Abstract: In Italy, during the last few years (2008-2013), the processes of land development have stalled due to the economic and political situation of the Country. The lack of public resources available to enable the above mentioned processes, as well as a complex and incomplete legislative and regulatory framework are the main causes of the crisis affecting the construction industry. This industry, which has always assured a turnover of 20% of Gross Domestic Product (GDP), should be revived through the development of public-private partnerships (PPP). This paper shows a working model of participatory management, based on PPP, which meets the purpose of supporting public administrations (PA) in a more efficient management of their lands development processes. The proposed model, inspired by the urban management experience developed in the city of Ladispoli (a best practise example), is based on European and International procedural and evaluation models. The models aim is to achieve public-interest objectives, within an articulated development initiative, based on a complex planning vision that involves a plurality of purposes, interventions, actors.

Abstract: There is an important topic of environmental protection optimization of higher education complexes. The relevance of this article is not in doubt because nowadays, environmental issues in urban environment of Moscow have special urgency. The author has conducted solid efforts and has proposed interesting solutions for a significant improvement of related area.

Abstract: This paper constructs the evaluation index system of sustainable development level of the city，using TOPSIS method and cluster analysis to quantitative research for sustainability development level. The calculation result shows that the sustainable development level of Xi’an is 0.55456, in 2011, which is the highest one than the former ones, such as 1999 in Kungming and 2006 in Shenyang. From the longitudinal comparison, influence on the sustainable development of the world horticultural exposition for Xi'an is the best. And from the horizontal contrast, the result is as the same.

Abstract: The evaluation of the rural infrastructure construction is the premise and foundation of its decision-making. In order to promote the integration and common prosperity of urban and rural development, gradually narrowing the gap between urban and rural areas, and improve the efficiency of the new socialist rural infrastructure construction, this paper analyzed the characteristics of rural infrastructure construction of Shaanxi province based on a large number of visiting to research and classified the rural infrastructure construction of Shaanxi. In the end of the paper, it proposed the Gray-AHP evaluation methods of rural infrastructure construction ,which will play a guiding role for rural infrastructure construction of Shaanxi province in future.

Abstract: Currently, more and more residential district have built the underground parking and created more water and green space use the ground. The environment has been improved. This paper analyzed the microclimate of two planning programs use the microclimate fluid dynamics simulation software Envi-met, that one is have been made the underground parking planning, the other one is haven't. The results include microclimate parameters air quality parameters (the distribution of CO₂) and the outdoor thermal comfort parameters (mean radiant temperature). By comparing the results of the two programs, this paper quantitative analyzed the influence and benefits of the underground parking to the microclimate in residential quarter.

Abstract: This paper analyses the present distribution and adjustment trend of large and medium industrial enterprises in Nantong urban area, according to the general theory of world urban industrial distribution adjustment, using statistical yearbooks combined with sampling survey on the spots, based on spatial analysis technology. Results show that the urban industrial distribution in Nantong is more dispersed, and the Chongchuan District which including the old city still accounts for a large proportion. The layout of the industrial enterprises in the old urban area of Nantong shows a pattern which main along the traffic lines, and with a relatively low proportion along the Yangtze River. Thus, it should be combined with the development of function orientation of each urban districts and the interaction of port and city, and should greatly develop the port industries.

Abstract: It is known to a lot of people that the great superiority of Tai’an lies in Mount Tai which is very famous both in China and in the world. Every year it attracts a great number of tourists all over the world, which helps to develop Tai’an’s economy. So Tai’an Municipal Party Committee and Tai’an Municipal Government have put forward the developing objective of “building great Mount Tai, opening up a big market, developing great tourism and constructing great business[1].” As we know, environmental protection and construction are also very important for the tourist, economic and social development [2]. In this paper, combined with the reality of Tai’an City, the authors analyze the existing problems of its development and put forward many concrete suggestions which will be helpful to realize the above objective.

Abstract: In the context of regional industrial transfer, industrial park makes critical contributions to economic development of urban fringe as the main vector of industrial transfer. For some particularity of the development of this region, it needs for comprehensive study on industry selection and spatial layout. So on the basis of the analysis of industrial park development stage and characteristics in urban fringe, the paper which takes Jixian industrial base of Fengdong new town for example to get the relationship between industry selection and spatial layout of urban fringe industrial park aims at guiding rational construction in the region.

Abstract: The article is devoted to the questions of the intermodal transport hubs (ITH) siting on the example of Moscow agglomeration. Big variety of ITH types forming a transport system on the agglomeration territory, proposes to use the territorial principle in determining the main directions of system development, in accordance with the purposes and objectives of the functioning of the ITH in each zone. Also in the article discusses the issues of park-and-Ride facilitiy as an important part of each ITH.

Abstract: Neijiang city was taken as the research area. Based on the loosening linking between GIS and CA model, this paper construct a model for dynamic process of urban landscape pattern and predict it by the model. The results show that: (1) The CA model can simulate the dynamic process of landscape pattern for Neijiang City; (2) According to the different research focuses, criteria for the classification of landscape types should be different; (3) The best scale grid for Neijiang City is 60m ×60m; (4) 2. 875 calculate circles reflect 1 year time passed.
