Abstract: In 2009, the state offered relevant resolutions to build Shanghai into an international shipping center with global shipping resources allocation capacity, which gave fresh impetus to the development of Shanghai shipping center and have helped Shanghai rank the 2010 world 1st in container handling capacity. This paper will estimate the efficiency of Shanghai shipping industry from 2000 to 2010 using data envelopment analysis (DEA) and then evaluate Shanghai shipping center construction objectively and comprehensively through against cross-evaluation analysis and super-efficiency analysis. The results show that they are all technologically effective except the years of 2007 and 2008. Among technically effective years, the article concludes that the year 2009 was the optimal one through against cross-evaluation analysis whose experience is worth popularizing. The conclusion reveals that in future development of Shanghai shipping center, the government-led center development system should be transformed while paying more attention to promote the development of shipping information technology, high-end shipping services and shipping-related talent.

Abstract: It rains rarely in the northwest of arid and semi-arid regions. The roadbed is not saturated and the internal moisture changes dynamically. The moisture content of the roadbed has a great influence on the roadbed strength significantly. The roadbed moisture status is the key factor to design and evaluate the bearing capacity of the subgrade bed. Model test in the research was used in the research. The self-developed subgrade bed dynamic moisture model test is introduced. The precipitation intensity, the rain interval, the subgrade bed compaction and other factors on the impact of moisture were considered. Studies have shown that embankment slope measuring point reaches saturation after the precipitation firstly. The roadbed internal parts and the downwards parts are followed then. The water content of each measuring point rises firstly and then shows a stable trend. The subgrade bed moisture lags seriously. It does not change for a long time after raining. And with the changing, it would not restore to normal level in a long time. The slope permeability coefficient and permeability coefficient of silty clay was got, which is useful for engineering applications and numerical experiments.

Abstract: Traffic Impact Assessment focuses on analysis and evaluation of the traffic flow generated by the proposed project impact on the road network in the future, through comparing the sections,intersection and other transportation infrastructure indexes such as traffic flow and road vehicle capacity, evaluate whether the traffic system can meet the increased traffic demand. In this paper, make the delay time and the road saturation as the evaluation index, studies the influence scope of the key signal intersection service level, in order to assess the impact of new projects on the signalized intersection. Cited Haikou province Hongzhou center as an example, based on the investigation of the traffic flow, calculate the time delay and road saturation to analyze the service level.

Abstract: With the rapid development of economy, the city scale expands unceasingly. Some problem reveals gradually, such as the traffic congestion and declining air quality. The low carbon city, the concept of low-carbon transport becomes hotspot of urban construction gradually. Correlational study of slow traffic system from the low-carbon perspective has been reviewed. Taking Songhua River Summer Resort City master planning (2012-2030) as the foundation, based on low carbon, the paper analyzes slow traffic system planning of Summer Resort City, and conclude the problem. Based on low carbon, optimization strategies of slow traffic system have been proposed. It provides advice to low-carbon emission reduction and effective and efficient development of city road system planning.

Abstract: The allocation of professional oil recovery ships plays a very important role in the constriction of oil spill response capabilities. In this paper, a Fuzzy c means method is used to determine groups of terminals so that professional oil recovery ships can be allocated to optimally serve terminals within a group. The application of the method has been illustrated using Zhoushan Port Area as an example, and optimal allocation of professional oil recovery ships in Zhoushan port area was proposed.

Abstract: In recent years, with the rapid development of petroleum, chemical and energy industry around the Yangtze River, the variety and quantity transportation of dangerous chemicals has also dramatically increased through Yangtze River. This paper applies fault tree analysis method of specific LPG to obtain problems existing in the Yangtze river water transportation safety management and according to these series of problem, it puts forward some relevant management measures, hoping to minimum the possibility and damage of potential risk accident so as to the risk control measures more scientific, strict and meticulous.

Abstract: The energy conservation generating scheduling is a kind of important work to insist in the power system that thermal power plants dominate. In the paper, a mathematical optimization model was built aiming at reducing the fuel consumption in the thermal units load dispatch. Considering the unit operating constraints, a method for energy saving load dispatch was presented, which combines the dynamic unit commitment strategy with the harmony search algorithm. The method was applied to the scheduling problem in a regional power system. The results show that the method proposed is feasible and plays a significant role in energy conservation in the thermal power distribution.

Abstract: Based on the existing three mechanisms in the Carbon emission trading system, this paper proposes a hybrid carbon trading mechanism which is compatible with the characteristics of all the participants, analyzes the operation modes, benefits and risks of the power suppliers, builds a risk decision model for emission right trading according to the Financial Portfolio Theory, and gives its efficient frontier. This study provides not only theoretical supports for the power supplier’s effective management of emissions risks, but also expands the application scope of the risk management theory. Furthermore, this paper provides a reference for the government to establish an open carbon trading system.

Abstract: This paper based on ecological footprint model, by using 2001-2011 years of historical statistical data, calculated and dynamic analyzed the energy status of Tianjin. In the process of analysis, the use of energy ecological footprint represents energy consumption, the value of energy ecological footprint and energy ecological footprint intensity indicates energy productivity. The results showed that: During the study period, energy ecological footprint and the value of energy ecological footprint showed an increasing trend, energy ecological footprint intensity is on the decline. These suggests that energy productivity enhances unceasingly. But due to the rapid economic growth, energy consumption for the ecological environment pressure increased. Besides, coal-dominated energy consumption structure is not conducive to achieving sustainable development in Tianjin.

Abstract: EPC have an important role in promoting energy conservation and emission reduction in China. With the rapid development of the energy services industry, ESCOs faced with the problem how to make investment decisions about pricing and performance levels. This paper reference one monopoly pricing and performance level joint decision model into a single market, put forward the EPC price and performance level joint optimal decision model, and then solves it to obtain the optimal price and the best performance level. Lastly we take a numerical example to analyze Energy Service Companies (ESCOs) how to choose the performance level to obtain maximal profit. Result show that price sensitivity and performance level sensitivity of demand have an impact on the performance level choosing ; the highest rate of return on investment and maximum profit could be obtain at a lower performance level.
