Abstract: Today productivity has been proposed more than a mere economic index and criterion. It has been proposed as a culture, a general approach, a system-oriented attitude and a total of all components so that it could cause interaction in economic, social, and cultural aspects of the society, organization and even individuals. In this regard, some incorrect perceptions and superficial attitudes from productivity have caused that some important factors be hidden from planners and politicians’ view in micro and macro levels and not only productivity hasn’t been increased but also as a consequence, it has been decreased and has made organizations or society encountered with wasting of resources and misguiding of the main route of growth and development so that if the future generations wanted to embark on reforming, it would be a very difficult, long term work and demands high material and immaterial costs. Therefore, the researchers attempt to discuss some of the most important of these perceptions, attitudes and hidden factors of productivity in brief.

Abstract: This paper is based on the energy consumption annual data of China's 1990-2010 and uses the improved gray system model GM (1,1, α) for analyzing and testing, in order to determine the range of α values of the model. Thus, the range of data can be applied for predicting and analyzing the energy consumption of the next decade. It can be seen from the results that the model has a reasonable and practical significance. Finally, this paper summarizes the application of the model.

Abstract: In the paper the energy consumption level model is established. The energy efficiency level of the enterprise is evaluated from three angles including the historical trend, the industry enterprise mean value and order of whole enterprise, and then grades are given for them. And the reasonable weight is given by synthesizing evaluation results of three angles, to get the comprehensive evaluation result. Then reasonable proposals are proposed for the enterprise based on the assessment results, which make the enterprise adjust energy-using behavior, to reduce the energy consumption and save electricity, and finally to provide decision-making basis for enterprise demand side response, saving energy and reducing consumption.

Abstract: The history of Human beings is the one of utilizing natural recourses. With the development of the economic, natural resources industry security risk management increasingly becomes an urgent and international issue. Analyzing the resources industry security under the systematic angle, the resources industry risk control is the complex system. This system is full of energy flowing which can be measured by the entropy. Hopfield neural network is the important neural networks model. The use of Hopfield neural network puts extra systematic directionality restraints on such risk control. It makes the objective function and constraints of resources industry security risk control, in terms of negative entropy, optimized by the Hopfield neural network energy function. Then as an effective try, some conclusions about reducing resources industry security risk also can be got.

Abstract: In this study we use system GMM estimation techniques to examine the dynamic effect of financial development on energy consumption with a panel data set on 29 provinces during the period 1999-2009 in China. The empirical results show a positive and statistically significant relationship between financial development and energy consumption when financial development is measured by the ratio of loans in financial institution to GDP and by the ratio of FDI to GDP. These results have critical implications for energy policy where the impact of financial development on energy consumption, especially, the short effect from the development of bank loan scale and the long effect from the development of FDI, is important to improve the political effect.

Abstract: Human factors are an important link of natural gas and liquefied petroleum gas distribution station security. In this paper, for the man-machine harmonious as a starting point, to focus attention on the value of life as the keynote, studied human factors risk management processes, methods and risk management strategies of distribution station. The article put forward "two ways, three countermeasures, four habits, five party thinking" risk reconcile mechanism of human factors, which reconcile the hidden trouble of human factors, and improve management efficiency and expand prevention barrier, to achieve sustainable development of oil and gas system.

Abstract: In this paper, mechanism of ecological compensation is taken as a kind of relative position and correlation among supplier, user of compensating resource and regulator of compensation process in the system of ecological compensation, and it is regarded as functions and doing work for system of ecological compensation. On this basis, this article gives the derivation and description of the connotation and extension of system and mechanism of ecological compensation for coal mining areas.

Abstract: In recent years, China's steady and fast economic development has promoted energy production and consumption growth. In the circumstances of global warming and low carbon economy, our country is under the pressure of the energy market reform and energy saving and emission reduction, so effective energy management is critical. Though China has made energy management reforms for several times, there are still many problems in government regulation in the aspects of the concept, system, method, etc. In the increasingly fierce international energy competition, in order to solve the problem of energy management effectiveness, it is important to further improve the legal norms of government regulation, set up independent regulatory agencies to strengthen supervision, and integrated use scientific and effective regulation means such as price regulation, incentive measures and mandatory measures.

Abstract: National economic and social development was greatly influenced by coal resources. The main purpose of this paper is to research how to keep balance in supply-demand of coal and optimize resources in Jinan City. Based on coal resources data from 1994 to 2010 of Jinan City, ARIMA model was established, status of supply-demand of coal resources was analyzed, predicting results were given by using SPSS in this paper. At last, some suggetions were put forward to ensure resource sustainable development in Jinan City.

Abstract: As for coal enterprise, whether it should maximize profit, or maximize sales for the target is more beneficial to development of coal enterprise and coal industry, is always a study topic in economics field. Economics theory is applied in this thesis, inferring that coal enterprise' target profit of seeking sales maximization is lower than maximum possibility profit, and Social Responsibility Cost of seeking sales income maximization is more than that of seeking profit maximization, which is advantageous for improving level for coal enterprise. While Social Responsibility Cost increases, coal enterprise' coal price and coal output are invariable for enterprise seeking profit maximization, but other enterprise that seeks sales maximization will cut down output and improve coal price. At last, the thesis brings forward that government ought to guide coal enterprise to seek sales maximization, not profit maximization. There by, government should formulate the coal enterprise ‘Social Responsibility Cost policy' according to coal enterprise target, which is beneficial for coal enterprise to increase Social Responsibility Cost at the same time and control coal output and price, as well as health development of our country's coal industry.
