Abstract: Our Government Made a Solemn Promise, which is our CO2 Emission of per-Unit GDP will be Reduced by 40%~45% in 2020 than that in 2005. with High Energy Consumption, Construction Industry Faces the Problem of how to Allocate the Right of CO2 Emission Reasonably for this Target. the Paper Takes the Construction Industry of Six Provinces and One City Located in East China as Objects of Study, Constructing a CO2 Emission Allocation Model Based on Average Total Profits, Historical Accumulated CO2 Emission and Energy Consumption per-Unit Industrial Added Value in Construction of Base Year. Meanwhile, in the Basis of Different Weight Coefficient of Three Indices, there Exists Four Preferring Cases of Equally Weighting, Capacity, Responsibly and Potential, Consequently, Four Groups of the CO2 Intensity Reduction Burden Statistics from Construction Industry of Regions in East China were Obtained, with Corresponding Analysis and Policy Recommendations such as Establishing Carbon Trading Mechanism to Coordinate the Efforts of all Quarters and Balance the Relationship between Environment and Development.

Abstract: The SH-A (Energy-saving enhanced denitrification carbon removal process)technology is high efficiency and energy saving. It replaces the nitrification liquor back, the operation is simple , the running cost is low . When the influent CODcr concentration is 2300 mol/L, NH4+-N concentration is 370 mol/L and phenol concentration is 130 mol/L, the all indicators of the effluent are up to the national integrated wastewater discharge standard (GB8978--1996 first-level).

Abstract: Based on these characteristics of dissolved oxygen control in sewage treatment aeration process, such as nonlinearity, large time delay in a timely manner and difficult to model accurately, this paper puts forward an intelligent control strategy of dissolved oxygen. First, according to feed water quality parameters and environmental factors, we build a rule-based multistage fuzzy controller to make intelligent dynamic dissolved oxygen value setting. Then the feedforward tracking and constant value control are proceed, according to error source and threshold we use fuzzy tracking, fuzzy PID separation control and compound control of the major and minor loop cascade control to stabilize the given value of dissolved oxygen. The system is fast and steady which is proved by simulation and experiment results.

Abstract: In this paper, an evaluation model is established to choose the best college coach. Taking times background into consideration, the whole previous century is divided into ten segments. Using the method of coefficient of variation and the subjective weighting method in each segment, objective and subjective weight of each basic evaluating factor are obtained respectively. Then based on modified T-test, we integrate them and get the comprehensive weights, which conduct the selection. Thus, one coach is chosen as a representative of each segment.

Abstract: With the boom of modern science and technology, computer and Internet have melted into human’s daily lives; also it has been affecting the traditional teaching modes. By means of computer and multi-media, the traditional English teaching instructions have altered dramatically. This paper mainly introduces what CAE is, the application of CAE in one of approaches to English writing instruction---process writing approach and its function on students’ writing abilities. A quasi-experimental research is designed in the quantitative part of the study including 12 weeks’ intervention. The procedures are pretest, writing instruction, posttest and data analysis. The result from this research indicates that the process approach by means of CAE in writing instruction is an effective approach to improve students’ writing interests and abilities.

Abstract: "Excellence Engineer education program" is an important move to promote the engineering education power in China. In most colleges, the implementation of “excellence Engineer education program” relies mainly on industrial basic training course (also known as metalworking practice) to improve the engineering quality of students. Students learn basic knowledge, theory, and skill in classroom, and fundamental industrial training course further allows students to develop problem solving capability in real world by offering fundamental engineering training. Technology advancement drives deeper technology specialization, requiring college students to develop higher level of engineering competence, including fundamental technology capability, fundamental engineering capability, and creativity. This article draws from working experience, summarizes and analyzes three new measures of industry training, including (1) lab assistant, (2) creativity project, and (3) open lab guidance. The article also discusses the roles of these measures for improving student engineering competence in the implementation of “excellence Engineer education plan”.

Abstract: This paper aims to explore the construction of monitoring system of autonomous learning for college English. Dynamic development of autonomous learning was explained briefly. It also discussed connotation and features of the monitoring of autonomous learning. Finally, the monitoring system of autonomous learning was created after analyzing the current situation of students’ autonomous learning activities. It points out that interaction between inner and external monitoring system is beneficial to the progress for English learners; Joint efforts of all of the elements in the system contribute to the efficiency of college English teaching.

Abstract: In recent years, China’s college students’ physique presents trend of declining. In the colleges and universities health test management, it produces the problems of only paying high attention to the test and evaluation but neglects the link of feedback and improvement. Based on artificial neural network (ANN) and support vector machines (SVM) approach, this paper makes use of the principle component analysis to conduct discussion on China's college students’ physique health test management mechanism design so as to further perfect current procedure of China's college students’ physique health test work, improve the quality of management work, improve the college students’ physique and truly reach the target for the college students’ overall development.

Abstract: This paper explores the ways to improve efficiency of bilingual education in electrical information courses. Based on the bilingual education practice of Electric Circuits and Data Communications and Networking, a questionnaire was done to illustrate the current problems of bilingual education in our college. After analyzing the factors, the paper argues that bilingual teachers’ training is necessary; bilingual textbooks have to be introduced; dual language immersion works well and autonomous learning platform needs to be developed. The integration of those strategies with information technology contributes to the improvement of bilingual education.
