Abstract: The vulnerability of ecological environment and regional poverty are the two most basic features for “restricted development zones” in China. Under the background of the main function division coordinating the regional development, the restricted development zones need to bear the “ecological” division of labor, and it is difficult to effectively integrate the regional ecological function and the economic development; besides, regional externalities often result contradictions and conflicts of the ecological interests among regions. Therefore, the sustainable development of restricted development zones under major function regionalization has to solve the problem of regional eco-compensation. This paper firstly analyzes the eco-environment and the characteristics of socioeconomic development in the restricted development area and the dilemma of the regional sustainable development. And then, the paper further discusses the idea and the policy orientation of the eco-compensation for the restricted development zones. At last, it makes clear of the nature of the “flexible restrictions” in restricted development zones, comes up with the general train of thought of the regional eco-compensation in restricted development zones under the framework of the main functional area, and then explores the eco-compensation policy innovation and the institutional assurance in the restricted development zones.

Abstract: Considering local cultural industries, from the nature, content, behavior-oriented, and results-oriented, we must emphasize the value, the spiritual content of products, sharing, learning and experience, as well as its role in promoting the final result which must be achieved on the belonging feelings of localized residents. In fact, the development of local industries include the four values​​: (1) recognition of the value; (2) economic efficiency of localization; (3) aesthetic value; (4) the value of life. Cultural tourism is the cultural experience of the most important medium of knowledge, and cultural consumption also leads to economic benefits. Combined with cultural industries and cultural tourism, cultural tourism can really see the cultural industry to go with economic momentum. This study is according to the local community characteristics, and we carried out at the initiative of creating local cultural industries, through the division of labor and cooperation with local structural joint marketing, the possibility to create local value, which is the economic value of the development of local cultural industries.

Abstract: Technical progress plays an important role in energy consumption promoting the economic growth, and fixed asset investment plays a moderating effect on energy consumption promoting economic growth. This paper studies the intermediary effect of technological advances and the moderating effect of fixed asset investment in energy consumption promoting economic growth. With the acquisition of time series 2002-2011 data, using hierarchical regression method, the intermediary effect and the moderating effect are tested. The results show that: the intermediary effect of technological progress in energy consumption and economic growth is significant, and moderating effect of fixed assets investment in energy consumption and economic growth plays the role completely through the intermediary variable technological progress.

Abstract: This paper studies the causal relationship between energy consumption and economic growth in Beijing by using econometric method from 1980 to 2012, and then establishes the model between the energy consumption of three industries and economic growth to study the influence of the secondary industry and tertiary industry energy consumption on economic growth in Beijing. Finally, we put forward counter measures and suggestions on sustainable development of Beijing's economy and energy industry.

Abstract: Here is presented the concepts of Fertilization Ecological Hazard Index (FEHI) and Fertilization Ecological Safety Threshold (FEST). These concepts have been used to develop models that assess the hazards posed by fertilization with inorganic fertilizers on ecological environments in China. Based on these models, there were 11 regions, most of which are located in Western China, slightly at risk from over-fertilization, while 14 regions located in central or eastern China were at a moderate hazard from overuse of fertilizers. Six regions in western China were found at ecological safety of environment because of small amounts of fertilizers used in these regions. Ecological safety of environment decreased along the gradient from northwest to southeast by fertilization. There were several factors that influence FEHI. It is obligatory for local governments to offer training to guide reasonable uses of fertilization. It would be prudent for China to establish laws to protect soils, especially to regulate the use of fertilizers in agriculture.

Abstract: With the socioeconomic development and continuous increasing of population, the water resources shortage is increasingly serious in recent years and that in arid and semi-arid regions of Xinjiang is even more serious. Principal component analysis method is used to horizontally compare and analyze carrying capacity of water resources in all prefectures (municipalities) in Xinjiang from the perspective of spatial dimension in accordance with economic development and conditions of water resources of all prefectures (municipalities) in Xinjiang in 2010. The study result shows that the carrying capacity of water resources in Xinjiang shows drastic difference in space. Comprehensive score of 5 regions in South Xinjiang is high on the whole, indicating that natural conditions such as natural endowment of water resources in arid and semi-arid regions of Xinjiang have great impact on the carrying capacity of water resources.

Abstract: This paper measures the urban economic efficiency using the three-stage DEA and analyzes the differences and temporal characteristics of the intercity, based on the data from 273 Cities at Prefecture level or above in China during the period 2002 - 2011. The results indicate that : (1) Urban economic efficiency three-stage DEA estimated was significantly lower than the general DEA, indicating that environmental and random factors have a great impact on urban economic efficiency in China; (2) China's urban economic efficiency intercity difference is very significant, "Bei-Shang-Guang" Metropolitan is a major frontier; (3) Urban economic efficiency intercity difference spatial pattern is very stable, spatial concentration areas of the high efficiency and the low ​​in the study little changed.
