to put forward the carbon emission rights pricing model by combining the fuzzy recognition model with the highest price and the lowest price of carbon emission rights price. Then, the model is applied to predict the price of China's carbon emission in 2014 year. The result shows that the price is consistent with the forecasting prices of the international carbon trade market in the same point, which can provide some reference to the setting of the pricing of domestic carbon emission quotas in secondary market in the future.

Abstract: Energy consumption structure optimum is gradually discussed in recent literatures. Based on hierarchical clustering of optimally close to content demand of data group mine and analysis, industrial sectors layout on carbon emission intensity is researched. Computed carbon emission drawn support from IPCC methodological framework, formed carbon emission intensities of emissions divided by sectors GDP respectively, and transformed calculated figures into CDF of the continuous uniform distribution to cultivate the standardized data. Resulting of the case presents that there are two categories with types of v and inversed v after mining and analyzing 37 industrial sectors data in 2006-2011. Findings are that 39% annual max paired difference of emission intensities is appeared, and the divergence of energy consumption structure is significantly obtained, which is conducive to the whole industrial distribution of low carbon policy-making.

Abstract: First of all, the importance of developing forest carbon sink is described. Then industrial policies are suggested including identification criteria and entry policy of carbon-sink forest, and property right definition and benefit allocation. Meanwhile fiscal policies also can be used, such as deposit of ecological environment restoration, coal sustainable development Fund, tax policies, carbon finance and carbon futures.

Abstract: In recent years,the contradiction between social development and ecological environmental protection has increased sharply, especially as demands for ecological forestry construction have become ever greater. As one of the important ways to promote ecological environment construction, ecological forestry encourages soil and water conservation, biodiversity conservation and ecological environmental protection. Adequate funding in the construction of ecological forests and stable financing channels are the main factors that ensure the smooth development of ecological environmental construction. This paper describes the present situation for ecological environmental construction and ecological forestry. It analyzes the existing ecological forestry financing sources and channels and summarizes the successful experience of domestic and international lotteries. The ecological forestry financing channel is singular and inadequate funding is restricting the development of ecological environment construction. Active identification of new, stable financing channels is conducive to resolving the funding gap problem. An ecological lottery is suggested as a new type of ecological public welfare fund that has practical necessity and theoretical feasibility.

Abstract: Assuming in the perfectly competitive market, using the optimal control theory and making the social welfare as the maximization target, the paper studies on environment cost which impacts the optimal extraction path of exhaustible resource. The special case result shows that: the time of optimal exhaustion increases with the addition of marginal environmental cost, the price has negative linear correlation with the marginal environmental cost, and the optimal extraction has positive linear correlation with the marginal environmental cost.

Abstract: This paper explores the realization of corporate environment responsibility (CER) by legal system. The corporate production and management have an important effect on environmental problems, but it is difficult for enterprises themselves to carry out environmental responsibility. By the analysis of China's legal system concerned and the status quo of CER, it can be concluded that the realization of CER should be guaranteed by the arrangement and implementation of a series of legal systems, at least including implementing the Green Market Access system, improving the Corporate Environmental Information Disclosure system, propelling the Cleaner Production system, enforcing the Environmental Labeling system and establishing the Emission Trading system.

Abstract: Scientific development concept and governance theory together constitute the theoretical support for the network mode of Chinese environmental disaster governance. Using the method of governance theory, in democratization and information era, network governance model has unparalleled advantages. The governments environmental disaster governance awareness and ability are key variables to other governance bodies. Enterprises should implement the legal system of the state environmental protection laws effectively, accept initiatively supervisions from the government environmental institutions, environmental organizations, the media and public, and assume the economic and ecological responsibility positively. The environmental organizations should vigorously publicize the environmental protection knowledge, recruit and train volunteers and directly involve in the environment protection action. The media should expose and criticize the damage behaviors. The public should safeguard their environment rights actively.

Abstract: The leaf temperature and humidity in different habitat leaves of Lilium regale were measured by using a chlorophyll meter (SPAD-502; Minolta, Tokyo, Japan) ,then the nonparametric test of the SPSS21.0 was carried out and the results were obtained as follows: (1) Differences for the temperature and humidity in different plant leaves of Lilium regale were not necessarily remarkable. (2) But, apparent differences in them were found in 10 habitats.

Abstract: With the prominence of energy crisis and environmental pollution problem, low carbon energy technology innovation is becoming the key of global economy sustainable development. But, for the particularity of technology, the low carbon energy technology innovation has enormous risk. Therefore proportion of low carbon energy technology innovation risk through social channels slowly becomes the crux to promoting the development of low carbon energy technology innovation. As the core subjects in risk proportion of technological innovation, enterprises and social risk-sharing organizations all start to select and adjust their strategy in exploration and trial and error and to seek equilibrium point of interest, thus form a dynamic game process. In this paper, the premise of bounded rationality assumptions of evolutionary game theory has been used as an analytical tool to construct evolutionary game model of social proportion of technological innovation risk, and thus to the stability analysis for both the main strategy of evolution. Results of the evolutionary game analysis show that the participation of a third promoting force play a decisive role in the operation and development of social proportion system of technological innovation risk, thus this paper raised conceptions and recommendations for the government that they should take part in the risk prevention system of low carbon energy technology innovation as a conductor and coordinator.

Abstract: With Chinas reform and opening up, the third sector which has universally grown up during the 1980s started to spread into China. Chinese environmental protection NGO is still at starting level although China possesses kinds of environmental protection NGO including official environmental organizations, the international environmental protection NGO institutions, grassroots environmental NGO, school environmental clubs and other forms of environmental NGO. Since we do not have mature democracy and free market economy in China, it is not a good choice to join in the environmental protection NGO for those Chinese citizens who hope to improve the situation of the environment through actions. A 3-5-person non-governmental micro environmental protection NGO will have more powerful efficiency, vitality and creativity because it can avoid defects such as inheritance, legitimacy and energy dispersion. The future of Chinese environmental protection consists in the citizens awareness of building the micro grass-root environmental protection NGO.
