Abstract: This paper is focused on problems of power network equilibrium model construction and corresponding emission trading policy. Based on super network theory, we establish a supply chain network for power market with three levels of decision makers, which are power plants, power suppliers and demand markets. We establish the finite-dimensional variational inequality formulation, then, derive the competition equilibrium conditions and optimality conditions. We assume that there are several types of power plants, and the initial license are allocated freely to all power plants. We find that the total amount of pollution will not exceed the total amount of emission permits.

Abstract: The electricity consumption by modern data center and data servers has significantly increased in recent year and continues to have this dramatic increase trend. Meanwhile, more and more modern power grids have adopted dynamic pricing electricity supply model. When a data center or data server is equipped with temporary power storage devices such as a battery, it is feasible and important to study how to schedule power supply to reduce the overall power consumption cost. In this paper, we present a dynamic programming based scheduling strategy by considering the stochastic arrival nature of network load and characteristic of battery storage. We demonstrate the effectiveness of our approach using simulation based on real power price data and real-life network load data.

Abstract: This paper aimed at the confusing situation of industrial enterprises on the energy management. The author presented the optimization scheme based on the support vector machine to manager the energy consumption. Firstly, according to the historical data, using support vector machine method , energy consumption used in production was accurately predicted, secondly, The author established an optimal control strategy through the feedback correction and rolling optimization method, repeatedly correcting parameters, and supposing a optimum parameter algorithm to obtain the optimal production process, energy scheduling and emergency plan . at the same time ,it can control energy efficiency and cost. and achieves the goal of reducing energy consumption.

Abstract: This article investigates how the scale and structure of energy production influence on sustainable economic development in China. First and foremost, the relationship between energy production and economic development was discussed in theory, and a time-varying parameter state space model was established. Then an empirical study based on the annual data from 1981 to 2012 was carried out by using method of Kalman filter. The results indicate that both the increasing scale of energy production and the increasing proportion of new energy have a positive and significant influence on Chinese economic growth. Finally, the thesis draws a conclusion that, expanding the scale of energy production and optimizing the structure of energy production will significantly promote China's sustainable economic growth.

Abstract: The growing natural gas consumption asks for larger scale of pipelines and arouses criticism on separation pipelines business from national oil and gas monopoly companies in China. Through reviewing of Americas regulatory practices on access pricing policy in the gas pipeline industry and summarizing the evolution of access pricing theory on network economics, we conclude some suggestions on the reform process of Chinas pipeline access regulation policy by comparing and contrasting the industrial environments major differences between China and America. We emphasize the importance of executing non-discrimination access price policy in the spirit of Anti-Monopoly Law and indicate that simple separation isnt the most effective way to increase social welfare nowadays. Regulatory agency should prohibit abusing market power and decrease cost information asymmetric in cross-subsidy activity.

Abstract: With the rapid progress of socio-economy, the energy consumption is increasing rapidly. Due to the limitation of conventional natural gas resources, with the increase in the difficulty in the development, in order to realize the sustainable development of Chinese energy and guarantee the safety of energy supply, the exploration of unconventional natural gas resources should be enhanced. Based on the successful lessons from American policies on the development of unconventional gas, the existing policies and problems in China on the development of unconventional natural gas have been analyzed, mainly including such aspects as low market level on products price, deficient financial support, restraints from core development technologies, overlapping mineral rights between coal and coalbed methane (CBM), deficient investment in pipe network infrastructure, thus relative suggestions were brought up ----financial policies on the development should be improved, market price mechanism should be established, infrastructure construction of pipe net should be sped up, and technological research on the development should be enhanced.

Abstract: Shale gas holds great promise for a countrys economic development and energy independence, but also holds potential perils for the natural resources and the communities. Following the shale gas revolution in the US, China is in full swing to deploy its strategic plan for the shale gas. The Ministry of Land and Resources (MLR) has announced the legal status of shale gas as the 172th independent mining resource, and hosted two rounds of bidding for the commercial development of 23 shale gas blocks. The shale gas revolution seems to may happen in China as well. However, some great challenges exist during the shale gas extraction. One is the impact on water resources for shale gas production, unlike the US, water shortage has been a severe problem in China, hindering its economic development. The other one is that shale gas operations may induce environmental problems, such as accidental spills of flowback water, which contains toxic substances. Spills could have long-term cumulative effects on ecosystems, as with oil spills. This paper highlighted water resources challenges and policy vacuum facing in China. Although the U.S. shale gas experience can assist in identifying some potential issues that Chinese regulators and operators may encounter, policy decision on this issue should be based on risk assessment and regulation studies. For China, there is a long way to lay the groundwork for the shale gas revolution.

Abstract: In recent years, with the gradual establishment of the socialist legal system in China, the construction of legal system is tending toward perfection. But the actual operating effects of law enforcement are relatively not ideal. Social group disputes occurred frequently. In this paper, three typical litigation disputes between the state-owned coal enterprises and farmers caused by coal mining are taken as examples to elaborate the concrete practice process of the law in the litigation disputes. In order to explain the inner logic of legal practice in specific disputes, the external conditions, the internal mechanism and deep motivation in the disputes which influenced the legal practice process are analyzed. Finally its concluded that the consideration of legal effect and political power operation determines legal judgments in these litigation disputes, furthermore, explains legal practice process in specific disputes.

Abstract: With the application and promotion of large-scale biogas project, economic analysis and evaluation of large-scale biogas project are particularly important. However, the benefits of biogas project embodied in the economic, social, ecological, and many other aspects have dispersion, which leads to production decisions in a gray state and investment in conformity. In this paper, Great Northern Wilderness beef cattle industry in Heilongjiang province is taken as an example for large-scale biogas electricity generation project. The supply and demand of funds in project operation are analyzed quantitatively by using system dynamics theory so as to do study and perform optimal analysis comprehensively on the economics of biogas project, and to explore the effective scheme of improving the proportion of income against cost. This study can provide scientific guidance for evaluating the construction and operation of large and medium-scale biogas project objectively and lay a solid theoretical foundation for the commercial operation in biogas industry.
