Abstract: Thermal power enterprises are not only a major energy consumer, but also a significant emission source of sulfur dioxide (SO2) and nitrogen oxides (NOx). Due to the imbalance between costs and benefits, thermal power enterprises in China are not very active in energy conservation and emission reduction. Therefore, it is imperative to establish a market mechanism and enact more incentive policies related to energy conservation and emission reduction for the thermal power enterprises. The paper summarizes the policies for energy conservation and emission reduction in the thermal power enterprises. Also, based on a few leading indicators, the paper analyzes the progress that China has made during the 11th Five-Year-Plan period. Finally, some suggestions for future work are provided.

Abstract: With the development of low-carbon economy, it is necessary to explore the relationship between energy consumption, carbon emissions and the economic growth correctly. In this paper, the VAR model was proposed with analyzing the relationship between the three factories through pulse response graph. Through the empirical investigation, the result shows: increasing energy consumption can promote economic growth, while the increasing consumption will also raise emissions of carbon. However, the emissions of carbon have negative effect on economic growth. Therefore, we must correctly handle the relationship between the three factories. Thus, it offers the best way to develop the economic in this paper is to develop the low carbon economy.

Abstract: Development of green building by increased costs, government policies, and many other factors, there are many markets failure for externality. Analysis the external characteristics of the green building by using externality. By theoretical analysis, pointed out the important role of government policies on the external characteristics of the green building. In this paper, the economic compensation mechanism principle is used to solve problems of green building promotion. The research has important theoretical significance.

Abstract: An investigation into gas heating costs of the Garden District residents in the 2010-2011 winter,obtained accurate data of separate household gas heating, and the data were analyzed in order to fully understand district heating costs in energy saving buildings, which provided the basis for household gas heating applications.

Abstract: The China construction industry accounts for about 30% of total energy consumption, a high proportion of the energy consumed, which causes a large amount of emissions of greenhouse gas. This paper takes a look at the China national standard GB50189-2005, Design Standard for Energy Efficiency of Public Buildings, the ASHRAE90.1 of US and the part L of UK, and then compares the similarities and differences between the three design standards. At the end, relevant suggestion to tackle these weaknesses for long-term energy efficiency development in public buildings are proposed in this paper.

Abstract: Governments and scientists are concerned about the negative impacts of climate change on humanity in the foreseeable future, especially for the city sustainable development. Smart Grid is an important infrastructure service for developing the energy efficiency and low carbon society. The reliability and efficiency of our electrical grid can be enhanced by implementing smart grid technology; however this would require modifications to the current electrical system. The objective of this paper is to find out the innovation strategy for future smart grid by investigate, analyze and evaluate the related technologies and competitive information of different nations and industries. We presented the key information about smart grid development in the world. We also proposed four practical smart grid innovation strategies and innovation model for smart-green city policy making, construction and administration.

Abstract: As the biggest carbon emitters, the power industry is the primary object to reduce its emissions. The construction of power industry carbon emissions of regional initial allocation model can make the development of power industry meets the new requirements of reducing the carbon emission, which has important theoretical significance and practical value. The index system of carbon emissions permits regional allocation was established, which included 5 factors-economy, technology, policy, carbon emissions and energy efficiency. Based on the projection method, considered the characteristics of multiple-goal of carbon emission permits allocation and precision of index value, the projection interval multi-objective allocation method was put forward. East China carbon emission allocation in power industry was taken as an example. The result shows that the model can be more rational, scientific to provide a theoretical reference for regional allocation of electric carbon emissions.

Abstract: Based on the research review about enterprises' participation in energy-saving activities' influential factors, we defined the motivation mechanism of enterprises' participation in energy-saving activities. Decision Preference, goal, pressure, energy efficiency, dissemination and diffusion, government supports and other influential factors were analyzed. In this paper, through the establishment of assumptions, a variable interacted motivation mechanism linear time-invariant system was built and the stability of the system was analyzed. Finally, we proposed the motivations of enterprises' participation in energy-saving activities and the interactions among influencing factors.

Abstract: The sewage treatment industry intensively consumes energy, which results in high operating costs and aggravates the energy crisis in China to a certain extent. Therefore, the study of the energy consumption and conservation of sewage treatment processes is of high realistic significance. Domestic and overseas sewage treatment processes, their current status of energy consumption and energy audit, as well as the trend of sewage treatment processes and their energy conservation are explored to obtain theoretical enlightenment on the energy conservation, emission reduction, and sewage treatment recycling in China. The results show that the activated sludge process is mainly used in Chinese sewage treatment plants. The average energy consumption of all sewage treatments is 0.30 kWh/m3 in China. CASS achieved the lowest amount of average energy consumption at 0.24 kWh/m3. SBR obtained the largest energy consumption of 0.36 kWh/m3. The energy consumption is 0.06 kWh/m3 for sewage lifting, 0.178 kWh/m3 for sewage treatment, and 0.028 kWh/m3 for sludge treatment in China.
