Abstract: Environmental democracy is the political basis of the sustainable development of the environment. From the perspective of political science, the public needs to be involved both in the process of the making of environmental policies and in avoiding government failures in environmental protection. From the perspective of economics, sustainable development of the environment requires a democratic production mode and in avoiding “the tragedy of public land” the public needs to be involved. From the legal perspective, solving environmental hazard incidents involves environmental hazard litigation. From the perspective of the international political science, in order to build a society in which the individual rights of us and our responsibilities to the neighborhood, the community and the earth are deemed to be intrinsically connected, we need to democratize the decision-making process of the social policies.

Abstract: Start from the different understanding of corporate environmental strategy by economic and social perspective. We empirically studied both the economic and social impact on corporate environmental strategy and activities. We choose the listed companies that published social, environmental or sustainable reports in 2011 as a study sample, and translate the qualitative information on the report into quantitative one through content analysis. The Spearman correlation and logistic regression was used in SPSS 20. We found that in the Chinese market economy system, government has important influence on enterprise's strategic choice, which lead to ownership plays a more important role in corporate environmental activities than corporate financial performance.

Abstract: Correlations and non-linear regression analyses were used to determine the optimal rate of fertilization that would maximize production of grain while minimizing effects on the environment in Jiangsu Province, China. Correlation coefficients between the amounts of cereal grain produced and rates of fertilization were 0.880, 0.606, and 0.212 for the periods 1970-1983, 1984-1997, 1998-2011, respectively. Current amounts of chemical fertilization used are causing adverse effects on the environment. By use of simulation analyses, it was determined that 550 - 600 kilogram of fertilizers (a mix of N, P2O5, K2O) per hectare is the upper limit amount of fertilization that balances production and potential for eutrophication in Jiangsu. Amounts of fertilizer applied are greater in the North of Jiangsu Province with three-fold more fertilizers applied than in the south. Factors such as proportion of farmers in the regional population, incomes of farmers, multiple cropping index, proportion of land irrigated, proportion of land in agricultural production all influence the amount of fertilizers applied in this region.

Abstract: Based on the theory of Projection Pursuit Model, a comprehensive benefits assessment model for environmental protection investments was built. According to values of the projection vector components, contributions of evaluation index to the comprehensive benefits were analyzed. On the basis of the model, overall benefits of provincial environmental protection investments were assessed. Results showed that, comprehensive benefits of environmental protection investments in annual 2010 had a strong regional property, descending from the east coast to the northwest inland, environmental protection benefits in provinces such as Shandong、Zhejiang and Jiangsu were higher, while in northwest inland, it was relatively low.

Abstract: Based on the data of environmental indicators and influence factors in Jilin Province, the gray correlation analysis was used. The results showed the major influence factors of environmental indicators included four aspects: industry ratio, the tertiary industry ratio, energy consumption per unit of GDP, the number of environmental scientific research. A series of effective measures in Jilin Province must be taken to optimize industrial structure, increase the innovations of science and technology, and improve the quality and quantity of environmental scientific research personnel, in order to ensure coordinate healthy progress between economic growth and environmental protection.

Abstract: Based on the Environmental Kuznets Curve hypothesis (EKC), the measurement models of various environmental pollution indicators with economic growth indicators were obtained by using the regression simulation of PASW Statistics 18.0 statistical software based on the data of environmental indicators and economic growth indicators in Jilin Province, and analyzed the characteristics of EKC. The result indicated that the EKC of environmental indicators did not completely accord with the “U” shape. The EKC of industrial wastewater discharge amount showed the “U + inverted U” shape, the inflection point appeared in 2009; The EKC of industrial waste gas emissions was in continuous growth without an inflection point; The EKC of industrial solid waste output showed the left half part of the “U” shape, the inflection point will appear in 2014. The EKC of industrial dust emissions was a shape of logarithmic function, being in a gradually decreasing trend without an inflection point; The EKC of industrial SO2 emissions showed the “U + inverted U” shape, the inflection point appeared in 2008; The EKC of COD discharge amount of industrial wastewater showed the unobvious “U + inverted U” shape, the inflection point appeared in 2009. The overall environmental pollution level in Jilin Province was in the stage of continuous improvement.

Abstract: The article reviews systematically the domestic and international environment performance audit evaluation index system, and explores the problems existing in the present evaluation system: Application areas are more concentrated on the main micro enterprises; There is a lack of performance evaluation of macro field; Evaluation index is not concrete. And then the article constructs our country environment performance audit evaluation index system.

Abstract: After the Eighteenth CPC National Congress, the Ecological Civilization Construction has been promoted to unprecedented height, the government is mostly responsible in the process of Ecological Civilization Construction. On the circumstance of governmental performance appraisal, the auditing of governmental ecological responsibility is particularly important. This paper gave a definition to the meaning and nature, and regarded it as a kind of management innovation tool. And on this basis this paper discussed the theoretical frame on governmental ecological responsibility auditing and the suggestions of promoting the government ecological responsibility carried out.
