Abstract: The Skilled Workforce Project Scheduling Problem (SWPSP) is a complex problem of task scheduling and resource assignment that comes up in the daily management of many company Service Centers. In this paper we present a constraint programming (CP) approach for the SWPSP. We extend the project scheduling literature by developing a project scheduling model that accounts for differing skills among workers. The computational results for the SWPSP show that the constraint programming approach increases the performance of the model solving processes. The results for the SWPSP is effective in solving the proposed problem.

Abstract: Due to high uncertainty and complexity, the flight test missions of the Unmanned Aerial Vehicle (UAV) are implemented with high risk. To mitigate the risk, many scholars have done a lot of researches to study the risk events in flight test. The different interrelations and the potential synergetic effects among the relevant risk events related to a decision make it a challenging issue to create explicit relationships of the risk events. Cross Impact Analysis (CIA) appeared as a methodological tool for dealing with this kind of complexity in the 1960’s. CIA can worked with other methodological approaches to increase its functionality. This article uses a method to generate important risk events and scenarios about what may happen in the future flight tests. In this method, Interpretive Structural Modeling (ISM) is used to combined with CIA to improve the final forecasting. This scenarios-based method allows working with large sets of risk events and can detect critical risk events. The final results of the method can be represented by graphics. The practical implications of the proposed method are illustrated with an example.

Abstract: In this article it compares the different EEDI formulas proposed by IMO and CCS formula. On the basis of it, the river-sea-going ships EEDI calculation formula can be put forward. After comprising the EEDI reference lines of every kind of sea-going and Inland ships and compute the practice example of the developed river-sea-going ship, the conclusion can be drawn that the reference line of Inland ship is generally lower and should be the reference in verification of river-sea-going ship in the absence of river-sea-going ship EEDI reference line nowadays.

Abstract: In order to analyze and cluster the scale and categories among the Bohai ports group accurately and objectively, ports are expected to be divided among categories of regional port cluster. Considering ports scale can be affected by many different factors, and those factors have different organizations and units, so principal component analysis(PCA) was used to standardize those factors’ data and then calculated the standardize matrix. Afterwards, k-means clustering method was used to analyze the standardize matrix, achieving the goal of clustering ports and planing hierarchical ports layout. Finally, the cluster results can make significant guidance for the development of inter-port cooperation.

Abstract: The purpose of this study was to find out the influence of beauty modeling training course in teaching efficiency from the creative beauty salon design in the beauty science department of continuing educational university, following the theories and establishing the training model by applying the structure equation modeling, and tested the fit of model as well as the influence of variables. The results indicated the model was deleted 9 of 35 items and connected seven relationships variables by questionnaire survey, the fit and model were built, the advantages of beauty modeling training course teaching influenced learning from creative beauty salon design course teaching. Two teaching contents in creative beauty salon design course, the practical teaching and creative beauty show teaching, the contents of the former to teach theory and practice and the latter demonstrational show was added. Two learning class students of the Beauty Science Department of Continuing Educational Collage of Chienkuo Technology University in Taiwan in 2011 and 2012 academic years as the pilot test group to instead of experimental group, and the control group respectively, It found that the latter is better the former. The learning and application, and that efficiency teaching is accepted.

Abstract: In this research, Project-Oriented and Problem-Based Learning Strategy (POPBL) was applied in wheel robotics study for undergraduate students studying in the Electronics Department. During the application, competition was used to evaluate the study result of students with the assistance of teaching assistants. This research was aimed to explore the effectiveness of POPBL in wheel robotics study. The study results proved that POPBL can significantly improve the learning efficacy of learners, as well as their operational capacity.

Abstract: A survey was carried out on 2,250 households around the nation for the purpose of examining power failure experience and measure in the household sector. Implications of this study are as follows. ▸ 90% of the subjects had experience of power failure, among which about 50% had longest time of power failure between 5 ~ 30 minutes, 38% between 1 ~ 12 hours, and 3% over 12 hours. ▸ The biggest cause of power failure was “Natural disasters during summer such as typhoon”, and natural disasters during winter showed relatively low ratio of 2%. Causes other than natural disasters included aged electric facilities in shared apartment complexes experienced by 18% of households and power failure from electricity supply failure experienced by 18%. ▸ While 40% of households selected 「Discomfort of living caused by darkness」 as the biggest difficulty of power failure, over 50% of households did not have any special preparations about power failure. 87% of households responded 「Batteries」 as the most important goods to be secured during power failure 30% of households responded that 「There is no need to prepare for any goods」, showing lack of active preparedness about power failure situation.
